There are still 142 projects that have not yet handed over all the land.
The Provincial Road 25C Construction Project (section from National Highway 51 to Provincial Road 19) Phase 1 is one of the province's key works and projects aimed at serving traffic connection for Long Thanh International Airport. The project started construction in December 2024.
However, after nearly 1 year of construction, the contractors' work has mainly stopped at the stage of casting concrete components at the casting yard. Meanwhile, the construction at the construction site has almost not started. The main reason is that the contractor has not been handed over enough land.
According to the report of the Provincial Construction Investment Project Management Board, the project investor: Currently, the project has only been handed over about 2 thousand square meters of land, equivalent to about 0.74% of the project's land area. Therefore, the contractor cannot start construction.
According to the report of the Department of Finance, as of November 25, 2025, there are still 142 public investment projects in the province that are facing compensation problems and have not yet handed over 100% of the land area for construction. Problems with the construction site of the projects are also one of the main reasons affecting the progress of disbursement of public investment capital.
Also according to the report of the Department of Finance, regarding the causes of difficulties in compensation and site clearance of projects: There are 41 projects that people do not agree with, 2 projects have problems related to land of Dong Nai Rubber Corporation Limited Company, 1 project related to national defense land. Meanwhile, for the remaining projects, the People's Committees at the commune level are in the process of carrying out procedures to determine land prices, approve compensation plans and handle other problems related to land origin...
On November 27, 2025, the Provincial People's Committee issued Decision No. 66/2025/QD-UBND on amending and supplementing a number of articles of Decision No. 48/2025/QD-UBND (dated October 23, 2025) of the Provincial People's Committee promulgating regulations on unit prices for compensation for crop damage when the State acquires land in Dong Nai province.
Resolve problems once and for all
In August 2025, facing the situation of a series of projects facing difficulties in site clearance affecting the progress of public investment disbursement, the Provincial People's Committee established two working groups to resolve difficulties and problems in compensation, support and resettlement of projects under the 2025 public investment plan in the province. To date, 37 projects have had their compensation and site clearance problems resolved.
For the remaining projects, the Provincial People's Committee has requested the relevant authorities to coordinate with localities to urgently and thoroughly handle them. Thereby, speeding up the construction progress of the projects as well as disbursing public investment capital.
At the end of November 2025, the Bien Hoa City Central Axis Road Project officially completed site clearance and handed over the entire site to the investor.
According to Mr. Tran Hoang Nam, Director of the Project Management Board (under Mekong Construction Investment Joint Stock Company No. 1): Currently, when the site clearance problem has been resolved, the joint venture contractor is focusing on speeding up the construction progress in an effort to complete the technical traffic opening of the project by the end of 2025.
Recently, on December 2, 2025, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha signed a document to send to relevant units to notify the opinion of the Provincial People's Committee Chairman on handling difficulties in compensation and site clearance for projects under the 2025 public investment plan in the province.
In particular, for the Gia Nghia - Chon Thanh Expressway Project, the Provincial People's Committee assigned the People's Committee of Dong Tam commune to preside over and coordinate with relevant agencies and units to determine the origin of land and assets attached to the recovered land as a basis for compensation for 29 plots of land related to the planted forest land in Tan Phuoc hamlet, Dong Tam commune.
With the Project to Upgrade and Expand Provincial Road 25B, the Provincial People's Committee assigned the Department of Agriculture and Environment to process technical documents of 29 land plots under the project so that the People's Committee of Long Thanh Commune, the Long Thanh Branch of the Land Fund Development Center, and the project investor can carry out compensation and site clearance work in accordance with regulations.
