With a decisive and coordinated approach to prevent recurring violations, at the beginning of 2026, the Economic and Social Affairs Department proceeded to paint boundary lines prohibiting encroachment on road lanes and sidewalks on streets and roads where encroachment frequently occurs. Authorities organized eight campaigns to disseminate laws on public order, traffic safety, and urban order in villages and schools along Le Loi Street, with 3,474 participants; and organized 350 businesses along National Highway 32 (Le Loi Street) to sign commitments not to encroach on traffic lanes.

Most recently (at the end of May), the Tan Uyen commune task force launched a comprehensive inspection and enforcement campaign targeting violations of road and sidewalk encroachment. The focus was on Le Loi Street and the Tan Uyen market area. These locations have a very high volume of traffic; however, the widespread practice of businesses arbitrarily installing makeshift awnings and canopies to expand their selling space has become common, detracting from urban aesthetics and obstructing the view of road users.
Local authorities have dismantled all encroaching awnings and removed illegal advertising signs. Besides resolutely addressing existing violations, authorities are paying special attention to public awareness campaigns aimed at changing people's perceptions in the long term. Team members directly visited each household and business along Le Loi Street to explain regulations regarding the management of roads and sidewalks. After being persuaded, most homeowners voluntarily signed commitments not to violate the regulations and proactively cooperated with authorities to rearrange parking spaces and goods to comply with regulations.
Ms. Phan Thi Bich from Hamlet 17 said: "Previously, many sections of the sidewalks were encroached upon by shops and illegally parked vehicles, forcing pedestrians to walk on the road, which was very dangerous. After the authorities took action, the roads are much clearer, and we fully support it."
To ensure the long-term effectiveness of the campaign, the commune leaders directed the core forces to regularly conduct post-inspection and strict patrol and control. Cases of deliberate re-offending or failure to comply with commitments will be severely punished according to the law.

According to Mr. Nguyen Duy Lap, Head of the Economic Department and Deputy Head of the Standing Committee of the Commune's Task Force, the re-establishment of urban order aims not only to address immediate violations but also to build self-awareness among residents and businesses. During implementation, authorities combine this with propaganda and mobilization efforts, encouraging residents to sign commitments not to re-encroach on sidewalks and roads. “Sidewalks are spaces for pedestrians. Illegal occupation for business or parking not only detracts from urban aesthetics but also poses a risk of traffic accidents. The commune government recognizes that people's understanding and voluntary compliance are key to maintaining sustainable order and preventing re-encroachment immediately after authorities leave. The commune will maintain regular inspections and strictly handle recurring violations,” Mr. Nguyen Duy Lap emphasized.
The decisive action to reclaim sidewalks for pedestrians is considered a necessary step in building a modern and orderly urban environment in Tan Uyen commune. However, to achieve sustainable effectiveness, in addition to the involvement of the government, the self-awareness and responsibility of each citizen and business owner in complying with regulations and working together to maintain a civilized urban environment are crucial.
