
At a gas station in Dong Hung commune, Ms. Pham Thi Cuc was quite surprised when the sales clerk announced that the familiar RON95 gasoline was no longer in circulation and had been replaced by E10 bioethanol fuel. Looking at the new pump and price list, she was still a little confused because she hadn't researched much about this type of fuel before. Ms. Cuc shared: "I only found out about the switch to the new fuel (bioethanol) when I went to the gas station to buy gas; I didn't know anything about it before. But since the government has a policy, we'll use it."
Besides initial unfamiliarity, many consumers are apprehensive about using this new type of fuel for the first time. Some transport owners and service drivers are closely monitoring the transition. However, despite these concerns, the majority believe that using clean fuel is an inevitable trend in the context of increasing environmental pollution. Mr. Le Thanh Duy from Tran Lam ward believes that the nationwide rollout shows that the authorities and businesses have carefully considered the matter before implementation. If the government has allowed the widespread use of E10 bioethanol, then the technical aspects and engine safety must have been thoroughly checked. In the long run, using bioethanol will be better for the environment.
In line with the government and the Ministry of Industry and Trade's policy of converting from conventional gasoline to E10 bioethanol, gasoline and oil distributors in the province have proactively and quickly implemented technical improvements, cleaning of tanks, quality inspections, and reorganization of the supply chain. As one of the earliest to implement this, from mid-April 2026 to the present, Hung Yen Petroleum Joint Stock Company (PVOil) has completed the conversion of all 31 of its retail gasoline and oil stations to E10 bioethanol. To ensure progress, the company established a technical team specializing in cleaning tanks, repairing and inspecting pipelines, valves, and tank lids to meet the technical requirements for storing bioethanol. The company proactively deployed 8 tanker trucks to transport fuel from the transfer depot to the stations, ensuring a quick and continuous conversion process without disrupting business operations. Specifically, the company has been authorized by the Vietnam Oil Corporation (Vietnam National Energy and Industry Group) to blend E10 bioethanol fuel right at its Thai Binh transit depot using a formula and technology approved by relevant ministries and agencies. All fuel batches are sampled and tested before being released to the market to ensure quality standards are met. After nearly 10 days of completely switching to E10 bioethanol fuel, sales volume at the company's stores remains stable and unchanged compared to before. To date, the company has not received any customer complaints regarding fuel quality or vehicle performance. However, E10 bioethanol fuel has different technical characteristics compared to conventional gasoline, particularly its higher moisture absorption capacity. Therefore, regulating production and inventory must be carefully calculated to avoid prolonged storage, which could lead to water separation, affecting fuel quality and engine operation.
Besides PVOil, gasoline and oil businesses in the province are currently urgently transitioning to selling E10 bioethanol fuel. As one of the major distributors of gasoline and oil in the area, Petrolimex Hung Yen Co., Ltd. is accelerating the conversion process across its entire distribution system. To date, the company has completed the conversion of 57 out of 74 retail gasoline and oil stations to selling E10 bioethanol fuel. Mr. Hoang Quyet, Deputy Director of Petrolimex Hung Yen Co., Ltd., said: "Since March 2026, the company has signed a contract with a technical unit to renovate, flush, and clean the entire gasoline and oil storage tank system to ensure it meets the technical requirements for storing bioethanol fuel. Before being delivered to the stations, all batches of E10 bioethanol fuel are sampled and fully inspected for measurement and quality according to regulations." To date, the consumption of E10 gasoline at gas stations remains stable, with a production volume of nearly 200 m³ /day.
Observations at numerous gas stations show that, after initial hesitation, most people are gradually becoming more open to the new fuel. Besides its environmental friendliness, the lower price compared to conventional gasoline is also one of the reasons why many are willing to switch. Currently, the price of E10 RON95-III bio-gasoline (as of May 12, 2026) is about 600 VND/liter lower than the previous RON95-III conventional gasoline. The proactive transition of gasoline businesses to E10 bio-gasoline early on, along with the positive reception from consumers, is accelerating the replacement process with clean fuel. In addition to reducing pressure on the supply of gasoline for daily life, production, and business, the province is aligning with the trend of developing green energy, reducing emissions, and promoting sustainable development.
