Many activities promote a reading culture.

Students participate in a book and newspaper exhibition at the Provincial Library.

At the book and newspaper exhibition organized by the Provincial Library, students and residents had the opportunity to admire thousands of valuable and interesting books and newspapers. The books and newspapers were beautifully and attractively displayed by library staff, making them easily accessible. Trinh Hoang Linh, a student from Dien Bien Secondary School (Thanh Hoa City), said: “Coming to the book and newspaper exhibition, I was immersed in a space filled with fascinating and interesting books and stories. Not only that, I also got to read my favorite books and stories and discuss their content with my friends.” Mr. Nguyen Van Nam (Thanh Hoa City) said that he always participates whenever he hears about the Provincial Library's book and newspaper exhibition. Mr. Nam shared: “Participating in the Provincial Library's book and newspaper exhibition gives me the chance to access many good and valuable books. Therefore, I always make time to participate in the Provincial Library's book promotion activities.”

According to Deputy Director of the Provincial Library Nguyen Thi Thanh Nhan: "Every year, on the occasion of Tet, holidays, and events of the province and the country, the Provincial Library often organizes book and newspaper exhibitions to introduce them to readers. For example, in 2024, the Provincial Library organized 16 exhibitions of books, newspapers, documents, and thematic images, attracting 6,752 readers. At the same time, we organized activities such as inviting speakers to talk about books, organizing storytelling competitions based on books, and drawing competitions... These events have contributed to introducing good books and newspapers to readers, creating a connection between people and books and libraries, and encouraging people's passion for reading."

In addition to implementing activities at the library, the Provincial Library has regularly coordinated with schools and localities to organize reading festivals and provide mobile library services. In 2024, the Provincial Library organized mobile library services to 53 schools throughout the province. At these locations, the Provincial Library promoted the role of books, disseminated the Party's guidelines and policies, and the State's laws and regulations; popularized new technologies and techniques; and educated people on ethics and healthy lifestyles. With various activities such as exhibitions, reader services, mobile library services, and reading festivals, a new space and environment has been created for local people to access many good and beautiful books, fostering a passion for reading and improving reading skills.

To achieve these results, the Provincial Library has consistently innovated its activities at the library and its branches; strengthened connections with authors, publishers, and bookstores to organize programs introducing good, valuable, and new books. At the same time, it regularly allocates funds to acquire new books; mobilizes all resources to support the library with books and newspapers, and improves the quantity and quality of books, newspapers, and magazines available at the library.

To promote a reading culture within the community, the Provincial Library has focused on circulating books and newspapers to book collections, libraries, and reading rooms at facilities throughout the province. The unit continuously selects and supplements its collection, building a circulating book bank. Annually, in addition to books purchased with budget allocations and national target programs, the Provincial Library also receives donated books from individuals, organizations inside and outside the province, and publishers. On average, the library circulates approximately 3,500-4,000 books annually to district and commune libraries, family libraries, and prisons. To ensure a rich and vibrant book circulation for local libraries, before implementing book circulation, Provincial Library staff proactively survey the reading needs of readers at the local level. Based on this, they select and supplement the circulating collection to suit the needs of each facility. The rotation of books to local libraries has contributed to building a sustainable library system with diverse and abundant resources, regularly updated, and attracting the attention of readers.

Along with rotating books, library staff also guide local libraries on how to build and arrange bookshelves and book collections in a scientific and attractive way for readers; and guide them on how to organize reading activities and introduce books to the public.

Implementing the project "Developing a reading culture in the community in the period 2021-2025, with a vision to 2030" in Thanh Hoa province, the Provincial Library has identified readers as the central focus. Therefore, the Provincial Library has intensified its efforts to promote the importance and significance of books and reading for individuals and the community. The methods of dissemination have been diverse and varied, including book reading festivals, book and newspaper exhibitions; and through promotional articles on social media platforms, billboards, posters, etc. In addition, the Provincial Library has actively promoted and encouraged the public, especially students, to participate in the "Reading Culture Ambassador" competition; and encouraged schools to build "Green Libraries" and "Smart Libraries" models.

With its rich and diverse activities, the Provincial Library has been fostering a passion for reading among the people, building reading habits, and gradually forming a reading culture in the community.
