Therefore, we determined that studying and following Uncle Ho's teachings must begin with improving public service ethics, a sense of responsibility, and the exemplary conduct of cadres and Party members.”
The leaders of Muong Khoa commune stay close to the grassroots, understanding the thoughts and aspirations of the people.
Based on assigned areas and responsibilities, each member of the Standing Committee of the Party Committee and each member of the Executive Committee of the commune Party Committee closely monitors the grassroots, grasps the situation, and listens to the legitimate concerns and aspirations of the people in order to promptly advise the Party Committee on practical solutions. The effectiveness is clearly demonstrated in handling emerging situations at the grassroots level.
A typical example is the landslide caused by heavy rain and storms on May 18, 2026, in Nam Cung village, which completely destroyed the house of Mr. Chao A Lu's family. The commune leaders were present at the scene, directing the recovery efforts, working alongside the people and functional forces to move people and property to safety; at the same time, they reviewed households at risk, repaired roads damaged by the natural disaster, and helped people stabilize their lives as soon as possible.
The local authorities and forces of Muong Khoa commune are assisting the family of Mr. Chao A Lu in Nam Cung village to overcome the consequences of the natural disaster.
Comrade Hoang Van Huan - Chairman of the People's Committee of the commune shared: "Through specific situations such as natural disasters and unexpected tasks, the exemplary role and the spirit of taking responsibility of cadres and Party members are most clearly demonstrated. This is also a concrete measure of learning from and following Uncle Ho's teachings in the locality."
The Party Committee Secretary and the Chairman of the People's Committee of the commune also hold regular citizen consultations. This is an opportunity for the leaders to directly listen, engage in dialogue, and promptly address grievances from the grassroots level. Since implementing the two-tiered local government model, the Commune People's Council has organized 7 voter consultation sessions in all 15 villages, attracting more than 1,000 voters. Many opinions and suggestions from the people have been received and resolved promptly.
Muong Khoa commune has also implemented comprehensively, creating consensus among the people to participate in "Effective People Mobilization" models on rural road construction, village environmental sanitation, "Popular Education" and launched 5 models implementing Resolution 15-NQ/TU, dated December 22, 2023, of the Provincial Party Committee on eliminating outdated customs and practices and building a civilized lifestyle among ethnic minorities in 5 villages: Phieng Tam, Muong Khoa, Ho Ta, Ho Bon, and Hao Nghe.
A model village has been launched to promote civilized wedding practices in Phiêng Tâm hamlet (Mường Khoa commune).
With a spirit of "mutual support and compassion," officials, Party members, and the people of Muong Khoa commune have always actively participated in humanitarian and charitable activities, visiting and encouraging families of policy beneficiaries, meritorious individuals, and those in difficult circumstances. From the beginning of the year until now, the locality has organized visits, provided encouragement, and disbursed policy benefits to poor households, those in difficult circumstances, and families of policy beneficiaries with a total value of over 551 million VND.
To promote the study and emulation of President Ho Chi Minh's teachings, the Party Committee of the commune focused on directing and reforming working styles and methods; enhancing the responsibility of setting an example, improving work efficiency, and fostering a spirit and attitude of serving the people, ensuring that words are matched by actions among cadres and Party members. In the first six months of the year, administrative procedures received and processed by the commune were conducted in a transparent, rigorous, and compliant manner, with 99.8% of administrative procedure dossiers received online; the rate of timely and early resolution reached 99.8%.
In the coming period, the Party Committee of Muong Khoa commune will focus on linking the study and emulation of President Ho Chi Minh's teachings with the work of Party building and rectification, preventing ideological and political degradation, moral decay, and lifestyle deviations; and enhancing the exemplary responsibility of leaders. It will build a team of cadres and Party members who are truly pioneering and exemplary in public service ethics, whose words match their actions, who are close to the people, respect the people, and serve the people. At the same time, it will continue to select pressing and prominent issues at the grassroots level to focus on resolving definitively, using practical results as a measure of the effectiveness of studying and emulating President Ho Chi Minh's teachings.
