Along with combating corruption and negative practices, the fight against waste continues to be implemented decisively and systematically, with many new approaches, yielding clear results.

Significantly, the results achieved have contributed to strengthening and consolidating trust, creating consensus and unity among cadres, Party members, and the people in the policies and decisions of our Party and State.

1. In recent times, the Party and State have directed efforts to strengthen the prevention and control of waste, closely linked to unlocking all resources to serve socio -economic development.

Notably, efforts have been made to improve institutions and laws, including the Government's issuance of the National Strategy on Waste Prevention and Control until 2035; guidance on key aspects of waste prevention and control; and many specific mechanisms to address difficulties and obstacles in projects and works that pose a risk of loss and waste.

Based on this, ministries, sectors, and localities have focused on reviewing and gradually removing "bottlenecks," addressing projects and works that are behind schedule or have been stalled for a long time. According to the Government's report, to date, more than 2,800 projects and works have been identified as behind schedule or facing difficulties and obstacles, with resources of approximately 347,000 hectares of land and an investment value of over 5.8 trillion VND not yet effectively utilized. Through the review, initial solutions have been found to resolve difficulties and obstacles for 867 projects and works, allowing them to be put into operation, continue investment, or restart investment, with a total estimated value of approximately 372 trillion VND.

Several key, large-scale projects that had been stalled for many years and across multiple terms of office are being revived. Specifically, mechanisms and policies have been issued to address difficulties and obstacles for renewable energy projects; projects and land issues related to inspection conclusions, audits, and court rulings in some localities... In particular, the Bach Mai Hospital Phase 2 and the Viet Duc Friendship Hospital Phase 2 projects, after being halted for many years, have been restarted and are expected to be operational before November 30, 2025... This is truly significant because, according to the conclusions of the Government Inspectorate , the two projects were left unfinished and abandoned for a long time, leading to waste and showing signs of losses exceeding 1,200 billion VND of the state budget. Therefore, the longer these two projects are delayed, the greater the losses and waste will undoubtedly become, while the people's need for health check-ups and medical treatment is extremely urgent.

Along with addressing wasteful construction projects, inspection, auditing, investigation, prosecution, and trial in this field have been conducted cautiously and rigorously. Authorities have proactively identified and effectively tackled many serious and complex cases of wastefulness. Those responsible for these violations have also been identified and named. A prime example is the case of losses and wastefulness in the Bach Mai Hospital Phase 2 and Viet Duc Friendship Hospital Phase 2 projects; the Police Investigation Agency of the Ministry of Public Security has prosecuted five defendants for the crime of "Violating regulations on the management and use of state assets causing losses and wastefulness." In addition, the prosecuting authorities have initiated a criminal case and prosecuted defendants in the criminal case of "Violating regulations on the management and use of state assets causing losses and wastefulness" that occurred at the Vietnam Cement Corporation...

It is evident that major cases of wastefulness, which attract significant public attention, are being thoroughly investigated and strictly handled by competent authorities, in accordance with the principle of "handling one case to serve as a warning to the entire region and sector." This process has identified and clarified wasteful behaviors and manifestations, and pointed out the organizations and individuals responsible. This is something the people eagerly anticipate and believe will contribute to the country's development in the new era.

2. From the practical experience of preventing and combating waste, it is clear that this is an extremely correct, timely, and urgent task that needs to be prioritized and carried out regularly and continuously, under any circumstances. The results achieved from this work in the past have created a high level of consensus and trust among cadres, Party members, and all segments of the population.

It is not difficult to see the enthusiasm, support, and absolute trust of cadres, Party members, and the people in the Party and State's work on preventing and combating waste. Projects and works that have been stalled for many years, causing the loss and waste of countless resources of the State and the people, are now being revived thanks to the determination to fight waste. Moreover, those who committed violations must be held accountable before the law, the Party, the State, and the people.

As the country enters a new era, the fight against waste must be strengthened in conjunction with the operation of the two-tiered local government system. A crucial task is to build a truly honest, people-oriented, and efficient local government apparatus. This must be done decisively, effectively, and substantively from the very first days and months of the two-tiered local government system's operation. Accordingly, local governments, especially at the commune, ward, and special zone levels, need to build and implement the practice of saving and combating waste as a voluntary and conscious effort, like "eating and drinking every day." In particular, cadres, civil servants, and public employees need to cultivate a scientific work mindset, manage time effectively, and enhance their social responsibility and ethics, coupled with strict adherence to discipline within their agencies, units, and localities, resolutely preventing corruption, waste, and negative practices.

Along with continuing to strictly handle cases and incidents of wastefulness that have been identified by competent authorities, central ministries and agencies, as well as local governments, need to continue strengthening inspection, supervision, and auditing of the management and use of office buildings and public assets after the reorganization at the provincial and commune levels and the implementation of the two-tiered local government model. During this time, a very important task is to develop a plan for managing and using surplus public office buildings (preliminary statistics show there are currently over 4,200 surplus buildings), ensuring they are used for the right purpose, efficiently, and without waste or corruption.

Both in the short and long term, the fight against waste needs to shift its focus to prevention, proactively identifying, predicting, and warning of violations early and from afar; resolutely preventing small violations from accumulating into major offenses and recurring in the future. In particular, in the work of inspection, investigation, prosecution, trial, and enforcement of judgments regarding corruption, waste, and negative practices, it is necessary to continue strictly implementing the principle of no forbidden zones, no exceptions, so that no one dares to engage in corruption, waste, negative practices, or violate the law.

The fight against waste is receiving great attention from officials, Party members, and the people. Therefore, the determination of our Party and State to eradicate the "disease" of waste will contribute to strengthening the people's trust and creating more resources for national development in the new period.
