Female police lieutenant colonel follows Uncle Ho's teachings.

On the afternoon of June 4, 2024, in Hanoi, the Ministry of Public Security held a ceremony to commend and award the "Outstanding Female Police Officer" and honor "Excellent Female Grassroots Police Officers" of 2023. Lao Cai province was honored to have Lieutenant Colonel Ngo Minh Loan, Deputy Head of the Coc Leu Ward Police Station (Lao Cai City), as one of 63 female police officers nationwide recognized as "Outstanding Female Grassroots Police Officers" in 2023.

Lieutenant Colonel Ngo Minh Loan, Deputy Head of Coc Leu Ward Police Station, is one of 63 female police officers nationwide who were honored as "Outstanding Female Grassroots Police Officers" in 2023.

To date, Lieutenant Colonel Ngo Minh Loan has 20 years of service in the police force, holding positions such as: officer in the Public Order Police Team, Mobile Police Team, and Economic and Official Crime Investigation Police Team; and from 2020 to the present, he has been the Deputy Head of Coc Leu Ward Police Station (Lao Cai City Police).

As the Deputy Head of the Coc Leu Ward Police Station, Lieutenant Colonel Ngo Minh Loan has made many contributions to organizing emulation movements and campaigns effectively, focusing on grassroots initiatives; and developing numerous models and initiatives to support professional work.

Among the models that Lieutenant Colonel Ngo Minh Loan has dedicated himself to building, the most prominent is the model of the Coc Leu Ward Police force, which "skillfully organizes and implements measures to improve the quality and efficiency of administrative reform in serving the people and meeting the operational requirements of the sector, building the image of a dedicated and creative police officer in Coc Leu Ward, beloved by the people."

Over the past two years, Lieutenant Colonel Ngo Minh Loan has proactively advised on and successfully developed two new models in the ward: "Online Public Services" and the "4-in-1" model under Government Decree 06, "Notification of residence via VNeID application, through ASM software, cashless payment, and medical examination and treatment using electronic chip-embedded citizen identity cards to replace health insurance cards at Lao Cai City General Hospital".

With dedicated efforts in her work, from 2014 to 2023, Lieutenant Colonel Ngo Minh Loan achieved the title of "Outstanding Party Member" for six consecutive years; she was also consistently rated as an "Outstanding Cadre" and was recognized as an "Advanced Soldier" and "Outstanding Soldier" at the grassroots level for many years; and received numerous commendations from the Ministry of Public Security and the province. In 2023, Lieutenant Colonel Ngo Minh Loan was recognized as an "Outstanding Soldier" of the entire People's Public Security Force and was promoted to officer rank one year ahead of schedule.

Enthusiastic Chief of Staff

In his capacity as Chief of the Office of the People's Council and People's Committee of Muong Khuong District, Comrade Giang Trung Dung has been recognized as an exemplary official with many outstanding achievements in various aspects of his work over the years.

Comrade Giang Trung Dung's responsibilities include directly overseeing organizational structure and personnel; administrative reform, anti-corruption efforts, and the practice of thrift and waste prevention within the Office of the District People's Council and People's Committee; and managing the department responsible for receiving applications and delivering results for administrative procedures through the integrated one-stop mechanism. Comrade Dung is also responsible for the daily issuance and reception of documents, materials, and information; developing weekly, monthly, quarterly, and annual work programs for the Standing Committee of the District People's Council and People's Committee, and monitoring and supervising their implementation; and advising and assisting the People's Council and People's Committee, specifically the Chairman and Vice-Chairmen, in handling daily tasks.

The achievements of the Office of the People's Council and People's Committee of Muong Khuong District, including those of its head, Comrade Giang Trung Dung, are clearly demonstrated in advising superiors on the successful implementation of economic and social development goals, targets, and tasks in Muong Khuong District. Regarding emulation and commendation, Comrade Giang Trung Dung stated that he recognizes this as a particularly important task, a driving force for every official, employee, and citizen to strive for excellence, thus paying special attention to this work. The emulation activities are also strictly implemented at the Office of the People's Council and People's Committee of Muong Khuong District, launching emulation movements among officials, civil servants, and employees. Based on this, each official, civil servant, and employee registers criteria, content, and titles for emulation during the year.

Specific emulation movements launched by the People's Committee and the Office of the People's Council and People's Committee of Muong Khuong district in the past include "Excellent in national affairs, responsible in household affairs", "Green - clean - beautiful, ensuring occupational safety and hygiene"... especially the emulation movement "Studying and following the moral example of Ho Chi Minh".

With his achievements, from 2014 to the present, Comrade Giang Trung Dung has consistently performed his duties excellently for many years, receiving valuable emulation awards.

He had many concerns about Ta Phin.

I met Comrade Do Minh Tri, Secretary of the Party Committee of Ta Phin commune (Sa Pa town), when the head of the commune's Party committee and People's Council had just returned from a visit to a highland village to campaign against outdated customs in funeral and wedding ceremonies.

Prior to assuming the position of Secretary of the Party Committee of Ta Phin Commune in 2020, Comrade Do Minh Tri worked at the People's Committee Office of the town and then the Town Party Committee Office. Upon taking on a new role in a commune with many unique characteristics, the Secretary of the Party Committee focused on developing his personal work program annually and for the entire term. This included striving to effectively promote the leadership and unifying role of the Party Committee, People's Council, People's Committee, Fatherland Front Committee, and other commune organizations, building a strong Party Committee and government at the commune level.

Despite many positive changes, the lives of some people in Ta Phin commune still face many difficulties. Recognizing this, Comrade Do Minh Tri and the commune's Party Committee focused on leading the implementation of socio-economic development goals, with a particular emphasis on exploiting the strengths of agricultural production. As a result, many exemplary models and effective practices have emerged in the commune, such as the production of 149 hectares of off-season vegetables and tomatoes; 76 hectares of cut flowers, orchids, and ornamental plants; and 36 hectares of specialized medicinal plant cultivation. In 2023 alone, the average income of people in Ta Phin commune reached 45.52 million VND/person/year, an increase of 36.5 million VND/person compared to 2014; the value of cultivation reached 140 million VND/hectare, and the land use coefficient reached 1.56 times/year. By the beginning of 2024, the number of poor households in the commune had decreased to 40 out of 702 households. The number of near-poor households has decreased to 45 out of 702 households.

The cultural and social sectors of Ta Phin commune have also seen significant development. Schools and the commune's health station meet national standards. The commune maintains 19 out of 19 criteria for new rural development and has achieved 12 out of 19 criteria for advanced new rural development. Generally speaking, the commune's poverty rate is much lower than that of other communes in Sa Pa town, but the Party Secretary of Ta Phin commune, Do Minh Tri, remains deeply concerned about the need for change and development in the area. He confided: "Ta Phin has many advantages for developing tourism and agricultural production. Both sectors have shown improvement, but my wish is for the locality to develop to a higher level to truly live up to its potential."

The "heart" of the new rural development movement.

Chinh Tien village, Gia Phu commune (Bao Thang district) has 160 households and 613 inhabitants, with 100% of households engaged in agricultural production. Despite its large area and scattered population, Chinh Tien is a prime example of solidarity, especially in donating land for rural road construction in Bao Thang. Village head Do Cong Dinh is the "heart" connecting and spreading this movement.

Looking at the transformed rural area of ​​Chinh Tien today, with its wide roads and bright, green, clean, and beautiful landscape, few people know that the implementation of the new rural development movement here once faced many difficulties due to the limited economic resources of the households. As a Party member, Village Head Do Cong Dinh actively contributed and propagated the message, mobilizing people to contribute whatever they could, whether financially or in need, to build a new rural area. His family, in particular, pioneered the effort by donating 1,000 square meters of orchard land to expand the main village road. Since then, many households in the village have followed suit.

Mr. Do Cong Dinh is a role model of successful production that many people look up to.

From 2020 to 2023, the people of Chinh Tien village donated more than 4.4 hectares of land (including many households donating 2,000 of land) and contributed more than 1 billion VND to build and expand 7.5 km of rural roads, including 3.4 km of new roads 3 m wide and 4.1 km of roads 4-7 m wide.

Mr. Do Cong Dinh is also a role model in labor and production with his household economic model, which includes 3 hectares of cinnamon forest, 0.7 hectares of fruit trees, and a chicken farm maintaining over 2,000 chickens per batch, generating an income of over 100 million VND per year. Based on his effective family economic model, Mr. Dinh is willing to share his experience with other households. Currently, Chinh Tien is not only a model for building new rural areas but also a prime example in agricultural economic development, with 12 households raising livestock on a farm scale and 80 households raising livestock on a small-scale farm, achieving high economic efficiency.

Village head Do Cong Dinh said: "To achieve unity and support among the people, cadres and Party members must be exemplary and take the lead in implementing movements, and the locality must promptly encourage and reward outstanding and advanced individuals. In addition, it is necessary to promote the role of the people as the main actors, ensuring transparency throughout the implementation process so that the people know, discuss, inspect, and benefit."

Party branch secretary sets an example in economic development.

Hong Ngai is the most remote border village in Y Ty commune (Bat Xat district), and all the households here are of the Mong ethnic group. Previously, like many other households in the village, the family of Mr. Vang A Sao, the village Party Secretary, mainly lived by cultivating upland rice and raising small livestock, so the economic efficiency was not high.

As a young Party member, seeing many examples of successful producers and businesspeople, he pondered and thought about ways to help his family and the people in his village escape poverty. Following the policy of Bat Xat district, in 2021, after learning from experiences in other localities and realizing that the climate and water resources of the village were suitable, Mr. Sao and his family borrowed capital to invest in raising 5 horses.

Initially, due to a lack of experience in horse care, the horses were often sick and grew slowly. Later, Mr. Sao actively learned through books and the internet, and also sought guidance from agricultural extension officers in the commune. With hard work and perseverance, his family has now expanded the model, developing the herd to 15 horses, generating a stable income of approximately 60 million VND per year. Besides horse breeding, recognizing market demand and the local soil conditions suitable for growing Huang Sin Co (a type of medicinal plant), he also boldly planted it, yielding a considerable income.

Recognizing the effectiveness of Party Branch Secretary Vang A Sao's family economic development model, many villagers in Hong Ngai hamlet have come to learn from him. To support the villagers with knowledge and experience in horse breeding, he and several households in the hamlet formed a group of households with a shared interest in horse farming. To date, the group has 47 horses. In 2023, Mr. Sao encouraged villagers to plant 15 hectares of Huang Sin Co trees, yielding over 550 million VND in revenue. Thanks to this, the household economy in the hamlet has gradually improved. In 2023, the average income per person reached 26.81 million VND, an increase of 2.31 million VND compared to 2019.

Along with developing his family's economy, Mr. Sao also actively promotes and encourages people to build new rural areas. His family, along with other households in the village, unites and helps transport construction materials to support disadvantaged households in repairing or building new houses, harvesting agricultural products, etc.

Chảo Thị Yến, with the dream of elevating the agricultural products of her hometown.

Chảo Thị Yến was born into a poor, large family in Nậm Chạc commune (Bát Xát district). Life was difficult and lacking in everything, so her family made her drop out of school. Although she couldn't attend school, Yến still borrowed books from friends to read daily, and in her free time, she went to the nearby school to listen to her teachers' lectures. After a three-year hiatus, Yến returned to school, continuing her dream of learning after much encouragement and persuasion from her family, teachers, and the village head.

Yen's thirst for knowledge and determination led her to reap the rewards, becoming the first person in Nam Chac commune to pass the entrance exam and graduate from the University of Forestry with outstanding results. With her university degree, Yen applied for and received a full scholarship for a Master's degree in Sustainable Forest Resource Management from the European Union - Erasmus Mundus, studying at the University of Göttingen (Germany) and the University of Padova (Italy) for two years, with the course value nearly 1.2 billion VND.

In 2018, after completing her studies abroad, the Dao ethnic minority woman returned to her homeland and found several good jobs with attractive incomes. However, the image of her homeland with its simple, kind farmers facing many hardships remained deeply etched in her heart. In 2022, Ms. Yen was fortunate enough to participate in the Prime Minister's Conference on Dialogue with Vietnamese Farmers. Meeting and interacting with many exemplary young farmers further motivated her to return to her birthplace to start a business and work with her fellow villagers to build a new life by enhancing the value of local and ethnic agricultural products.

In July 2023, Ms. Yen became the Director of the Goong Indigenous Knowledge Cooperative, a cooperative economic unit comprising 9 households in the village, focusing on developing traditional Dao ethnic medicine, medicinal herbs, and agricultural products. Leveraging the advantages of social media platforms, she built content and promoted products on her personal Facebook and TikTok accounts. After much effort, Ms. Yen's social media pages attracted a large audience, successfully promoting many local agricultural products such as Dao ethnic bathing leaves, cassava vermicelli, ground ginseng, honey, and dried pork. The cooperative's products also received support, trust, and high praise for their quality from customers.

Making a fortune on your homeland

Mr. Tráng Seo Khúa, from Hoàng Hạ village, Hoàng Thu Phố commune (Bắc Hà district), is widely known as a role model for successful production and business with his VH6 pear cultivation model.

Greeting us with a bright smile and a warm, expressive voice, he said: "Thanks to the VH6 pear tree, my family has had a good source of income for the past few years."

Currently, Mr. Khua's family grows 2,300 VH6 pear trees and 1,000 Korean pear trees (XT77), of which more than 405 trees are already bearing fruit. This is the family's main crop, bringing in nearly 100 million VND in profit each year. VH6 pear trees are less susceptible to pests and diseases, are hardy, and easy to care for.

Admiring the fruits of his labor – the VH6 pear orchard – Mr. Khua doesn't forget the early days of bringing this crop to Hoang Ha. About 11 years ago, during a visit to a pear orchard at the Bac Ha Vegetable and Fruit Research and Production Farm, Mr. Khua noticed that the VH6 pear variety produced delicious fruit and had a high yield, suitable for the local climate. With the support of the government, he planted 500 VH6 pear trees. After 5 years, the orchard began to bear fruit. In the first year of harvest, the yield was not high, and the fruits were uneven in size. Therefore, he was determined to thoroughly understand the care process, identify mistakes, and find ways to correct them.

Mr. Khua recounted: "Wherever we failed, we tried again. I went to the Bac Ha Fruit and Vegetable Research and Production Farm to learn more. My family pruned, shaped, and trained the pear trees according to proper techniques. When they bore fruit, we thinned them out and covered the fruit to protect it from insect attacks. Our efforts paid off; the next harvest yielded a rich flavor and beautiful appearance, bringing in tens of millions of dong."

Besides the VH6 pear tree, Mr. Khua also grows Ta Van plums, cucumbers, balloon flower medicinal herbs, flowers under the pear trees, and raises local chickens, rice field carp, and native black pigs… For the past three years, each pear blossom season has attracted many tourist groups who come to visit and take pictures. Seizing this opportunity, Mr. Khua has built concrete roads, constructed gazebos for tourists to rest and admire the scenery, and prepared traditional ethnic costumes and bamboo carriers for rent upon request…
