Giving someone a fishing rod to rebuild their livelihood.
These days, in the villages of Tan Lap, Doi 5, Khuoi Khai, and Khuoi Vai in Linh Ho commune, the atmosphere of labor and production has gradually become bustling again. After the heavy damage caused by typhoons No. 3, No. 10, No. 11 and their aftermath, many families are gradually restoring their lives thanks to practical support from the "Emergency Relief Project for Households Damaged by Typhoons No. 3, No. 10, No. 11 and Their Aftermath in 2025".
The project, funded by a non-refundable grant from the International Red Cross and Red Crescent Movement, is being implemented by the Provincial Red Cross in Tuyen Quang with the aim of supporting people in overcoming the consequences of natural disasters, restoring livelihoods, and enhancing resilience to future risks.
The family of Ms. Le Thi Cuoc, from Doi 5 village, Linh Ho commune, is one of the households benefiting from the project. The floods at the end of 2025 caused significant difficulties for her family, severely impacting their income. She said: “The support we received has helped my family cover living expenses, purchase essential items, and stabilize production.”
Not only Ms. Cuoc's family, but hundreds of other households in Linh Ho commune also received encouragement from the timely support of the Red Cross. Here, 157 households in 4 villages received support with a total budget of over 490 million VND. Of these, 12 households received livelihood restoration support at a rate of 5 million VND per household. In addition, 145 households received unconditional cash assistance based on the number of family members to meet urgent needs after the natural disaster.
For many households, this is not simply financial assistance, but also a form of sharing and encouragement, giving them more confidence to overcome difficulties. Mr. La Tri Tue, from Na Sai village, Minh Ngoc commune, is one of the households that received support for livelihood recovery. With the 5 million VND he received, he invested in buying breeding pigs to develop livestock farming. He said: "The support came at the right time when my family was lacking capital for production after the natural disaster, helping me to rebuild my family's economy by raising buffalo and cattle."

Humanitarian aid becomes a driving force for recovery.
To maximize the project's effectiveness, the Provincial Red Cross Society fully implemented the necessary steps of surveying and assessing the damage and needs of the people at the grassroots level. Based on the survey results, the Society developed an implementation plan, selecting beneficiaries according to clear criteria, ensuring that resources reached the households most severely affected.
Comrade Nguyen Hoang Long, Chairman of the Provincial Red Cross Society, said: "Throughout the implementation process, the Society has organized many training courses for officials and people; distributed conditional cash assistance to restore livelihoods; and integrated communication activities on clean water, environmental sanitation, personal hygiene, gender equality, child protection, and accountability to the community. The highlight of the project is that it not only focuses on emergency relief but also aims for sustainable recovery and development. Through livelihood support activities, people are given the 'fishing rod' instead of just receiving immediate support. This is a solution that helps households proactively restore production, gradually increase income, and stabilize their lives in the long term."
In addition, the project also organizes activities to provide psychological support to the community after natural disasters, and to enhance people's knowledge and skills in responding to natural disasters and calamities. These activities contribute to strengthening the community's resilience to extreme weather events, which are becoming increasingly complex due to climate change.
Comrade Ly Quoc Hung, Vice Chairman of the Linh Ho Commune People's Committee, said: "Thanks to the support from the project, the actual needs of the people after the storms and floods have been met. The implementation process was carried out publicly, with the Commune People's Committee coordinating with the Commune Red Cross to review and ensure transparency, guaranteeing that the support reached the right beneficiaries and households, creating consensus and trust among the people."
The project was implemented in 14 villages across three communes: Linh Ho, Minh Ngoc, and Thuan Hoa, benefiting nearly 600 households with a total support budget of nearly 2.3 billion VND. The selected households were all families affected by major storms in 2025, whose homes were damaged, who lost their food reserves, or whose livelihoods were severely impacted.
With the motto "Leaving no one behind," the Tuyen Quang Provincial Red Cross Society continues to play its role as a core force in humanitarian activities, contributing to helping people overcome difficulties and build safer, more resilient communities in the face of natural disasters and future challenges.
