(Baohatinh.vn) - Phu Nghia village (Loc Ha commune, Ha Tinh province) has undergone a remarkable transformation today, becoming more spacious and prosperous. This result is the product of the dedicated efforts of Ms. Hoang Thi Tuong, Party Secretary, Head of the Front Committee, and Chairwoman of the Women's Association of the village, in mobilizing the people's strength.

One day in March 2026, Ms. Hoang Thi Tuong (born in 1970) - Secretary of the Party Branch, Head of the Front Committee, Head of the Women's Association of Phu Nghia village, and other officials of Phu Nghia village (Loc Ha commune) visited the family of Ms. Tran Thi Ha (born in 1968) and Mr. Le Van Minh (born in 1966) residing in the same village. Two years ago, Mr. Minh suffered a stroke, rendering him unable to work, and his family's life fell into hardship. In response to this situation, Ms. Hoang Thi Tuong, along with the Front Committee and the Women's Association of the village, repeatedly organized fundraising efforts to provide support. Timely support and assistance helped Mrs. Ha's family gradually overcome challenges and stabilize their lives. This is just one of many small stories in Phu Nghia village, but it partly illustrates the role of those who "keep the flame alive"—igniting neighborly love and fostering community solidarity in this coastal village. Ms. Hoang Thi Tuong is from Phu Nghia village (Loc Ha commune). After graduating from high school and growing up participating in the youth union movement, in 1993, she had the honor of joining the Party. A year later, she got married and settled in Trung Nghia village, a predominantly Catholic area (Loc Ha commune). There, she was entrusted by the Party branch with the task of supporting the village women's association officials in building the women's movement in the Catholic community.
In 2007, Ms. Hoang Thi Tuong's family moved to Phu Nghia village. Subsequently, she successively held the positions of Deputy Head and then Head of the Women's Association of the village. From 2020, she participated in the Party Committee, holding the position of Deputy Secretary of the Party Branch. In 2024, she was elected as Secretary of the Party Branch, Head of the Front Committee, and Head of the Women's Association of Phu Nghia village. Having been involved with the community for nearly 20 years, she has become a "pillar" in the community's movements. However, to reach where she is today, Ms. Tuong has faced many difficulties and challenges. The area has a relatively dense population, with 381 households in the village, including 185 Catholic households. Through her dedication, responsibility as a Party member, and sincere, approachable lifestyle, Ms. Hoang Thi Tuong, along with the Party committee and various organizations, has gradually built trust and fostered consensus among the people to implement various movements. Ms. Tuong recounted: "I discussed with the Party committee about mobilizing Party members and respected elderly people in the village to act as key figures in disseminating policies and guidelines. At the same time, we fostered movements to help each other develop economically through intergenerational self-help clubs, mutual support in times of hardship; and established arts and sports clubs to enhance spiritual life... Through this, we created an open community environment, without discrimination between religious and secular communities, where everyone felt the warmth of neighborly love. From there, all households worked together to build and develop for a common goal."
Thanks to the leadership and the consensus of the people, Phu Nghia village has undergone a remarkable transformation. By 2025, the total income of the village is expected to reach 90.5 billion VND (an increase of 37 billion VND compared to 2022). The service sector, industries, and labor export will account for up to 90%. The average per capita income will reach 57 million VND/person/year, an increase of 17 million VND compared to 2022; the New Rural Development movement will achieve many positive results. The movement to build a cultured way of life is increasingly improving. Currently, 96% of families in the village are recognized as cultured families, 87% as learning families, and 47% as sports families; cultural and sports activities are vibrant. The promotion of education is effectively maintained, social welfare is ensured, the poverty rate has decreased to 1.6%; and national defense and security remain stable. Ms. Pham Thi Bao, a resident of Phu Nghia village (second from the right), shared: “Whenever any family in the village faces difficulties, Ms. Tuong always finds a way to support and help them. With her guidance, we established an intergenerational self-help club with 68 members. This club not only creates a fund to help each other develop economically but also regularly mobilizes manpower to care for and support single-parent families, those facing hardship, or those with weddings or funerals.”

With numerous contributions to the community, Ms. Hoang Thi Tuong has received commendations from various levels and sectors for her outstanding achievements in her work. In particular, in 2025, she was one of 95 exemplary female Party members nationwide recognized by the Provincial Women's Union for her outstanding contributions in many fields.
Ms. Hoang Thi Tuong is a very dedicated and responsible grassroots official who is always closely connected with the people. Her flexible, persuasive yet decisive working style has created high levels of consensus among the people, especially in areas with a large Catholic population like Phu Nghia village.
