These successes were achieved thanks to the close attention and guidance of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the Party committees and governments at all levels, and the consensus of the people; but above all, it was the determined efforts of the entire Education sector, in which the head - Mr. Nguyen Anh Ninh - Director of the Department of Education and Training of Lao Cai province, played a significant role.

During a reunion of former leaders and staff of the Department of Education and Training on the occasion of the 25th anniversary of the re-establishment of Lao Cai province, with deep emotion and sincere feelings, he said: “I am very fortunate to stand on the shoulders of giants, so my only task is to develop the educational foundation they have painstakingly built to achieve the results we see today.” The “giants” he referred to were the generations of veteran educators: Mr. Tran Van Phuc, Mr. Cao Van Tu, Mr. Truong Kim Minh – former Directors of the Department of Education and Training from various periods. Respecting the achievements and efforts of previous generations; persistently and diligently developing in the present; striving and determined to create breakthroughs; he himself has never acknowledged his own role or achievements; But the "ideology, morality, and style of Ho Chi Minh ," the spirit of responsibility, and professional ethics, as if naturally ingrained in the very being, simple yet profound in that teacher, ignited in us the foundation, style, belief, and special pride in our profession.

In the rare conversations after work, he sometimes recounted the choices and detours in his life that didn't go his way, including his career choices and workplaces. But with genuine sincerity and a scientific mindset, those detours didn't become obstacles but rather motivations for him to achieve success; a success not just for him personally, but, to this day, a shared success for the entire Education sector.

Born and raised in the mountainous region of Luc Yen (Yen Bai province) in the 1980s, the journey of overcoming difficulties to become a university student can be considered a personal miracle; a source of pride for his family, hometown, and lineage. For him, his path to teaching and his connection with Lao Cai can be considered a destined encounter; unplanned but loyal throughout his life. Graduating from the University of Education in August 1982 , the young man with the small, scholarly physique of those days secretly applied to work in Lao Cai, taking his first steps in his profession on the land of Muong Khuong. His decision during those years was certainly not simple; to us, the stories he recounts seem like fairy tales and legends; but hidden behind the interesting memories in his mind is a long and immeasurable journey of hardship. Facing numerous hardships and shortages, the only difference was the resilience to overcome the deeply ingrained habits and ways of thinking of many generations of teachers during the subsidy era. In that situation, he set for himself principles and was determined to implement them; truly admirable, all the principles he set were directed towards a single goal - for the students in the highlands and to preserve the ethics and character of a teacher.

During his career, he held many positions: From 1985-1989 , he served as Deputy Principal of Muong Khuong High School (now Muong Khuong No. 1 High School); in 1990, he was transferred to the Department of Education and Training, working as a specialist in the Secondary Education Department; from 1991-1993, he held the position of Deputy Head of the Department; from 1993-2000 , he served as Head of the Vocational Education and Continuing Education Department; from 2000-2003 , he was Director of the Provincial Vocational Training and Continuing Education Center; from 2003-2008 , he returned to the Department, serving as Head of the Secondary Education Department; from 2009-2012 , he was appointed Deputy Director of the Department of Education and Training, concurrently Principal of Lao Cai Teacher Training College; and from January 2013 to the present, he has held the highest position in the sector - Director of the Department of Education and Training. In every role he played, he affirmed his importance, working with the team to bring about many positive changes for the group.

As Director of the Department of Education and Training, I am always proud that the entire sector has excellently fulfilled the important responsibilities entrusted to me by the Party, the people, and previous generations. These are the great achievements in education and training: The scale of education has developed remarkably; the system and network of schools have expanded widely, meeting the learning needs of the people. 95.4% of children aged 3 to 5 attend kindergarten; 99.9% of 6-year-old children enter grade 1; 91.6% of the population aged 15-60 are literate (this can be considered a miracle of education in the mountainous region). The overall quality of education has continuously improved, making a significant contribution to training human resources, especially high-quality human resources, forming the basis for building a team of cadres to meet the requirements of the industrialization and modernization period; affirming the position of Lao Cai's education as consistently among the top 5 leading provinces in the Northern mountainous region. The education management and teaching staff have grown significantly in number, quality, political acumen, and ideology. They possess a strong sense of responsibility, resilience, and dedication to their profession; they actively and voluntarily strive to improve their skills. International cooperation and the socialization of education have been highly effective, creating positive changes in the quality of education and human resource training for the province. Once a remote, economically underdeveloped, and largely illiterate region, Lao Cai now boasts numerous students who have won high awards in national and international intellectual competitions, and received full scholarships to study at top universities in the United States, Australia, and Canada. The province's workforce and officials are also continuously improving their skills and quality, making a significant contribution to the province's socio-economic development.

Then, with a touch of sadness, he recounted: In mountainous regions that are difficult but well-informed (like Central Vietnam, for example), the harshness becomes a driving force for students to strive to overcome their circumstances and achieve great things; but in highlands like Lao Cai, in some places, the darkness crushes people's consciousness, poverty is an inherent part of life; as a teacher in this place, if you don't have a clear direction to instill motivation and belief in your students, it would be a crime.

Valuing reverse thinking, he brought new ideas to teachers in mountainous regions – not dwelling too much on circumstances, but rather striving to overcome the difficulties, hardships, and shortages of their profession to achieve success. In his thinking, schools in mountainous areas must be the safest, cleanest, most beautiful, and most cultured and civilized environment for students; therefore, he always prioritized school discipline and the ethics of teachers as the primary criteria for evaluating educational success.

Anyone visiting the schools in the mountainous region of Lao Cai today will notice the significant changes, a solid new image during a period when the country's education system is transforming and overcoming its transitional phase. But for Mr. Nguyen Anh Ninh, amidst the pride and confidence, there are still many concerns. His team is a vanguard force, staying close to the schools and villages; they are both educators and propaganda and community outreach officers; they are both teachers and parents, protecting, advising, and caring for the lives of their students… However, education is the sector with the highest percentage of women, the highest percentage of women in management, and the highest percentage of women who have to live far from their families; this is an irreplaceable disadvantage that he constantly reminds his educational administrators to pay special attention to, care for, and create the most favorable conditions for teachers in the mountainous regions to work with peace of mind.

After each stage, each school year, the teacher always reflects on himself and his field to draw valuable lessons, which serve as a foundation for striving in the next phase. Among these, he prioritizes applying the principle that "the cause of education belongs to the entire Party and the entire people." In a creative way, adapting to each specific circumstance and period; understanding the people, proactively formulating timely policies and decisions appropriate to each region and stage. Highly valuing the importance of advisory work and promoting the autonomy and accountability of the leaders of the Department of Education and Training and the leaders of schools. Actions must be taken, and actions must be thorough and decisive, as well as educational reform must be comprehensive and synchronized, focusing on key areas. Besides training and improving the capacity of the management staff and teachers, the teacher always emphasizes directing the entire sector to proactively implement educational reform, update knowledge and modern, advanced scientific methods; and creatively apply them to the actual conditions of the province. Research and develop educational models suitable to the practical realities of each region, such as school-tourism, school-farm, multicultural schools… to enhance practical skills and career guidance for students, creating motivation for students to love learning. Therefore, in recent years, the model of schools linked to practical experience has become a special highlight of education in Lao Cai.
