Many projects are experiencing delays in land handover.

Many decisive measures have been implemented to address obstacles related to compensation and land clearance for projects in the province in recent times. However, to date, many projects are still facing land clearance issues, affecting the progress of disbursing public investment funds.

There are still 142 projects that have not had enough land handed over.

Phase 1 of the Provincial Road 25C Construction Project (section from National Highway 51 to Provincial Road 19) is one of the province's key projects aimed at connecting transportation to Long Thanh International Airport. Construction of the project commenced in December 2024.

However, nearly a year after the commencement of construction, the contractors' work has mainly remained at the stage of casting concrete components at the casting yard. Meanwhile, on-site construction has hardly begun. The main reason is that the contractors have not yet been handed over sufficient land.

According to a report from the Provincial Investment and Construction Project Management Board, the project's investor: Currently, only about 2,000 square meters of land have been handed over, equivalent to about 0.74% of the project's total area. Therefore, the contractor cannot commence construction.

According to a report from the Department of Finance, as of November 25, 2025, there are still 142 public investment projects in the province facing difficulties with compensation, failing to hand over 100% of the land area for construction. Land acquisition issues are one of the main reasons affecting the disbursement of public investment funds.

According to the Department of Finance's report, the reasons for the difficulties in compensation and land clearance for the projects are as follows: 41 projects have residents who do not agree; 2 projects have issues related to land belonging to Dong Nai Rubber Corporation; and 1 project involves national defense land. Meanwhile, for the remaining projects, the commune-level People's Committees are in the process of carrying out procedures related to determining land prices, approving compensation plans, and resolving other issues concerning land ownership…

On November 27, 2025, the People's Committee of Dong Nai province issued Decision No. 66/2025/QD-UBND amending and supplementing several articles of Decision No. 48/2025/QD-UBND (dated October 23, 2025) of the People's Committee of Dong Nai province promulgating regulations on compensation rates for crop damage when the State recovers land in Dong Nai province.

Resolving all outstanding issues

In August 2025, faced with numerous land-related obstacles affecting the disbursement of public investment funds, the Provincial People's Committee established two working groups to address difficulties and obstacles in compensation, support, and resettlement for projects under the 2025 public investment plan in the province. To date, 37 projects have had their compensation and land clearance issues resolved.

Regarding the remaining projects, the Provincial People's Committee has requested relevant agencies to coordinate with local authorities to promptly resolve the issues. This will accelerate the construction progress of the projects and the disbursement of public investment funds.

By the end of November 2025, the Bien Hoa City Central Axis Road Project officially completed land clearance and handed over the entire site to the investor.

According to Mr. Tran Hoang Nam, Director of the Project Management Board (under Mekong Construction Investment Joint Stock Company No. 1): Currently, with the land acquisition issues resolved, the consortium of contractors is focusing on accelerating construction progress in an effort to complete the project's technical opening to traffic by the end of 2025.

Recently, on December 2nd, 2025, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha signed a document sent to relevant units informing them of the opinion of the Chairman of the Provincial People's Committee regarding the handling of obstacles in compensation and land clearance for projects under the 2025 public investment plan in the province.

Specifically, for the Gia Nghia - Chon Thanh Expressway Project, the Provincial People's Committee assigned the Dong Tam Commune People's Committee to take the lead and coordinate with relevant agencies and units to determine the origin of the land and assets attached to the land to be acquired as a basis for compensation for 29 plots of land related to the planted forest area in Tan Phuoc hamlet, Dong Tam commune.

Regarding the Project to Upgrade and Expand Provincial Road 25B, the Provincial People's Committee assigned the Department of Agriculture and Environment to process the technical land plot documents for 29 land plots within the project area, so that the Long Thanh Commune People's Committee, the Long Thanh Branch of the Land Fund Development Center, and the project investor can implement compensation and land clearance work in accordance with regulations.
