Looking back at the first half of the term implementing the targets of the 12th Congress of the Phan Thiet City Party Committee, term 2020-2025, the city has achieved many important results in all fields, creating a transformation in social life.

Over the past half-term, amidst numerous difficulties and challenges, including complex weather and disease outbreaks, especially the impact of Covid-19, the People's Committee of Phan Thiet City has made many efforts to overcome difficulties and focused on implementing key solutions. Specifically, it has focused on: "Building Phan Thiet City into a worthy political , economic, cultural, and scientific-technical center of the province, a civilized, friendly, and compassionate tourist city, striving to become a Class I urban area by 2025."

Annual budget revenue consistently exceeds the allocated targets, and industrial production remains stable. The city has established two industrial clusters: the Phu Hai Seafood Industrial Cluster (14.8 hectares) and the Nam Cang Industrial Cluster (8 hectares)... The fisheries economy continues to develop; by the end of 2022, the seafood catch reached 66,246 tons; the development of large-capacity vessels and the application of high technology for offshore fishing, coupled with offshore logistics services, are underway. Emphasis is placed on restructuring crop patterns, focusing on shifting from short-term crops to high-value fruit trees. Currently, over 34.1 hectares of dragon fruit are VietGAP certified. The city has 4 out of 4 communes meeting the new rural development standards, and according to the new rural development criteria for the 2021-2025 period, the city maintains 64 out of 76 criteria...

Administrative reform efforts are becoming increasingly effective, guided by the motto: "Friendly - Simple - On Time." The city-wide reception and results delivery department's operations have contributed to accelerating administrative reform, improving the efficiency and effectiveness of handling administrative procedures by state agencies, enhancing the business environment, and promoting the city's socio-economic development. In 2022, the City People's Committee focused on directing and managing administrative reform, achieving outstanding results, specifically: the city's PAR Index ranking increased by 7 positions (from 9th to 2nd) and improved its overall ranking (from average to good)...

During the meeting, the Deputy Prime Minister affirmed that Vietnam encourages US businesses to expand investment, especially in high-tech, innovation, and semiconductor industries.

According to the People's Committee of Phan Thiet City, economic growth has not been commensurate with its potential and advantages, and the quality of growth is not high. Some notable limitations include the lack of synchronized investment in infrastructure, failing to meet the socio-economic development requirements of the locality. State management of construction order, land, minerals, and forestry has sometimes been lax… Therefore, from now until the end of the term, one of the city's key tasks will be to: Mobilize all social resources to participate in investing in essential infrastructure, especially transportation and irrigation infrastructure; infrastructure for industrial clusters; and promote investment in the development of eco-tourism infrastructure.

Along with that, the implementation of economic restructuring will be more vigorous, primarily focusing on three key areas: restructuring investment, with a focus on public investment; restructuring the agricultural sector in conjunction with building new rural areas, industry, and handicrafts; the implementation must be strong, effective, and comprehensive across all sectors and fields, increasing labor productivity; creating a favorable business environment; and attracting and leveraging investment resources for development. The quality and efficiency of existing key crops and livestock will continue to be improved, linked to production and consumption chains. Comprehensive administrative reform will be implemented, ensuring efficient operation with citizens and businesses at the center. The goal is to achieve an annual citizen satisfaction rate of over 85% with the services provided by state administrative agencies...
