Developing service businesses in Phiêng Cằm

The mountainous commune of Phiêng Cằm was established by merging the communes of Phiêng Cằm and Chiềng Nơi. The commune is traversed by Provincial Road 113; the road connecting Chiềng Mai to Phiêng Cằm is currently under construction; and the commune has recently opened its central market. These favorable conditions allow the commune to develop trade and services, expand various business models, and contribute positively to the socio-economic development of the locality.

The center of Phiêng Cằm commune currently has a full range of shops, offering a wide variety of goods, operating in various forms of wholesale, retail, and agency sales; buyers and sellers are bustling. At the sewing and brocade shop of Ms. Sồng Thị Cở's family in Nong Tầu Thái village, many people come to place orders and buy goods. Ms. Cở said: Each month, she produces and sells more than 50 products of accessories and traditional Hmong clothing, such as shirts, skirts, belts, aprons, leg wraps, etc., serving customers in the commune and some neighboring villages of Phiêng Pằn commune. Her revenue is over 120 million VND per year.

Phiêng Cằm commune currently has 468 business households, mainly concentrated in the following areas: retail of consumer goods, food services, mechanical repair, trading of agricultural products and supplies. In addition, the commune has two companies specializing in stone quarrying and agricultural production. Mr. Dang Tien Dung, Chairman of the People's Committee of Phiêng Cằm commune, informed: To promote the development of trade and services, in January 2026, the commune organized a highland market; maintaining the highland market twice a month, with the desire to create a place for exchanging and buying goods, linking economic development with tourism development; connecting local products with the market. The commune mobilized agencies, organizations, and businesses inside and outside the commune to sponsor money and in-kind contributions to invest in the stage, internal roads, and access roads to the central market. Currently, the market has more than 50 stalls, divided into many areas selling agricultural products, valuable medicinal herbs, livestock, household goods, and food.

In addition, the commune actively promotes compliance with regulations on business practices and food safety and hygiene among business households. In coordination with relevant agencies and inter-agency inspection teams, they organize business households to sign commitments to comply with regulations on production, business, and processing; inspect product quality during peak periods; and strictly handle violations to protect consumer rights. They encourage cashless payments and leverage the role of 34 community digital transformation groups in guiding and supporting people in installing and using payment platforms and digital services. To date, over 78% of business households and small traders in Phiêng Cằm commune have adopted cashless payment methods.

As an agricultural commune, Phiêng Cằm actively promotes and encourages its people to develop and promote local agricultural products at fairs, showcasing distinctive, high-quality products favored by customers, such as sweet oranges, passion fruit, crunchy persimmons, and pickled persimmons. Particularly noteworthy is the commune's location at an altitude of nearly 1,000 meters above sea level, resulting in a cold climate, which has led to the long-standing cultivation of tea. Currently, the commune boasts nearly 30 hectares of Kim Tuyên, Bát Tiên, Oolong, and Taiwanese tea varieties, with an annual production exceeding 300 tons. Production and consumption are facilitated by Sơn La Tea Joint Stock Company. The entire cultivation area, from care and processing to harvesting dates, is strictly managed, ensuring product quality. Annually, the company processes 40 tons of finished tea, the majority of which is sold within the province.

Trade and services have made a positive contribution to local socio-economic development. Phiêng Cằm commune continues to invest in transportation infrastructure and develop trade; maintain the highland market, linking it with tourism development; continue to reorganize stalls and sections in a rational manner; strictly manage the origin and provenance of goods, prioritizing the development of distinctive products of the Phiêng Cằm highland region.
