Whether it's city affairs or village affairs, even valuable land will be donated.
For many terms, the leaders of Dong Xoai city have consistently recognized and assessed that improving infrastructure and transportation connectivity is the lifeblood of the economy and a key priority. However, the challenge for many generations of leaders is that resources are limited while the need for construction is great. Recognizing the need to further strengthen public relations work to help people understand and trust the government in building a green, clean, and beautiful city, in 2021, the City Party Committee and People's Committee of Dong Xoai city launched the movement "For city and village affairs, even valuable land is donated" to implement transportation projects. The movement has truly transformed the city's landscape and significantly improved the lives of its people.
“Given the limited city budget, implementing the ‘People's Affairs, Village Affairs, Donating Valuable Land’ campaign is extremely important. Firstly, it saves budget expenditures on compensation and land clearance. Secondly, it mobilizes social resources for investment and development,” shared Mr. Ngo Hong Khang, Vice Chairman of the People's Committee of Dong Xoai City.

After four years of participating in this movement, households in Dong Xoai city have donated more than 115 hectares of land for the construction of transportation routes, equivalent to approximately 926 billion VND. Some households have even donated 7,000 square meters of land within the city, worth 20 billion VND. As a result, 199 kilometers of various types of roads have been cleared, and many roads have been opened to traffic.
In response to this movement, the most exemplary case is the family of Mr. Nguyen Huu Day in Thanh Binh neighborhood, Tan Binh ward, Dong Xoai city. In 2022, Mr. Day's family donated 7,000 square meters of land and voluntarily demolished and relocated two single-story houses, with a total value of approximately 20 billion VND, to hand over to the city for the construction of Phan Boi Chau road. Mr. Day is also the only individual from Binh Phuoc province and one of 68 individuals nationwide to be honored by the Party and State as an exemplary model in studying and following the ideology, ethics, and style of Ho Chi Minh in 2023, and was awarded a certificate of merit by the Prime Minister for his significant contributions to the construction of welfare projects in the province.

The family of Mr. Tran Quoc Viet in Tan Tra 2 neighborhood, Tan Binh ward, also agreed to donate nearly 4,900 square meters of land to open the southern ring road of Dong Xoai city. This is a very important road, connecting National Highway 14 with Provincial Road 741, aiming to reduce traffic congestion in and out of the city center. Speaking about his actions, Mr. Viet said: “When the road is opened, my family also benefits economically, and there is a road for the people to use. In general, both the government and the people benefit. Therefore, my family has agreed.”
The family of Mr. Phung Van He in Ward 5, Tien Thanh Commune, voluntarily donated 3,000 square meters of rubber plantation land, currently producing latex, for the State to build a road. After donating the land, he hired people to cut down the trees and handed over the site so that the city could quickly proceed with the road project. Not only did they "lose" the land, but each year his family also "loses" nearly 20 million VND in revenue from tapping rubber on the donated land. Mr. He shared that for the common good of the people and hoping for the project to be completed soon so that people can have a well-maintained road for convenient travel, his family was willing to donate the land.
"Sweet fruits" from the Party's will and the people's aspirations.
When the will of the Party and the aspirations of the people align, not only the movement to pave rural roads with asphalt but also key provincial projects have received consensus.
Phu Rieng, one of the last districts established in Binh Phuoc province, has a huge need for infrastructure development, especially road networks, to support its economic growth. The district has undertaken 16 key transportation projects, both to connect regions and to break the isolation of some existing roads, linking villages and communes. Implementing this policy solely through the budget would be difficult. Therefore, for many years, Phu Rieng district has prioritized the people's participation. Effective propaganda and mobilization efforts have been implemented by all levels of government and localities to ensure people understand and agree to donate land. This has mobilized public support and facilitated land clearance for 13 road construction projects, involving a total of 1,778 households donating land and recovering 85.2 hectares. These roads, reflecting the Party's will and the people's aspirations, have transformed the face of rural Phu Rieng, bringing joy to the local population.

With the determination to achieve the new rural development goal by 2025, Phu Rieng district has focused on investing in key projects since 2020. The objective is to plan and invest in the construction of infrastructure in the centers of communes within the district's scope and actual conditions. To date, Phu Rieng district has invested in the construction of 10 concrete bridges and over 341km of various types of roads, with a total cost of 1,620.966 billion VND. 2,476 households have donated land for site clearance for the construction of 17 transportation projects, involving 2,817 plots and 179.35 hectares of land. Many roads have been upgraded, expanded, and newly constructed, such as Bu Nho - Phuoc Tan, Binh Son - Long Hung, and Phu Trung - Phuoc Tan…
Transportation is a driving force for development.
In implementing the Resolution of the 13th National Party Congress and the Resolution of the 11th Provincial Party Congress, and Resolution No. 24-NQ/TW of the Politburo on regional development, Binh Phuoc province has identified investment in transportation as a driving force for socio-economic development and for attracting investment. Therefore, since the beginning of this term, the Provincial Party Committee has developed many resolutions prioritizing resources for this sector. As a result, the province's transportation infrastructure has developed remarkably, becoming a synchronized and modern network.
In 1997, Binh Phuoc province had only about 103 roads with a total length of over 1,200km, of which 84% were gravel and dirt roads. Today, the province has 2,855 roads with a total length of over 9,110km. Among these, the main arterial routes are highlighted by 3 national highways passing through the province with a total length of 228.9km. In addition, the provincial road system has also been developed comprehensively, comprising 15 routes with a total length of 544.18km; district roads and main routes to communes and towns are 100% asphalted...

A new spring is arriving, bringing with it faith and aspirations for the projects that have been and are being built. Some roads stretch as far as the eye can see, while others are only a few hundred meters long, but all will endure through the years because these are projects that "follow the will of the people, and originate from the will of the people"... The collective efforts and unity of the Party Committee, government, and people in the province have been creating springtime right from these roads.
