The joy of those granted amnesty.

Amnesty is a special clemency policy of the State, decided by the President, for convicted criminals sentenced to imprisonment. Every year, thousands of prisoners nationwide are released early, returning to rebuild their lives.

At Dinh Thanh Prison, under the Ministry of Public Security , located in Dinh Thanh commune, in early September, a large crowd of people waited outside. This was the time when the unit held the amnesty ceremony. This year, the prison had nearly 170 inmates granted amnesty by the President. Colonel Phan Van Hai, the warden of Dinh Thanh Prison, emphasized: “The amnesty process was organized and implemented seriously, ensuring democracy, objectivity, fairness, openness, transparency, strictness, and adherence to the conditions and criteria according to the 2018 Amnesty Law. All inmates who met the conditions were considered for amnesty; no inmate who did not meet the conditions was considered for amnesty.”

On behalf of the pardoned prisoners, Mr. NTN expressed his gratitude to the Board of Directors and the staff of Dinh Thanh Prison for creating the best possible conditions for him to serve his sentence, actively strive in labor, study, and training, and soon benefit from the leniency policy of the Party and the State. He himself was very happy that his efforts in serving his sentence and reforming himself had been rewarded with early release.

Mr. N shared: “Being granted amnesty, I feel happy and honored, and from then on, I cherish and protect my new life. I am determined not to do anything against my conscience or against the law, and not to let regret come when it's too late, as has happened in the past. Besides that, I hope to receive more attention and assistance from leaders at all levels, agencies, organizations, etc., so that those who have been granted amnesty can confidently move forward on the path that still has many difficulties and challenges ahead.”

After being granted a reduction in her prison sentence, Ms. NKH was very happy: “We made mistakes, violated the law, and had to face punishments at different levels and for different crimes; we had to endure separation and distance from our families and society. But that doesn't mean losing everything; it's a foundation for those who learn profound life lessons from their mistakes, determined to rise up and return to normal life.”

Amnesty is a superior policy of our State, embodying the principle of "punishing those who flee, not those who return," demonstrating compassion and humanity, always tolerant and lenient, encouraging prisoners to repent, reform, and actively participate in labor, study, and self-improvement. The path to rehabilitation is the goal of each prisoner during their time in prison. However, amnesty is only the beginning of their journey towards redemption after serving their prison sentence.

“We believe that, with the responsibility and affection of their families, the attention of all levels of government and the community, those granted amnesty will surely overcome difficulties, become more confident and steadfast, and always be in control of their lives, looking towards a bright future. Each person should choose stable employment, reintegrate into society as soon as possible, and always be a good citizen. In addition, for prisoners who have not yet been granted amnesty, I hope that all of them will have peace of mind, try harder, strictly abide by the regulations of the detention facility; actively study and work towards rehabilitation so that they may soon meet the conditions to receive the leniency policy of the Party and the State,” Colonel Phan Van Hai advised.

Besides amnesty, the State also conducts numerous annual reviews to reduce prison sentences and grant early release to inmates who have shown progress in rehabilitation. This also provides opportunities for offenders to strive to return to their families, reintegrate into the community, stabilize their lives, and build happy and prosperous families.
