In 1935, when he heard that Comrade Phan Luu Thanh was released from prison, Comrade Tran Hao met and discussed working together. Although he was released, comrade Phan Luu Thanh was still closely monitored by the enemy, so he could not work together. Comrade Phan Luu Thanh promised to introduce Comrade Tran Hao to the Party Committee of the Middle States and to comrade Tran Hao the Charter of the Communist Party of Indochina.
