The goal is to attract 50-55% of lower and upper secondary school graduates into the vocational education system by 2030.

(Haiphong.gov.vn) - On May 13, 2024, the Standing Committee of the City Party Committee issued Resolution No. 14-NQ/TU on reforming and improving the quality of vocational education in Hai Phong city until 2030, with a vision to 2045.

The Standing Committee of the City Party Committee met to discuss and decide on important issues of the city.

The Resolution aims to continue innovating, ensuring the scale and structure of vocational education, creating a strong transformation in the quality and effectiveness of vocational education in the city, linking vocational training with the needs of the labor market, employment, and the socio-economic development requirements of the city; creating a breakthrough in human resource development, especially high-quality skilled labor; proactively participating in the international labor market; focusing on training skills and foreign languages ​​for workers to meet the requirements of accelerating industrialization, modernization, and international integration of the city.

Specifically, the goals for 2030 include striving to attract 50-55% of junior and senior high school graduates in Hai Phong city into the vocational education system; attracting 2,200-2,500 junior and senior high school graduates from other provinces and cities into Hai Phong city's vocational education system; enrolling and training 12,000 students at the intermediate and college levels; achieving a female enrollment rate of over 40% of the total new enrollment target; providing retraining and ongoing training for approximately 50% of the workforce; ensuring that 40% of disabled workers with remaining work capacity receive appropriate vocational training; ensuring 100% of teachers meet standards; and ensuring that 90% of management staff receive training and professional development in modern management and administration skills.

In addition, at least 70% of vocational education institutions and 100% of training programs in key sectors and occupations meet quality accreditation standards; approximately 90% of training programs have their output standards developed and updated according to the Vietnamese National Qualifications Framework; there are at least 5 high-quality schools, including 2 colleges in Hai Phong city; there are about 80 key occupations, of which 2-3 have outstanding competitiveness among ASEAN-4 countries; and 3-5 sectors and occupations reach the level of developed countries in the G20 group…

The resolution stipulates that by 2045, the city's vocational education will meet the demand for highly skilled human resources, becoming a leading locality in vocational education development in the country and the ASEAN region, catching up with advanced global standards, and possessing superior competitiveness in certain fields, sectors, and professions of training.

To achieve these goals, the Standing Committee of the City Party Committee requests strengthened leadership and guidance from Party committees and governments at all levels, the involvement of the entire political system; promoting the role of the Vietnam Fatherland Front and political and social organizations in the city; and improving the effectiveness and efficiency of state management in vocational education. Simultaneously, it calls for the implementation of solutions to develop and improve the quality of teachers, artisans, experts, vocational instructors, and vocational education management staff in the city; accelerating digital transformation and standardizing quality assurance conditions in vocational education activities; strengthening close ties between vocational education and businesses and the labor market; increasing resources and improving the effectiveness of investment in vocational education; and proactively and effectively integrating into the international arena in vocational education.
