Prevent the emergence of "hot spots".
Recognizing the need to work "throughout Tet, through the night, across all areas," the Hanoi Police force mobilized 100% of its personnel and traffic police officers to maintain regular patrol and control activities, detecting, preventing, and strictly handling violations; while also combining this with propaganda, reminders, and raising public awareness of compliance with regulations on urban order and public order, contributing to preserving the aesthetics and civility of the capital city.

The forces are concentrated on ensuring security and order in central streets, areas where fireworks are set off on New Year's Eve, tourist spots, temples and pagodas, traditional festivals at the beginning of the year, and crowded areas. This allows for timely handling of violations, preventing negative impacts on the image of the capital and maintaining urban aesthetics.
Thanks to the coordinated implementation of professional measures combined with public awareness campaigns and reminders to citizens to comply with regulations on urban and public order, security and order were maintained, preventing the formation of "hot spots" or "bottlenecks" during the Tet holiday. The hundreds of violations penalized in the first few days of the year demonstrated the decisive and coordinated efforts of the authorities in maintaining urban discipline.
The application of technology, especially AI-integrated surveillance camera systems, has improved the efficiency of local management. In the three days from February 15th to 17th (corresponding to the 28th, 29th, and 1st day of the Lunar New Year), authorities recorded 347 cases of urban order violations through automated enforcement, including 91 cases detected by AI cameras and 256 cases reported by citizens and organizations.

Several districts recorded numerous violations, including Hoan Kiem, An Khanh, Ha Dong, Tu Liem, Hai Ba Trung, as well as Giang Vo, Hong Ha, Xuan Phuong, and Bach Mai. Prompt, public, and transparent handling of these cases not only enhances deterrence but also promotes the role of citizens in monitoring and maintaining urban order.
The effective utilization of the surveillance camera system, combined with receiving feedback from citizens, has contributed to enhancing proactive management of the area, ensuring quick, open, and transparent handling of issues; while also strengthening deterrence and general prevention.
In addition, the police in 126 communes and wards also fined 291 cases of violations during the first three days of the Lunar New Year, including 159 cases fined directly through patrol and control, and 132 cases fined through post-warning enforcement.
Facilitating people's spring excursions.
Alongside handling violations, the police force is focusing on solutions to serve the people. The police in the wards have advised local authorities to arrange 29 free parking areas in the fireworks display area and other early year festival locations, meeting the transportation and entertainment needs of residents and tourists.

In areas with high foot traffic during New Year's Eve celebrations, fireworks displays, and the first days of the new year, such as Hoan Kiem and Cua Nam wards, parking areas have been set up to meet the needs of residents and tourists. Simultaneously, task forces have intensified inspections and strictly dealt with illegal parking lots, resulting in the handling of four violations. This contributes to restoring order and protecting the legitimate rights of citizens during the Tet holiday.
With the sense of responsibility, courage, and dedication of police officers, the "Three Best" emulation movement has been clearly effective in maintaining peace and security in every street and residential area during the early days of spring.
In the coming days, the Hanoi City Police continue to urge the public to uphold their awareness of law enforcement, strictly comply with regulations on security and order, urban order, and public order, and proactively cooperate and promptly report violations, contributing to building a bright, green, clean, beautiful, civilized, and safe capital city.
