Socio -economic developments are positive.

Reporting at the meeting, representatives from the People's Committee of Phuc Son commune stated that in the first six months of 2026, the socio-economic situation in the area continued to maintain its development momentum. The total value of production at 2010 constant prices was estimated at 944.41 billion VND, an increase of 8.3% compared to the same period last year. The economic structure shifted in a positive direction, with trade, services, and tourism accounting for 44.6%; industry and construction accounting for 26.6%; and agriculture, forestry, and fisheries accounting for 28.8%. Average income was estimated at 76.8 million VND per person per year.
Agricultural production remained stable. The total area planted in the spring crop reached 1,961.86 hectares; specifically, the area planted with spring rice reached 1,614.9 hectares, with an estimated yield of 60.2 quintals/hectare. The commune ensured 100% of the area had sufficient water for planting and irrigation in the spring crop; at the same time, it strengthened the civil defense force, developed plans for responding to natural disasters, and intensified inspections and handling of violations related to dikes and irrigation.

In the field of construction investment, in 2026, Phuc Son commune will implement 33 ongoing projects and 50 new projects; the estimated disbursement of public investment capital by the end of June reached 175 billion VND. Regarding rural clean water, the commune aims for 100% of households to have access to clean water by the end of 2026; to date, the construction of an 87.7km transmission pipeline has been completed in 12 out of 40 villages.
Social welfare work continues to receive attention. Phuc Son commune has achieved the goal of eliminating poverty; currently, there are 174 near-poor households, accounting for 1.24%. Cultural, educational, and health care services for the people have been implemented comprehensively. The election of commune People's Council representatives for the 2026-2031 term was conducted in accordance with regulations, with 37,160 out of 37,163 voters participating, achieving a turnout rate of 99.99%.

Based on those results, the People's Committee of Phuc Son commune focused on resolving five key bottlenecks affecting the community: traffic safety; urban order and construction order; environmental sanitation; flooding; and food safety. The commune organized campaigns to clear violations of traffic corridors, beautify the urban area, sign commitments with business households, dredge canals, inspect food service establishments, and gradually restore order and discipline in local management.
Clarity in responding to the petition.

At the conference, the People's Committee of Phuc Son commune responded to many opinions and suggestions from voters directly related to people's lives. Regarding suggestions for repairing and upgrading schools, cultural centers, rural roads, canals, street lighting, local markets, temples, and regulating lakes, the People's Committee stated that many items have been included in the public investment plan for the 2026-2030 period. Based on the commune's budget allocation, the commune will implement these projects step by step, prioritizing essential projects that directly serve the lives of the people.
Regarding land-related issues, such as issuing land use right certificates, land allocated illegally, land for intra-provincial migration, land subdivision, land use conversion, and publicizing planning, the Commune People's Committee has assigned the Economic Department to review each specific file and guide people in supplementing any missing or problematic information. The commune also affirms that it will publicly disclose information on land use planning and plans at the Commune People's Committee headquarters, village cultural centers, and through other appropriate means so that people can be aware of, monitor, and implement them.

Regarding complaints about environmental pollution, livestock farms, waste, dead animal carcasses, construction quality, encroachment on cemetery land, and illegal construction on agricultural land, the People's Committee of the commune has assigned specialized agencies to coordinate with the commune police, the Commune Investment and Infrastructure Project Management Board, and other relevant units to conduct on-site inspections. If violations are found, a file will be prepared and processed according to regulations, ensuring transparency and proper authority.
Regarding administrative procedures, the People's Committee of the commune stated that since the implementation of the two-tiered local government model, the number of applications has increased, while the new system has experienced technical errors at times. To overcome this, the commune has added support staff at the Public Administrative Service Center on peak days; the Chairman of the People's Committee of the commune has delegated the authority to sign certifications to specialized civil servants. Currently, the processing of administrative procedures has become faster and more efficient, especially certification procedures, and the situation of people having to wait for many hours as before has basically disappeared.
Through voter outreach meetings, the People's Council representatives of Phuc Son commune continue to record and summarize issues of concern to voters to reflect at the session; at the same time, they strengthen supervision of the resolution of requests, contributing to improving the effectiveness and efficiency of local government operations.
