That was the spirit evident at the conference to provide feedback on several issues under the authority of the Provincial Steering Committee for summarizing the implementation of Resolution No. 18-NQ/TW of the 12th Central Committee of the Communist Party of Vietnam, "Some issues on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective, and efficient."
The Provincial Steering Committee meeting on summarizing the implementation of Resolution No. 18-NQ/TW was held on December 9, 2024.
Both in the directive speech of Provincial Party Secretary Nguyen Doan Anh and in the first draft of the plan for streamlining the organizational structure of the political system in Thanh Hoa province to implement Resolution No. 18-NQ/TW, this requirement is particularly emphasized. That is: The reorganization of the organizational structure, streamlining, restructuring the staff of cadres, civil servants, and public employees, and improving the quality and efficiency of operations must be carried out with genuine determination, courage, and even sacrifice of personal interests of cadres, Party members, civil servants, public employees, and workers for the common good.
In principle, the new plan specifically addresses the reorganization of provincial-level units; however, many departments, agencies, and district-level units still need to be reorganized. Therefore, it requires departments, agencies, units, districts, towns, and cities within the province to continue reviewing and reorganizing their internal structures with similar functions and tasks, avoiding overlaps, to streamline operations, and ensure effective and efficient performance to meet assigned tasks. In particular, the spirit and principles of personnel arrangement and placement, especially of heads of merged units, must be truly fair, objective, open, and transparent, absolutely preventing negativity, group interests, and parochialism in the reorganization of the organizational structure and personnel; it must be based on personnel evaluation, work results, and specific achievements of each individual to consider placement; and the results of the head of the agency or unit must be linked to the results of the agency or unit as recognized by the competent authority. Officials assigned to specific positions must comply with the Party's directives, for the common good of their sector, agency, unit, and province.
The spirit set forth by Provincial Party Secretary Nguyen Doan Anh is that this streamlining of the operational apparatus for greater efficiency and effectiveness is a major revolution; a particularly important task requiring very high political determination, therefore it needs high unity in awareness and action throughout the provincial Party committee and the entire political system, creating consensus among the people.
The restructuring will be carried out in accordance with the principles, guidelines, and directives of the Central Government, and according to the provincial plan. However, with good understanding and willingness to make sacrifices, the restructuring will be faster, more effective, and more substantial.
It has been a long time since we have felt such exhilaration and hope as we do now, when the issue of reorganizing the political system to make it more streamlined, effective, and efficient has become a matter of particular concern and is making truly strong progress, with close and decisive guidance from the province and its leaders.
For this revolution to quickly unfold on a wide scale, spreading to every cell and blood vessel, so that the apparatus can "be lighter and fly higher," as General Secretary To Lam metaphorically put it, courage and sacrifice are truly necessary. Because the essence of restructuring and streamlining the apparatus is not just a matter of scale or quantity, but more fundamentally, it must create a qualitative change in the functioning of the political system.
It must be recognized that streamlining the administrative apparatus is not simply about mechanically reducing the number of agencies or personnel, but about comprehensive restructuring, clarifying functions and responsibilities, and eliminating long-standing overlaps and inadequacies. These include numerous officials engaging in bureaucratic, mechanical, and corrupt practices that harass citizens and businesses. Some even prioritize personal gain, deliberately delaying work, seeking opinions in a roundabout way, and passing the buck to higher-level or other agencies.
To date, we have had several instances of restructuring and downsizing the apparatus, but fundamentally, the surplus of personnel and the cumbersome nature of the system remain significant. This situation stems from many causes, but one reason is that we lack the courage to "cut" the surplus. We are even influenced by sentiment, and in handling personnel restructuring, the mindset of "me in your place" and "you in my place" remains strong, leading to situations where policies exist, but implementation is still based on a "everyone gets along" approach.
The "fire of reform" has been ignited and is moving strongly at the provincial level, spreading to the district, sectoral, and unit levels. We hope for a rapid and effective transformation of the system, but first, it requires each individual to immerse themselves in that flow with a spirit of courage and sacrifice.
