Regarding this matter, the newspaper Tin Tuc va Dan Toc would like to respond as follows:

Personnel selection: According to Clause 4, Article 7 of Circular No. 21/2025/TT-BNV, the competent authority establishing the election management organization shall select individuals with good political and moral qualities, who are trusted by the public, knowledgeable about the law, experienced in information technology and digital transformation, and with prior experience in election work (if any) to participate in the election management organizations.

Cases where individuals are not allowed to participate in election-related organizations: According to Article 27 of the Election Law, candidates for National Assembly representatives and People's Council representatives are not allowed to be members of the Election Committee or Polling Station Committee in the electoral district in which they are running.

If a candidate is already a member of the Election Committee or Polling Station Committee in the constituency where they are running, they must withdraw from the list of members of that Election Committee or Polling Station Committee no later than the date of the official announcement of the list of candidates.

If a candidate does not submit a withdrawal request, the agency that established the Election Committee or Polling Station Committee shall issue a decision to remove the candidate's name from the list of members of the election organizing body and add another member to replace them.

Changes and additions to the election task force: According to Clause 5, Article 7 of Circular No. 21/2025/TT-BNV, in cases where a member of the election task force is absent due to reasons such as death, disciplinary action, criminal prosecution, or other reasons, or due to a high-risk epidemic requiring centralized quarantine or lockdown, the People's Committee at the provincial and commune levels, after consultation with the Standing Committee of the People's Council and the Standing Committee of the Vietnam Fatherland Front at the same level, shall decide to change or add members to the election task force at their respective levels before election day, ensuring both the required number as stipulated by the Election Law and the effective conduct of the election.

For special zones with a permanent population of less than 1,000 people and without a local government organization, the People's Committee of the special zone, after consultation with the Standing Committee of the Vietnam Fatherland Front at the same level, shall decide to change or supplement the members of the Election Committee before election day.
