Looking back to improve

On the afternoon of June 12th, the Central Organizing Committee, in coordination with the Ho Chi Minh National Academy of Politics, organized a scientific seminar on the theme "The practical operation of the overall organizational model of the political system and the three-tiered government model - issues raised".

• Many positive results have been achieved after one year of implementing the two-tiered local government model.
• Removing obstacles for local authorities in the operation of the two-tiered local government system.

The workshop was held in both in-person and online formats. Comrade Hoang Trung Dung, Member of the Central Committee of the Party, and Deputy Head of the Standing Committee of the Central Organization Department, chaired the meeting.

At the Ca Mau venue, Comrade Ho Thanh Thuy, Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of Ca Mau province, presided over the meeting.

After a year of operation, the overall organizational model of the political system and the three-tiered government model have initially proven effective. The organizational structure continues to be streamlined, reducing intermediate layers and increasing interconnectedness in handling work; the delineation of functions and responsibilities between different levels of government is becoming clearer, contributing to improved effectiveness and efficiency in state management and better service to citizens and businesses.

Comrade Ho Thanh Thuy, Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of Ca Mau province, presided over the meeting at the Ca Mau provincial venue.

Besides the achievements, delegates also pointed out difficulties and obstacles arising during the operation of the new model. At the workshop, local leaders, scientists , and experts focused on discussing the reorganization of the administrative apparatus, decentralization, delegation of power, and delineation of authority; evaluating the quality and effectiveness of the three-tiered government model; and proposing solutions to further improve the model in the future.

Comrade Le Thi Nhung, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairwoman of the Provincial People's Council, along with leaders of various departments and agencies, participated in the workshop.

Private healthcare providers join hands in caring for the people's health.In recent years, alongside the public healthcare system, the private healthcare network in Ca Mau has continuously developed, contributing to improving the quality of healthcare and meeting the increasing demand for medical examination and treatment from the people.

In Ca Mau, the reorganization of the advisory and support agencies of the Provincial Party Committee has been implemented synchronously, contributing to improving the effectiveness of the political system. Currently, the advisory and support agencies of the Provincial Party Committee have been allocated 229 personnel, of which 184 are working officials and civil servants, reaching over 80% of the allocated staff. The organization of specialized departments basically meets the requirements for performing tasks in the fields of Party building and building the political system.

Comrade Phan Thanh Duy, Member of the Standing Committee of the Provincial Party Committee and Head of the Provincial Party Committee's Organization Department, along with other delegates, attended the workshop.

Along with improving the organizational structure, the Ca Mau Provincial Party Committee has always focused on building a team of cadres and civil servants in advisory and support agencies who possess strong political acumen, good moral character, high professional qualifications, and meet the requirements of the tasks in the new situation. Regarding the structure of the workforce, cadres and civil servants are relatively well-distributed in terms of age, gender, and ethnic composition. The age group from 36 to 50 accounts for over 82% of the total number of cadres and civil servants, forming the core force with extensive practical experience and professional capacity; there are 7 members from ethnic minorities, contributing to ensuring representation and promoting national unity within the political system.

In his closing remarks at the workshop, Deputy Head of the Standing Committee of the Central Organization Department Hoang Trung Dung requested that units and localities continue to review and improve institutions, ensuring synchronization between the Party's policies and the State's legal system; promptly address bottlenecks, difficulties, and obstacles arising during the implementation process. He also urged the acceleration of decentralization and delegation of power, coupled with resource allocation, enhanced accountability, and strengthened inspection and supervision.

It is necessary to focus on building a team of officials at all levels, especially at the grassroots level, to meet the requirements of the new organizational model and the demands of national development during the digital transformation period. Accelerate the comprehensive digital transformation process within the political system; build a modern, transparent, and efficient administration that prioritizes citizens and businesses. Simultaneously, ensure adequate resources, budget, facilities, and technical infrastructure to support the effective long-term operation of the model.
