3,000 km of highway must be completed.

This was the guiding principle of Prime Minister Pham Minh Chinh, Head of the State Steering Committee for National Key Projects and Transport Sector Projects, at the online conference summarizing the work of the Steering Committee in the first six months of 2025 and summarizing the peak emulation campaign "500 days and nights of emulation to complete 3,000 km of expressways," held on July 31st.

According to the Prime Minister , there are only five months left until December 31, 2025, while the workload remains substantial, the demands are high, and the people's expectations are very strong. To complete the tasks for 2025, all levels and sectors, from the central to local governments, must continue to demonstrate high determination, great effort, and decisive action; build upon the achievements of the first six months; and continue to effectively implement the emulation movement "500 days and nights of emulation to complete 3,000 km of expressways".

The Prime Minister emphasized the spirit of continuing to race against time, "only discussing action, not retreating, and only doing better," with the highest sense of responsibility, the spirit of the August Revolution, with a command from the heart, resolutely achieving the goal of having at least 3,000 km of expressways by the end of 2025 as set forth by the 13th Party Congress.

In Lam Dong province, the southeastern region has the Vinh Hao - Phan Thiet and Phan Thiet - Dau Giay expressways, which have been completed and operational for over two years. Despite numerous difficulties in construction beforehand, thanks to the consistent guidance of the Government, the Ministry of Transport (now the Ministry of Construction ), and the involvement of provincial leaders, project management boards, and contractors, these expressways were completed on schedule as directed by the Government. This demonstrates that with strong determination from top to bottom, implementation will proceed smoothly.

Lam Dong province has identified the Dau Giay - Tan Phu, Tan Phu - Bao Loc, and Bao Loc - Lien Khuong expressways as crucial transportation routes, serving as a backbone connecting the region and driving development. Despite implementing a two-tiered government model with many tasks underway, Lam Dong province intensified inspections and monitoring of the progress of these expressways in July.

The Tan Phu - Bao Loc expressway is known to have a total length of approximately 65.88 km; of which, the section through Dong Nai province is 11.91 km and the section through Lam Dong province is 53.97 km. To date, the province has approved the investment project, the environmental impact assessment report, completed the conversion of forest land use for more than 30 km, and approved the compensation and land clearance policy framework. Simultaneously, the province is preparing documents to select an investor; detailed regulations on investor selection criteria… so construction is expected to begin in the fourth quarter of 2025. Currently, the leaders of Lam Dong province are directing efforts to focus on land clearance, building resettlement areas, identifying material quarry areas… to proceed with construction once all documents and procedures are completed.

The Tan Phu - Bao Loc Expressway is part of the Dau Giay - Lien Khuong Expressway system connecting Lam Dong province with the Southeast region. This project, along with the Bao Loc - Lien Khuong Expressway project, is expected to create a major impetus for the socio-economic development of the province and the surrounding area, while also contributing to enhancing the competitiveness and attracting investment to Lam Dong province.

With limited time available, all sectors and localities must continue to make greater efforts, overcome difficulties and obstacles, and successfully complete their assigned tasks. In particular, localities with projects under the Steering Committee will have to make even greater efforts at the commune level.

The guiding principle of the Prime Minister is for localities to resolve any difficulties and obstacles related to construction materials. "Only discuss how to do it, not how to back down, and only do it better" - the clear message of the Prime Minister was reiterated at the conference, serving as a command for ministries, sectors, and localities to implement projects, especially those in the plan to complete 3,000 km of expressways by 2025.
