The 2023 Identity Card Law will officially come into effect on July 1, 2024, and replace the 2014 Citizen Identity Card Law.
1. At what age can I get a new National Identity Card?
According to Article 21 of the 2023 Identity Card Law, the age for issuing new identity cards is stipulated as follows:
- Vietnamese citizens who have been issued an identity card must go through the procedure to renew their identity card when they reach the ages of 14, 25, 40, and 60.
- Identity cards that have been issued, renewed, or reissued within 2 years prior to the age for renewing the identity card as stipulated above are valid until the next age for renewing the identity card.
2. How many cases are there for issuing new Citizen Identity Cards?
Specifically, Clause 1, Article 24 of the 2023 Identity Card Law stipulates the cases for issuing or replacing identity cards, including:
(1) Cases stipulated in Clause 1, Article 21 of the 2023 Identity Card Law;

(2) Changes and corrections to information about surname, middle name, given name; date, month, and year of birth;
(3) Change of identity; addition of information on facial photos, fingerprints; re-determination of gender or gender reassignment in accordance with the law;
(4) There are errors in the information printed on the identity card;
(5) At the request of the person issued the identity card when the information on the identity card changes due to the rearrangement of administrative units;
(6) Re-establish the personal identification number;
(7) When the person issued the identity card requests it.
Therefore, from July 1st, 2024, there will be 7 cases of issuing new Citizen Identity Cards.
3. What are the procedures for issuing new Citizen Identity Cards from July 1, 2024?
The procedures for issuing and replacing identity cards are carried out according to the provisions of Article 23 of the 2023 Identity Card Law, specifically:
(1) The sequence and procedures for issuing identity cards to people aged 14 and above are carried out as follows:
- The receiving officer shall verify and cross-check the information of the person applying for the identity card against the National Population Database, national databases, and specialized databases to accurately identify the person applying for the identity card; if the information of the person applying for the identity card is not yet available in the National Population Database, the officer must follow the procedures for updating and adjusting the information in the National Population Database as prescribed in Clauses 1, 2, and 3 of Article 10 of the 2023 Identity Card Law;
- The receiving officer collects personal identification information and biometric data, including facial images, fingerprints, and iris scans, of the person applying for the identity card;
- Individuals needing an identity card should check and sign the identity card information collection form.
- The person receiving the card will issue an appointment slip for collecting the identity card.
- Identity cards will be delivered to the location specified in the appointment slip; if the person requesting the identity card requests delivery to a different location, the identity card management agency will deliver the card to the requested location, and the person will be responsible for paying the delivery service fee.
(2) Persons under 14 years of age or their legal representatives are requested to apply to the identity card management agency for an identity card.
The procedure for issuing identity cards to individuals under 14 years of age is as follows:
- Legal representatives can apply for identity cards for individuals under 6 years of age through the public service portal or the national identification application.
In cases where a person under 6 years old has not been registered at birth, their legal representative shall carry out the procedure for issuing an identity card through procedures linked to birth registration on the public service portal, the national identification application, or directly at the identity card management agency.
The identity card management agency does not collect personal identification information or biometric information from individuals under the age of 6.
- Individuals aged 6 to under 14 years old, accompanied by their legal representative, must go to the identity card management agency to have their personal information and biometric information collected as stipulated in point b, clause 1, Article 23 of the 2023 Identity Card Law.
The legal representative of a person aged 6 to under 14 years old will carry out the procedure for issuing an identity card on behalf of that person.
(3) In the case of a person with no civil capacity or a person with difficulties in understanding and controlling their behavior, a legal representative must assist in carrying out the procedures stipulated in (1).
In cases where a new identity card is issued due to gender reassignment, gender transition, or changes/corrections to information that has not yet been updated in the National Population Database, the applicant must present legally valid documents proving the changes to the information in order to update and correct the information in the National Population Database.
The identity card management agency collects back the citizen identity card and the used identity card in cases of identity card replacement.

4. What is the processing time for a new National Identity Card?
Specifically, within 7 working days from the date of receiving all the required documents as stipulated in the 2023 Identity Card Law, the identity card management agency must issue a replacement identity card.

5. Where can I apply for a new or replacement Citizen Identification Card?
Locations for processing new ID card applications from July 1st, 2024 include:
- The identity card management agency of the district, town, or city police department within a province, or the identity card management agency of the provincial or centrally-administered city police department where the citizen resides.
- The identity card management agency of the Ministry of Public Security handles cases decided by the head of the identity card management agency of the Ministry of Public Security.
- If necessary, the aforementioned identity card management agency will organize the procedures for issuing identity cards at the commune, ward, town, agency, unit, or at the citizen's place of residence.

6. Who has the authority to issue new National Identity Cards?
The head of the identity card management agency of the Ministry of Public Security has the authority to issue and replace identity cards.

7. Is there a fee for getting a new ID card?
Citizens are required to pay a fee when renewing their identity card, except in the following cases:
- Issuing replacement identity cards in accordance with points a and d, clause 1, Article 24 of the 2023 Identity Card Law, specifically:
+ Cases where replacement is issued based on age requirements.
+ At the request of the cardholder when the information on the card changes due to administrative unit reorganization;
- There are errors in the information printed on the identity card due to a mistake by the identity card issuing authority.
Therefore, there will be a fee for replacing a new National Identity Card, except for the two cases mentioned above.

8. Do old Citizen Identity Cards need to be replaced with the new ones?
Specifically, citizen identity cards issued before July 1, 2024, remain valid until the expiration date printed on the card, except as stipulated in Clause 3, Article 46 of the 2023 Citizen Identity Card Law, specifically:
Citizen ID cards and national identity cards that expired between January 15, 2024 and before June 30, 2024 will continue to be valid until June 30, 2024.
Alternatively, citizens can have their old identity cards replaced with new ones if needed.
