Why do you need to change to a new ID card?
On June 12, the National Assembly issued Resolution 202/2025/QH15 on the arrangement of provincial-level administrative units. After the merger, the country will have 34 provinces and cities with many changes in administrative boundaries towards expanding development space; many mountainous provinces have seas and many coastal provinces have more mountains...
Along with that, from July 1, the whole country will switch to a two-level local government model (only provinces/cities and communes remain, eliminating district and county levels). This marks an important turning point in reforming the administrative apparatus, towards streamlining, effectiveness and efficiency of state management.
Changes in administrative units will lead to changes in hometown information as well as permanent address printed on people's CCCD cards.
According to the Department of Administrative Police for Social Order, Ministry of Public Security , from August 12, people can request to renew their ID cards through the VNeID application so that the information on the card matches their hometown and new address after the administrative units have been arranged.
Follow these steps to register to change your ID card to a new address via the VNeID app.
- First, activate the VNeID application on your smartphone and log in to your account.
- From the main interface of the application, select "Administrative procedures", then select "Issuance and exchange of ID cards" from the list that appears.

- Click the “Create new request” button on the next interface, then select “Myself” if you want to request a new ID card for yourself, or “Declare on behalf of” if you want to request an ID card for someone else.

- Next step, VNeID will display your personal information (or that of the person you need to declare on your behalf) for verification. If the information is correct, click the “Check information” button to continue.

- Here, you choose “Reason for issuing new ID card” as “Due to arrangement/adjustment of administrative units”. In addition, if you are using an old CCCD card, you can choose the reason “Issuing ID card to switch from chip-embedded CCCD” to switch to the new ID card model. At this time, the information on the card will also be changed.
Continue to declare the information in the section below to suit yourself, then click the "Continue" button.

- Finally, VNeID will let the user check the declared information, the application form will be sent to the police agency to request a replacement ID card. If the information is correct, check the option "I hereby certify that the above information is true", then press the "Submit application" button.

The processing time for the application will be 7 days from the date the user submits a complete and valid application.
