In 2023, Dong Nai was assigned to select and call 2.804 citizens to enlist in military units. Thanks to the close cooperation under the motto "If you hire someone, you will be sure", more than 2,8 citizens have met the quality standards in all aspects, with absolute safety in training at the units.

Procedures for selecting and calling citizens to join the army such as: registration, citizen resource management; review criteria for enlistment; physical examination; public election; contract with the receiving units; pin the number of troops; issuing orders… is taken seriously. In particular, localities are interested in coordinating in recruiting and appointing Party members to officially enlist in the army. Typically, H. Thong Nhat was assigned to recruit 220 citizens to join the army this year, including 6 official party members (reaching the rate of 2,72%).
In particular, the case of the religious party member Ngo Xuan Diem (Party of Gia Tan commune 1) is a teacher with a stable income but still volunteered to join the army, performing the obligations of youth. An outstanding result in the recruitment and calling of citizens to enlist in the army in 2023 is that the percentage of young people who are recruited into the army with intermediate to university education accounts for nearly 20%. During the peak training season, receiving good news, all three brothers lost their fatigue and were enthusiastic about training. Minh Phat confided: “We are really reassured and very emotional when we hear this news. Now, my three brothers and I just focus on training and studying to get the best results, officially becoming Uncle Ho's soldiers on the occasion of the upcoming new soldier oath."
Before the day of military assignment, H.Xuan Loc continued to work and signed a cooperation agreement with a number of businesses in the area, creating favorable conditions for the workers of the enterprises to carry out NVQS. Lieutenant Colonel Le Ngoc Chanh, Politician of H.Xuan Loc Military Command, said that the district armed forces advised to organize this model from 2020 to present. Thereby creating jobs again with higher incomes for nearly 150 servicemen who completed NVQS.
There are also models of "House of gratitude for the army and people", "House of the rear", etc. for active-duty soldiers, young people preparing to join the army with difficulties in housing, which are effectively implemented in the following localities: Dinh Quan, Nhon Trach, Thong Nhat, Long Thanh. Effective implementation of this model has encouraged 100% of young people who have been recruited to join the army with peace of mind and initially grow up in military units.
