In recent years, Hanoi Irrigation Development Investment Company Limited has always proactively identified difficulties, closely followed the situation at the grassroots level, provided decisive direction, performed its functions and tasks correctly, and continuously innovated in leadership and management to improve the quality of projects, reduce electricity and water costs, and bring about high economic efficiency.

Hanoi Irrigation Development Investment Company Limited is assigned by the Hanoi People's Committee to manage and operate the irrigation system to provide water for irrigation and drainage to serve agricultural production and social welfare in the districts of Soc Son, Me Linh, Dong Anh, Gia Lam and Long Bien district.

With the constant attention and guidance of the Hanoi People's Committee, the Hanoi Department of Agriculture and Rural Development, the Hanoi Management and Maintenance Board of Agricultural and Rural Works, the support of local authorities, cooperatives and people in the area, and the high sense of responsibility and dedication of the entire staff and workers, the Hanoi Irrigation Development Investment Company Limited has overcome difficulties and successfully completed its assigned tasks.

Completed the task successfully.

In the first six months of 2023, the company proactively coordinated with water user cooperatives and local authorities to develop plans for supplying irrigation water to agricultural production areas and for socio-economic purposes in the region.

Based on that, the company planned and implemented water supply for irrigation right from the beginning of the Spring 2023 crop season, ensuring that crops grew within the optimal timeframe and preventing agricultural production areas from experiencing water shortages that would affect crop yields. As a result, the company successfully completed irrigation and drainage for all agricultural land and socio-economic areas in the locality. This was recognized, highly appreciated, and accepted by the People's Committees of districts, communes, wards, and water user cooperatives in the area.

Regarding irrigation , from the beginning of the year, the Company has seriously and effectively implemented drought prevention plans throughout the entire Company and specific plans for each Enterprise; coordinated with irrigation companies in other provinces to develop irrigation water supply plans to ensure proactive irrigation for intercropped areas between provinces and cities; dredged sluice gates, repaired and maintained machinery and equipment, canals, culverts and dams, installed mobile pumping stations ready to operate when water levels in river banks are low; took advantage of water releases from Hoa Binh reservoir to effectively and timely irrigate fields while storing water in the system to serve crop irrigation.

In the first six months of 2023, the company completed the irrigation of spring crops and aquaculture, flowers, and fruit trees on 23,930.96 hectares out of 24,113.09 hectares of agricultural land, achieving 99.24% of the planned area.

Regarding drainage efforts , in June 2023, the total rainfall in the area under the company's responsibility was 325.6mm, twice as high as in June 2022, causing difficulties in directing and managing production.

However, with the proactive and flexible spirit of the entire staff and workers, and through all available engineering measures, the company operated the pumps to ensure timely drainage for 57,230.49 hectares of agricultural land and rural and urban areas (of which the area drained for rural and urban areas, excluding inner city areas, was 33,299.53 hectares).

Regarding routine maintenance of irrigation works , in the Spring of 2023, the Company organized the approval and construction of 18 out of 19 project items, ensuring the quantity and quality, with a total approved acceptance value of 8,235/8,258 billion VND.

Throughout the implementation process, the Company has always complied with and followed all State regulations, guidelines from the Hanoi Department of Agriculture and Rural Development, regulations of the Hanoi Agricultural and Rural Works Management and Maintenance Board, as well as current regulations on investment and construction.

In addition, the company has directed its enterprises to flexibly apply various methods to maintain, repair, and resolve minor issues in the system of facilities, equipment, and machinery to ensure timely and safe operation for production.

Regarding the management and protection of irrigation works , in the Spring of 2023, the Company continued to focus on strictly implementing regulations on managing and protecting irrigation works against encroachment, and effectively carrying out maintenance work.

As of June 30th, the total number of outstanding violations across the entire company is 993, including: Dong Anh Irrigation Enterprise 205 cases, Soc Son Irrigation Enterprise 408 cases, Gia Lam Irrigation Enterprise 336 cases; Me Linh Irrigation Enterprise 42 cases, and the Raw Water Supply and Construction Consulting Enterprise 2 cases.

In the first six months of 2023, 10 violations occurred, and 23 violations were resolved. There were 303 instances of wastewater discharge into irrigation systems, including 99 at Dong Anh Irrigation Enterprise, 36 at Soc Son Irrigation Enterprise, 121 at Gia Lam Irrigation Enterprise, and 47 at Me Linh Irrigation Enterprise. The company has completed the necessary documentation and reported these violations to the Hanoi Department of Agriculture and Rural Development as required.

The process of reaching agreements with 67 units whose construction projects pass through the protected area and corridor of irrigation works managed by the Company has been carried out in accordance with State regulations, without affecting irrigation and drainage services for agricultural production, people's lives, and society in the area.

Besides providing irrigation and drainage water for agricultural production and social welfare, the company also comprehensively utilizes the irrigation system to serve other activities such as supplying raw water to the Bac Thang Long clean water plant via the Ap Bac pumping station, exploiting the surface water of reservoirs in Soc Son district for aquaculture, and cooperating in the petroleum business. This contributes to increasing income, creating jobs for workers, and stabilizing the socio-economic situation in the region. Revenue from non-public service production and business activities in the first six months of the year reached VND 32.211 billion.

Eight key indicators

The last six months of 2023 are predicted to continue to present difficulties for the agricultural sector of Hanoi in general and Hanoi Irrigation Development Investment Company Limited in particular.

According to forecasts from the National Center for Hydrometeorology, the El Nino phenomenon may appear in the second half of 2023 and persist into 2024 with a probability of about 70-80%, combined with the current state of the Red River's riverbed, where the water level, even during water releases for the winter-spring planting season, is often low and does not reach the designed water level at the intake basins of the main pumping stations.

Meanwhile, the forecast for this year's rainy and stormy season is also very unpredictable and complex, the current state of the irrigation system is increasingly deteriorating and damaged, and the rapid pace of urbanization is leading to water pollution, directly affecting management and operation for production.

In light of the above difficulties, Hanoi Irrigation Development Investment Company Limited has set eight main targets for its business operations in the last six months of the year. Specifically, they are as follows:

Firstly, ensure sufficient irrigation water supply for 21,996.43 hectares of crops during the rainy season and 2,421.62 hectares of aquaculture, flowers, and fruit trees throughout the year. Develop a plan to adjust irrigation orders for 2023 and a plan for irrigation service pricing in accordance with regulations.

Secondly, direct subordinate units to regularly inspect and review all construction projects, and prepare materials and personnel to be ready to cope with any unusual weather conditions;

Thirdly , strengthen the inspection and protection of irrigation works; decisively direct the handling and prevention of encroachment on irrigation works that violate regulations, and prevent new violations from arising;

Fourth , strictly implement maintenance, record-keeping, and form-based documentation in accordance with the provisions of Decision No. 38/2022/QD-UBND to ensure the acceptance of orders for 2023.

Fifth , implement the construction and repair of 7 projects under the regular repair budget for 2023, which have been approved by the Department of Agriculture and Rural Development in accordance with regulations, ensuring progress, quality, and timely commissioning for production;

Sixth , ensure the continued provision of salary advances and prioritize the full payment of all types of insurance for employees. Address correctly, fully, and promptly the entitlements, rights, and policies for employees upon retirement, transfer to another position, and early retirement.

Seventh, implement and utilize the Science and Technology Development Fund in accordance with the State's regulations and laws to support the company's digital transformation efforts.

Eighth , closely monitor the Departments and the City regarding the use of the Development Investment Fund to invest in the repair, renovation, and upgrading of irrigation systems in the unit.
