Deputy Prime Minister Tran Hong Ha has just signed Decision 45/2025/QD-TTg dated December 3, 2025, regulating the subjects eligible to rent public housing in localities subject to the arrangement of provincial-level administrative units. This is not a big deal or a strategic policy, but it meets a very real need of many cadres, civil servants and public employees.
The subjects eligible to rent public housing are cadres, civil servants, and public employees who must move their workplace to the new political -administrative center in localities within the province-level administrative unit arrangement. At the same time, they must be in the case of not having their own house, or having a house but the distance along the shortest traffic route from their residence to their workplace is not guaranteed. Specifically, from 10km or more in mountainous areas, remote areas, economically disadvantaged areas, border areas, and islands; and from 30km or more for the remaining areas.
The two types of public housing are regulated as 45-60m2 self-contained apartments and one-story townhouses of equivalent area, both aiming for common points: Sufficient, compact, convenient.
Basic functional spaces such as living room, bedroom, kitchen, bathroom and balcony or loggia are reasonably arranged, helping residents to quickly settle down.
The maximum budget of 120 million VND for furnishing each apartment is considered a suitable choice. This level does not create a sense of luxury, but is enough to ensure basic amenities: Bed, wardrobe, table, chairs, daily use equipment. During the work period that requires high concentration, a neat and convenient room can significantly reduce the psychological pressure for the person on duty.
Anyone who has worked away from home understands this: Work productivity is not only based on the office, but also on the place you return to after each workday. A home helps civil servants maintain stability, thereby contributing to maintaining the flow of work during a period of many changes. It is also a way to support them to limit distractions due to worries.
What is noteworthy in Decision No. 45/2025 is its coherence and specificity: Identifying the right subjects, clearly defining housing types, and limiting reasonable costs. No embellishment, no over-expansion, aiming at the policy goal of implementation, effectiveness to that extent.
Once the task is determined, a stable place to live becomes a support for the staff to work with peace of mind. That peace of mind cannot be measured in numbers, but is a necessary condition for the machine to operate smoothly.
