Serving the people wholeheartedly
Ms. Dinh Thi Kim Duyen (born in 1987), currently working at the Chau Thanh Commune Public Administrative Service Center ( Tay Ninh province), is one of the shining examples in concretizing President Ho Chi Minh's teachings into administrative procedure reform.
Ms. Duyen shared: “Since the merger, I have been assigned the task of receiving, guiding, and resolving administrative procedures for citizens; monitoring and updating records on the one-stop service system; performing accounting tasks: revenue and expenditure, documentation, settlement, and managing funds according to regulations; preparing reports and other tasks assigned by the leadership.”
Despite the immense work pressure, the people have never seen this female specialist irritable or annoyed. She chooses to be close to the people through dedication and a gentle smile every day. For her, learning from and following President Ho Chi Minh's example is not something too far-fetched; it should begin with a style of "being close to the people and respecting the people." She strives to create favorable conditions and guide organizations and individuals in carrying out administrative procedures fully, clearly, and accurately.
Ms. Vo Thi Ngoc Diep (residing in Binh Phong hamlet, Chau Thanh commune) said: “I came to the Chau Thanh Commune Public Administrative Service Center to submit documents for signature authentication. During the administrative procedure, Ms. Duyen provided attentive guidance and had a cheerful attitude, which made it easy for me to understand and complete the procedure quickly.”
During her work, Ms. Duyen proactively studied new regulations, organized her work scientifically , increased the application of information technology, collaborated well with colleagues, and sought guidance from superiors and professional staff to handle tasks promptly and in accordance with regulations.
In particular, amidst the wave of digital transformation, she patiently acted as a "guide," helping people become familiar with online application submission and cashless payments – things that were still quite new to rural residents.
“In studying and following Ho Chi Minh's ideology, ethics, and style, what I appreciate most is his sense of responsibility, dedication to serving the people, and his approachable and respectful working style. I always remind myself to maintain a courteous and attentive attitude when interacting with the people; to be proactive and responsible in resolving issues; and to continuously learn and improve my professional skills to successfully complete the assigned tasks,” Ms. Duyen further shared.
Not only is she well-liked by the people, but Ms. Dinh Thi Kim Duyen's sense of responsibility, initiative, and creativity are also recognized and highly appreciated by the unit's leadership, making her a typical figure in the emulation movement at the grassroots level. Ms. Luong Thi Ngoc Nhung, Deputy Director in charge of the Chau Thanh Commune Public Administrative Service Center, said: “Ms. Dinh Thi Kim Duyen has demonstrated strong professional competence, is close to the people, and actively guides them in resolving administrative procedures. Recently, she was awarded a Certificate of Commendation by the Chau Thanh Commune People's Committee for outstanding achievements in studying and following the ideology, ethics, and style of Ho Chi Minh in 2026.”
Learn from Uncle Ho with a pioneering spirit.
Today's young generation in Tay Ninh is striving to continue writing beautiful stories about learning from President Ho Chi Minh through a spirit of initiative and volunteerism. Representing this youthful energy is Nguyen Thuy Vy (born in 2004) - Deputy Secretary of the Ninh An neighborhood Youth Union branch, and a member of the Vietnam Youth Union Committee of Binh Minh ward.
Vy's involvement in youth union activities began during her school years. Back then, the blue volunteer uniforms and the enthusiasm of the older volunteers captivated the young woman. After graduating from high school, Vy decided to dedicate herself to youth union work in her local area.
From her initial hesitant beginnings, Vy's involvement in the Youth Union has become an integral part of her youth, helping her to grow and become more confident. Nguyen Thuy Vy stated: “At the Binh Minh Ward Youth Union, I and my colleagues in the Executive Committee constantly strive to ensure that each Youth Union activity is closely linked to the practical needs of the people. Over the past period, the Ward Youth Union has implemented many practical initiatives such as: the 'Green Sunday' environmental cleanup, launching the 'Civilized Street' initiative, donating gifts to disadvantaged children, supporting people in digital transformation, and assisting with administrative procedures at the Public Service Center. Seeing cleaner streets, the smiles of children, and the satisfaction of the people, I understand that the greatest value of the Youth Union movement lies in spreading the spirit of sharing and compassion.”
Vy's involvement in the Youth Union has instilled in her self-confidence, problem-solving skills, and especially empathy and understanding, prioritizing the collective good over personal gain. As a young Party member, Vy believes that learning from President Ho Chi Minh isn't about grand gestures, but about starting with the smallest things. She learns from him discipline, dedication to work, and a simple, sincere lifestyle. According to Vy, the most practical way to learn from President Ho Chi Minh is "to match words with actions." Instead of theory, young people should simply do their professional work well and always be available when the community needs them.
With a sense of responsibility and enthusiasm, Nguyen Thuy Vy participated in mobilizing people to jointly implement the model flag-lined road in Ninh Tho neighborhood; participated in planting and caring for flower-lined roads and youth-managed roads that are "bright, green, clean and beautiful"; and actively propagated to students about crime prevention, avoiding drug abuse, and complying with traffic safety regulations.
With a keen sense of modern trends, Vy is also an active participant in assisting citizens to activate their VNeID electronic identity and complete administrative procedures through the online public service portal.
Deputy Secretary of the Binh Minh Ward Youth Union, Dao Le Ngoc Tuyen, assessed that Comrade Nguyen Thuy Vy is a dynamic, enthusiastic, and exemplary Youth Union official in local Youth Union activities. Over the past period, Vy has actively participated in Youth Union activities such as organizing volunteer movements, social welfare, environmental protection, digital transformation activities, and social welfare work in the area.
What the Standing Committee of the Binh Minh Ward Youth Union recognized in Vy was not only her full participation in activities but also her diligent spirit, willingness to take on tasks, and her ability to think of new solutions in Youth Union work.
"Actions speak louder than words," and the efforts of the Deputy Secretary of the Ninh An neighborhood Youth Union have been proven by proud achievements such as: 2 Certificates of Commendation from the Chairman of the Provincial People's Committee for students overcoming difficulties, achieving excellent results in studies and training, actively participating in Youth Union and Student Association activities and student movements in 2024 and 2025; a Certificate of Commendation from the Executive Committee of the Tay Ninh Provincial Youth Union for outstanding achievements and being a model member in Youth Association work and youth movements in 2024, along with many other awards.
