
Attending the session were members of the Standing Committee of the Provincial Party Committee and the Provincial People's Committee; representatives of the Provincial Committee of the Vietnam Fatherland Front, the Propaganda and Mass Mobilization Department, the Provincial Party Committee's Internal Affairs Department, the Provincial Party Committee Office, the Provincial People's Council Committees; members of the Provincial People's Committee; leaders of relevant departments, agencies, and units; and leaders of communes and wards.

At the session, delegates listened to and commented on many important issues, focusing on assessing the implementation of the socio-economic development plan, ensuring national defense and security; the situation of local budget revenue and expenditure; the results of public investment disbursement in the first six months of the year; and key tasks and solutions for the last six months of 2026.

According to the report presented at the session, in the first six months of 2026, the province's socio-economic situation continued to maintain its development momentum; most socio-economic indicators showed a significant increase compared to the same period last year. Total local budget revenue reached VND 9,791.8 billion, equivalent to 90.7% of the provincial People's Council's projected target; state budget revenue in the province reached VND 1,011.3 billion, an increase of 26% compared to the same period last year.

Industrial production value reached VND 3,471.7 billion, an increase of 13.3%; total retail sales of goods and service revenue reached VND 5,823.2 billion, an increase of 12.9%; the province welcomed over 950,000 tourists, generating revenue of VND 858.2 billion. Investment attraction continued to yield positive results with 143 newly established businesses and 21 projects receiving investment approval with a total registered capital of VND 19,448 billion.

Also at the session, delegates contributed opinions on presentations and draft resolutions submitted to the Provincial People's Council related to the development of commercial agriculture and medicinal plants in the direction of a green economy; mechanisms and policies for agricultural extension; policies to attract and retain human resources; the list of land areas for bidding to select investors; regulations on the scope of the border belt; the arrangement and consolidation of villages, hamlets, and residential areas; and several other important issues.

During the session, delegates analyzed the achievements and pointed out the difficulties and limitations in implementing tasks in the first six months of the year, focusing on issues such as: the progress of disbursing public investment capital; revenue collection from land; the progress of implementing some non-budgetary investment projects; the progress of reforestation, vocational training for rural laborers, and the planning of some national tourist areas.

Based on that, delegates proposed numerous solutions to promote economic growth, accelerate the disbursement of public investment capital, improve the investment and business environment, enhance the quality of administrative reform, promote digital transformation, and comprehensively develop cultural and social fields.
Concluding the meeting, Comrade Ha Quang Trung - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - acknowledged the efforts and endeavors of the departments, agencies, and localities in achieving the results in the first six months of 2026. He requested the Department of Finance to incorporate all the opinions expressed at the meeting to finalize the report as required.

The provincial departments, agencies, and localities are requested to continue closely adhering to the set goals and tasks, reviewing the tasks, carefully assessing the causes and limitations to focus on implementing comprehensive solutions to promote economic growth, striving to achieve the GRDP growth target of approximately 10% in 2026; promoting the development of agriculture, industry, trade, services, and tourism; improving the effectiveness of attracting investment and supporting businesses in developing production and business; preparing the conditions for organizing the province's investment promotion conference in Hanoi; and working with investors to boost budget revenue…
The Chairman of the Provincial People's Committee also requested a focus on accelerating the disbursement of public investment capital and implementing key provincial projects; strengthening financial and budgetary management; promoting science and technology, digital transformation, and administrative reform; improving the quality of education, healthcare, vocational training, and job creation; ensuring national defense and security, maintaining national border sovereignty, and creating a solid foundation for successfully achieving the socio-economic development goals for 2026...
