Parents are outraged because "their children signed for the money but only received notebooks."

On August 23rd, the Da Nang Department of Education and Training announced that regarding the incident where 654 outstanding 10th and 11th grade students in the 2022-2023 school year signed to receive a reward of 200,000 VND each but only received 20 notebooks at Thai Phien High School (Thanh Khe District), the Department of Education and Training has issued a conclusion responding to the complaints from teachers at Thai Phien High School about alleged misconduct by Principal Nguyen Ba Hao.

The Da Nang Department of Education and Training concluded that the school's practice of having students sign for reward money but then distributing notebooks was incorrect and requested the principal to rectify the situation.

Previously, on March 20th, the Da Nang Department of Education and Training received a petition and complaint from citizens regarding Mr. Nguyen Ba Hao, Principal of Thai Phien High School, who allegedly instructed 654 outstanding students in grades 10 and 11 for the 2022-2023 school year to sign for a reward of 200,000 VND each, but instead received 20 notebooks.

Parents and students alike argue that the market price of each notebook they receive is 6,000 VND, and if the total is less than 200,000 VND, parents want to receive the remaining amount after deducting the cost of the notebooks.

The principal of Thai Phien High School subsequently failed to provide a satisfactory answer, causing frustration among parents and students for a long time. Therefore, some homeroom teachers submitted a petition to higher authorities.

Subsequently, in response to a complaint from teachers in June 2024, the leaders of the Department of Education and Training concluded that Principal Nguyen Ba Hao's practice of having outstanding students sign for cash of 200,000 VND each, but only giving them notebooks as gifts, was not in accordance with the payment records.

Notably, after verifying the complaint, the Department of Education and Training discovered that the school did not conduct bidding through the national online bidding system (http://muasamcong.mpi.gov.vn). Mr. Nguyen Ba Hao directly decided and carried out the purchase of notebooks.

Therefore, the Department of Education and Training requires Mr. Hao to return the entire amount of 138.4 million VND to the students who signed for the money but only received notebooks. The Department also requires the Principal of Thai Phien High School to stop the practice of awarding prizes to students in the form of cash receipts followed by the discovery of physical objects.

Numerous violations by the principal have been discovered.

Furthermore, the Department of Education and Training stated that from the 100 million VND allocated as non-autonomous funding for purchasing assets, teaching equipment, and minor repairs to facilities, Mr. Hao spent over 96.9 million VND on painting the classroom blocks and fences. Significantly, verification revealed that the construction contract specified three coats of Nippon paint, but in reality, only one coat of Pluto paint was applied. "There was a lack of proposals from the department in charge of facilities; and a submission and report on the contractor selection plan were not included," the Department of Education and Training stated.

In addition, after verification, the Department of Education and Training discovered irregularities at Thai Phien High School regarding the failure to pay teachers for reviewing exam papers and participating in professional training.

Regarding the expenditure for performance-based bonuses for the "Outstanding Performance" award, the principal misused funds exceeding 31.2 million VND, contrary to regulations in the 2023 Internal Spending Regulations.

In December 2022, Mr. Hao also unilaterally issued an open letter publicly soliciting funding for the school's 60th anniversary celebration in September 2023. The fundraising campaign raised over 1 billion VND, but the school only accounted for over 300 million VND in its financial statements and reports, failing to include the remaining 750 million VND in the final accounts.

Thai Phien High School will celebrate its 60th anniversary in September 2023.

The Department of Education and Training determined that the school lacked many supporting documents in the payment files for various items related to the anniversary celebration, totaling over 340 million VND.

According to the conclusions of the Department of Education and Training's inspection, the accountant did not advise on the aforementioned expenditures. The treasurer disbursed the money based on the principal's approval and without proper disbursement vouchers for these items. Furthermore, of the over 300 million VND in expenditures from donated funds, more than 140 million VND was spent improperly.
