The application of AI (artificial intelligence) is one of the digital competencies mentioned in the regulations on the Digital Competency Framework for Learners issued by the Ministry of Education and Training . These regulations will take effect from March 11, 2025.

A digital competency framework for learners is a system that describes the skills and knowledge necessary for learners to effectively use digital technology in their studies, work, and life.

This system helps identify levels of digital proficiency and encourages the development of relevant skills. In this system, digital competence is defined as the ability to use digital technology to accomplish specific tasks or solve real-world problems.

The digital competency framework is established to serve as a basis for developing standards for training programs, education, learning materials, and guidance documents on digital competency development.

This also serves as a basis for evaluating the digital skills achieved by learners in educational programs, and for developing criteria to test, assess, and recognize digital competence.

The purpose of issuing this regulation is to ensure uniformity in the digital competency requirements for learners, and also to provide a benchmark or reference point between educational programs.

The digital competency framework for learners comprises 6 competency domains with 24 component competencies, divided into 4 levels from basic to advanced across 8 stages.

These competency domains include: data and information mining; communication and collaboration in the digital environment; digital content creation; security; problem-solving; and artificial intelligence applications.

Based on this, educational institutions will conduct research, supplement, and update the requirements for digital competencies for learners into curricula, learning materials, and guidance documents, ensuring the necessary conditions for implementation as directed by higher-level management agencies and current legal regulations.

Vietnam focuses on research and development of semiconductor chip technology and artificial intelligence . Developing new technologies in the direction of digital transformation and green technologies, including semiconductor chips and AI, are tasks and solutions set forth by the Ministry of Science and Technology to implement the Government's Resolution.
