Opening the seminar, Lieutenant General, Doctor Le Huy Vinh, Member of the Central Committee of the Party, Member of the Central Military Commission, Deputy Minister of National Defense, and Head of the Steering Committee of the seminar, stated: The process of striving and training transformed the patriotic young man Doan Khue into a staunch communist, an outstanding military leader and commander, and a talented politician of the Party, State, and the Vietnam People's Army. With sharp thinking, strategic vision, and profound practical experience, he made many contributions to the victory of the Vietnamese revolution. He is a shining example of revolutionary ethics and the character of a staunch communist soldier, wholeheartedly dedicated to the country and the people. The General always paid special attention to his hometown of Quang Tri, offering many valuable suggestions to the Party Committee, government, military, and people of the province, with the desire to further develop the province.
General, Doctor Le Huy Vinh, Member of the Central Committee of the Communist Party of Vietnam, Member of the Central Military Commission, and Deputy Minister of National Defense, delivered a speech at the seminar.
General Đoàn Khuê (alias Võ Tiến Trình) was born on October 29, 1923, in Gia Đẳng village, Triệu Tân commune (now Triệu Lăng commune), Triệu Phong district, Quảng Trị province. Born and raised in a homeland rich in patriotic traditions and revolutionary struggle, General Đoàn Khuê was enlightened early and joined revolutionary activities in 1939 at the age of 16. Throughout 60 years of revolutionary activity, General Đoàn Khuê held many positions in various fields. Regardless of his position, responsibilities, or circumstances, the General always maintained the qualities of a revolutionary soldier, wholeheartedly serving the Fatherland and the People; demonstrating strategic thinking, decisiveness, and creativity in leadership and command, successfully completing all tasks entrusted to him by the Party, the State, and the People.
In particular, in his capacity as a member of the Politburo, a member of the Standing Committee of the Central Military Party Committee, Chief of the General Staff of the Vietnam People's Army, Deputy Secretary of the Central Military Party Committee, and Minister of National Defense, with his rich practical experience and profound strategic vision, the General proposed and advised the Party, State, and National Assembly on many sound policies regarding military and national defense tasks.
One of General Doan Khue's outstanding contributions was his proposals and contributions to assessing the global and regional situation, as well as the revolutionary landscape within the country. He adjusted the deployment of forces and defenses in various directions, areas, seas, islands, borders, mainland, and political, economic, and cultural centers, ensuring defensive capabilities in all situations. The General proposed leadership and guidance in implementing the principle of integrating economics with national defense, establishing defense zones in provinces and cities; and successfully implemented the strategic adjustment shifting from preparing for large-scale wars of aggression to responding to armed conflicts. This contributed to maintaining political security and creating a peaceful and stable environment for the reform process. The General's proposals have been tested and proven in practice and serve as valuable lessons in the cause of building and defending the socialist Fatherland today.
At the seminar, Quang Tri Provincial Party Secretary Le Quang Tung emphasized: Regardless of his position or responsibilities, wherever he was, General Doan Khue always looked towards his homeland of Quang Tri, always considering it the source and foundation of his life's work. Whenever he had the opportunity to visit his hometown, he dedicated precious time to going to remote and disadvantaged areas to understand and listen to the opinions and aspirations of the people, encouraging them to overcome difficulties and build a new life. The General gave many heartfelt instructions and guidance to the Party Committee, government, and people of the province on socio-economic development, ensuring national defense and security, building the Party and the political system, so that Quang Tri could gradually develop and progress.

At the conference, delegates presented papers with rich content and high scientific quality, contributing to clarifying many new aspects of the life, career, and rich and vibrant revolutionary activities of General Đoàn Khuê, as well as his immense contributions in many fields to the cause of national liberation, building and defending the Fatherland.
Summarizing the presentations at the conference, Major General, Dr. Nguyen Hoang Nhien, Director of the Institute of Military History, emphasized: The conference continues to affirm General Doan Khue – a staunch communist, a shining example of revolutionary ethics, who dedicated his entire life and sacrificed himself for the revolutionary cause of the Party, the nation, and the Army. At the same time, it clarifies the revolutionary life and immense contributions of General Doan Khue to the Vietnamese revolution during the two wars of resistance against French colonialism and American imperialism, in the cause of national construction and defense, and in fulfilling noble international duties.
At the conference, the presentations analyzed and deepened the understanding of the General's role and outstanding contributions to building a national defense system, developing the armed forces, building the People's Army, and summarizing the Party's leadership in the revolutionary war. Along with that, delegates clarified the General's steadfast, approachable, thorough, and democratic leadership and command style, the historical values and lessons learned from his revolutionary life, to apply to the process of building the Army, building and protecting the socialist Vietnamese Fatherland in the new era.
