The person who "ignited" the rural movement.

For 40 years, Mr. Nguyen Quang Ca, from Hamlet 6, Quang Ninh Commune (formerly Quang Nhan Commune), has seemingly dedicated his entire youth and passion to his homeland. For nearly a decade, he served as Party branch secretary and hamlet head. Through his prestige and dedication, he was not only an exemplary official but also a "torchbearer" who fostered unity among the people.

We met Party branch secretary Nguyen Quang Ca while he was tending to the flowers and ornamental trees along the village roads with the villagers. At 67, he was still as agile and enthusiastic as when he first took on the job. While working quickly, he slowly reminisced about the past with a gentle smile. His memories took him back to his ambitious twenties, when, like many of his peers, he volunteered to join the army and served in the Cambodian battlefield.

In 1983, after being discharged from the army and returning to his hometown, Nguyen Quang Ca, carrying the enthusiastic spirit of a young soldier, actively participated in many village activities. From 1990 to the present, he has continuously been trusted by Party members and the people to hold the positions of Party branch secretary, then Party branch secretary and village head. Regardless of the role, he has always upheld a high sense of responsibility and dedication to the common good. For him, it is not only a duty of a Party member but also a responsibility and affection for his homeland – the place where he was born and raised.

Having dedicated 40 years to village work, Mr. Ca has witnessed and directly participated in many important milestones in the local development process. From the days when Teams 18, 19, and 20 merged to form Village 6, to the implementation of the New Rural Development program and its recognition as the first model New Rural Village of the former Quang Nhan commune, his responsibility has left a strong mark at every stage. Mr. Nguyen Quang Ca shared: “No matter what, to gain the people's trust, officials must set an example. First and foremost, they must have a close and harmonious lifestyle with the people and regularly understand their thoughts, feelings, and aspirations, thereby choosing practical actions to mobilize the people's strength.”

Mr. Ca recalled the story from 20 years ago, when, to build the village cultural center, he and the village's Front Committee and other organizations persistently went "door to door" to spread the word and mobilize the people. All work was discussed openly and democratically among the people, so many households readily contributed their labor and money to build the village cultural center. In a short time, the spacious village cultural center was built on a 3,000m2 plot of land with a cost of over 250 million VND, mainly from the people's contributions. Along with that, basic cultural facilities were invested in and purchased, contributing to strengthening community bonds and improving the cultural life in the residential area.

Building on the effectiveness of the above approach, Mr. Ca, along with the Front Committee and mass organizations, continued to unleash the power of great unity to build new rural areas and achieved many positive results. In 2020, when Hamlet 6 was selected as a model for building new rural areas, Party branch secretary Nguyen Quang Ca, together with the Party committee, discussed and issued a specialized resolution, assigning specific tasks to each Party member; at the same time, coordinating with the Front Committee and mass organizations to promote propaganda, mobilization, and the democratic rights of the people according to the motto "The people know, the people discuss, the people do, the people inspect, the people benefit," thus receiving high consensus among the people. From 2021 to the present, the people in the hamlet have donated nearly 4,000 square meters of land to expand the road from 4m to 7m; built a system of covered drainage ditches; and planted flowers and ornamental trees along both sides of the road.

To date, 100% of the village roads have been concreted; the economy has developed in a diversified direction; and the average income in the village has reached 80 million VND/person/year. The village cultural center is also regularly renovated and equipped with cultural facilities, becoming a place for activities and sports training, attracting a large number of people to participate and practice every morning and afternoon.

Starting from a low baseline, in 2021, Village 6 was honored to be recognized as the first model new rural village of the former Quang Nhan commune. This achievement was made possible not only by the collective efforts and unity of the people, but also by the significant role and contribution of the Party branch secretary and village head, Nguyen Quang Ca.

It can be affirmed that the trust and respect of the people of Hamlet 6 for Mr. Ca did not come about naturally. His dedication, commitment, sense of responsibility, and exemplary role as the Party branch secretary and hamlet head have inspired and spread a sense of responsibility and exemplary conduct among cadres and Party members, while also fostering unity and solidarity among the people in building a more prosperous, civilized, and livable homeland.
