Traffic diversion and organization on National Highway 2D, National Highway 32C, and the entrances and exits of interchange IC11 on the Noi Bai Expressway.

The Department of Transport has just issued Notice No. 2729/SGTVT-QLKC dated September 10th regarding traffic diversion and organization on National Highway 2D (section km78+00 - km85), National Highway 32C (section km76+00 - km78+00) and the entrance and exit points of interchange IC.11 of the Noi Bai - Lao Cai Expressway.

Accordingly, due to the complex weather situation, heavy rain in many areas of the province and major flooding on the Red River causing inundation on some sections of National Highway 2D (km78+00 - km85), National Highway 32C (km76+00-km78+00) and the entrance and exit of the IC11 interchange on the Noi Bai - Lao Cai expressway, the Department of Transport of Phu Tho province announces the following traffic diversion measures:

All road vehicles and pedestrians are prohibited from traveling through the section from km78+00 to km85 on National Highway 2D (in Tu Hiep, Dan Thuong, and Hau Bong communes, Ha Hoa district) and from km76+00 to km78+00 on National Highway 32C (in Hien Luong commune, Ha Hoa district). All motorized road vehicles are also prohibited from entering or exiting the IC.11 interchange on the Noi Bai - Lao Cai Expressway.

The traffic diversion plan is as follows:

For vehicles traveling from Ha Hoa district to Yen Bai province (and vice versa), please follow these routes:

Route 1: From Ha Hoa district, follow National Highway 70B to Tay Coc commune, Doan Hung district, then turn left onto National Highway 70 towards Yen Bai province and vice versa. Route 2: From Ha Hoa district to Ha Hoa Bridge, turn left onto National Highway 32C at interchange IC10, then follow the Noi Bai-Lao Cai Expressway to Yen Bai province and vice versa.

For vehicles traveling from Cam Khe to Yen Bai province (and vice versa), the following routes should be followed:

Route 1: Follow National Highway 32C across Ha Hoa Bridge, then follow National Highway 70B to Tay Coc Commune, Doan Hung District. National Highway 70 leads to Yen Bai Province and vice versa. Route 2: Follow National Highway 32C to interchange IC10, then follow the Noi Bai - Lao Cai Expressway to Yen Bai Province and vice versa.

For vehicles entering and exiting the IC.11 interchange on the Noi Bai - Lao Cai expressway to Ha Hoa and Yen Lap districts:

Route 1 (towards Ha Hoa District): At IC.10, turn left onto National Highway 32C to Ha Hoa Bridge, then turn right into Ha Hoa town and vice versa. Route 2 (towards Yen Lap District): At IC.10, turn left onto National Highway 32C, then onto National Highway 70B, turn left to Bang Gia and Vo Tranh communes (Ha Hoa District), My Lung and My Luong communes (Yen Lap District) and vice versa. At IC.10, turn right onto National Highway 32C to Cam Khe town, Cam Khe District, then onto Provincial Road 313 in Yen Lap District and vice versa.

The traffic diversion will be in effect from 9:30 AM on September 10, 2024, until the flooding subsides. Relevant agencies and units should disseminate this information to transport vehicles, organizations, and individuals to ensure convenient traffic flow.
