Housing for law enforcement officers

Amidst the changes shaping the administrative structure, there is a seemingly minor need that directly impacts work efficiency: housing for those assigned to new positions.

Deputy Prime Minister Tran Hong Ha recently signed Decision 45/2025/QD-TTg dated December 3, 2025, stipulating the eligibility criteria for renting public housing in localities undergoing administrative unit restructuring at the provincial level. This is not a major undertaking or a strategic policy, but it addresses a very real need of many officials, civil servants, and public employees.

Those eligible for public housing are officials, civil servants, and public employees who are relocated to new political and administrative centers in localities undergoing provincial-level administrative unit reorganization. They must also be individuals who do not own a home, or whose home is located in an area where the shortest distance from their residence to their workplace is insufficient. Specifically, the distance must be 10km or more in mountainous areas, remote areas, economically disadvantaged regions, border areas, and islands; and 30km or more in other areas.

The two types of public housing stipulated are self-contained apartments of 45-60m2 and terraced single-story houses of similar size, both aiming for the same goal: sufficient, compact, and convenient.

Basic functional spaces such as the living room, bedrooms, kitchen, bathroom, and balcony or loggia are arranged logically, allowing residents to quickly settle into their new lives.

A maximum budget of 120 million VND for furnishing each apartment is considered a suitable option. This amount doesn't feel extravagant, but it's sufficient to ensure basic amenities: beds, wardrobes, tables, chairs, and everyday equipment. During periods of intense work requiring high concentration, a tidy and functional room can significantly reduce psychological stress for those on duty.

Anyone who has worked away from home understands this: Productivity isn't just about the office, but also about where you return after each workday. A home helps civil servants maintain stability, thereby contributing to keeping the flow of work during a period of significant change. It also helps them avoid distractions from worries and anxieties.

What is noteworthy about Decision No. 45/2025 is its clarity and specificity: it correctly identifies the target group, clearly defines the types of housing, and sets reasonable cost limits. It avoids embellishment and excessive expansion, aiming for policy implementation to be effective wherever it is put into practice.

Once the mission is defined, stable housing becomes a cornerstone that allows officials to work with peace of mind. This peace of mind cannot be measured in numbers, but it is a necessary condition for the smooth functioning of the system.
