On the morning of November 4, President Luong Cuong presided over the announcement ceremony and presented the Decision to appoint the position of Director of the General Department of Politics of the Vietnam People's Army and the Decision to promote the ranks of General and Senior Lieutenant General to officers of the People's Army.
At the ceremony, authorized by the President, Deputy Head of the Office of the President Nguyen Hoang Anh announced the President's Decision to appoint Mr. Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission, to hold the position of Director of the General Political Department of the Vietnam People's Army, and at the same time promote his rank from Senior Lieutenant General to General.

The ceremony also announced the President's decision to promote the ranks of Lieutenant General to Senior Lieutenant General for Mr. Nguyen Van Gau, member of the Party Central Committee, Deputy Minister of National Defense, and Mr. Le Duc Thai, member of the Party Central Committee, Deputy Minister of National Defense.
Presenting the decision and speaking at the ceremony, President Luong Cuong asked the newly appointed and promoted comrades to continue to promote the glorious tradition of the heroic Vietnam People's Army and the qualities of Uncle Ho's soldiers; continue to preserve revolutionary ethics, be absolutely loyal to the Party, the Fatherland and the people; unite and be closely attached to cadres, soldiers and the people; continue to study, cultivate and train to always be worthy of being talented and exemplary leaders and commanders, strive to overcome difficulties and challenges, and excellently complete all tasks entrusted by the Party, the State and the people.
On behalf of the comrades appointed and promoted to military rank, General Nguyen Trong Nghia expressed his deep gratitude to the Party and State, directly the Central Executive Committee, the Politburo, the Secretariat, and the Central Military Commission, for their constant attention, leadership, direction, training, fostering, assignment of tasks, training, and testing; the Central departments, ministries, branches, comrades, teammates, colleagues, and the people for always paying attention, helping, coordinating, and creating all conditions to successfully complete the tasks entrusted by the Party, State, Army, and people.
Mr. Nguyen Trong Nghia was born in 1962, his hometown is Tien Giang, now Dong Thap province. He is a member of the 13th Politburo, with a Bachelor's degree in Social Sciences and Humanities.
Starting as a soldier, Mr. Nghia had a long time working in the army and held many positions in the force.
From October 1988 to August 1995, he held the position of Political Commissar of Information Regiment 23 (Military Region 7) and was successively promoted to the rank of Captain and then Major.
He was then Deputy Regiment Commander for Politics of the 23rd Information Regiment (Military Region 7), promoted to the rank of Lieutenant Colonel.
After being promoted to the rank of Lieutenant Colonel and then Colonel, he successively held the positions of Deputy Head and Head of Propaganda Department of the Political Department, Military Region 7; Deputy Political Commissar and then Political Commissar of Division 5, Military Region 7; Deputy Chief of Politics of Military Region 7.
During the two years from August 2010 to August 2012, he was a Major General, Political Commissar of the 4th Army Corps, then promoted to Lieutenant General and then Senior Lieutenant General, holding the position of Deputy Director of the General Department of Politics of the Vietnam People's Army.
Since February 2021, he has held the position of Head of the Central Propaganda Department, then Head of the Central Propaganda and Mass Mobilization Department after the merger.
