Novaland receives good news from Lam Dong.
The Lam Dong Provincial People's Committee is working with Novaland to review and resolve difficulties for 7 projects in the eastern part of the province, mainly related to land, planning, and investment procedures.
On the morning of June 8th, the Lam Dong Provincial People's Committee held a meeting with leaders of Novaland Group to review the implementation status and find solutions to overcome difficulties for the company's key projects in the eastern part of the province.
According to reports from businesses and specialized agencies, seven projects within the Novaland ecosystem in the locality are currently facing numerous obstacles related to legal procedures. The main issues concern adjustments to investment targets, extensions of land use deadlines, land use rights transfers, mineral planning, and addressing outstanding issues from previous inspections.
Among these, the Hon Gio Resort project in Tien Thanh ward has completed 122 out of 130 resort facilities, with many villa areas reaching 88-95% completion, and some units already in operation. However, adjusting the investment targets cannot be implemented at this time because the land use deadline has expired.
Similarly, the Duc Tan Ecotourism Area project has completed many procedures regarding planning, environment, and infrastructure connection, but has not yet been granted a construction permit due to regulations related to land use progress.
Regarding the Vuong Cung Resort Complex, a project with a total investment of nearly 1,900 billion VND, the enterprise has completed the transfer of approximately 23.5 hectares of land. The remaining area of over 7 hectares has not yet been completed due to land ownership issues involving some households.
Project teams in the Mui Ne area continue to face obstacles related to mineral resource planning and inspection findings. Several other projects are also being reviewed to address outstanding issues and complete related legal procedures.
A representative from Novaland stated that the majority of projects are behind schedule due to the impact of the Covid-19 pandemic, the lengthy land valuation process, planning adjustments, and related administrative procedures. The company requested continued support from the province to resolve these issues, expedite the completion of legal procedures, and accelerate project implementation.
According to the Department of Agriculture and Environment of Lam Dong province, a review of the documents revealed that some of the businesses' requests have merit, particularly those affected by objective factors or arising during policy and planning adjustments. The Department requested that the businesses continue to supplement their documents to serve as a basis for advising the Provincial People's Committee to consider and resolve the issues in accordance with regulations.
For projects related to mineral reserve areas, authorities require businesses to promptly complete impact assessment reports as a basis for considering subsequent steps. Projects requiring adjustments to investment objectives must also carefully review their conformity with provincial and local planning.
At the meeting, Vice Chairman of the Provincial People's Committee Nguyen Minh stated that the difficulties of the projects have been clearly identified, mostly related to land issues and requiring close coordination between departments and agencies in the handling process. He requested specialized agencies to focus on providing specific guidance, accelerating the review and advisory work to create favorable conditions for businesses to continue implementing the projects.
Permanent Vice Chairman of the Provincial People's Committee Le Trong Yen emphasized that in the past, the locality has worked with Novaland many times and has always shown a spirit of accompanying the enterprise to bring projects into operation early, thereby contributing to the socio-economic development of the province.
The leaders of the Provincial People's Committee requested that departments, agencies, and localities continue to review the planning system, ensuring synchronization between provincial planning and urban and rural planning at the commune level, avoiding overlaps or inadequacies during investment implementation.
For cases requiring adjustments to land use functions or extensions of the land use schedule, the province requires a clear identification of objective reasons, while adhering strictly to legal regulations to ensure proper procedures and minimize the occurrence of new violations.
Regarding projects that are essentially complete, the provincial leadership requested that relevant agencies focus on supporting businesses in completing procedures so that they can be put into operation as soon as possible. Issues related to inspection and audit conclusions also need to be promptly addressed and reported in accordance with regulations.
