According to Nguyen Dinh Nguyen, Vice Chairman of the People's Committee and Head of the 197 Steering Committee of Phuc Son commune, in order to improve the effectiveness of urban beautification, ensure traffic safety and order, urban order, and environmental sanitation in the area, the 197 Steering Committee of the commune has developed a plan to clear violations of traffic corridors, encroachment on roads, sidewalks, awnings, and canopies; and to address bottlenecks that detract from urban aesthetics, cause traffic congestion, and pose potential traffic safety risks.
According to the plan, authorities will focus on handling cases of illegally erecting awnings and canopies; displaying goods for sale, stockpiling construction materials, installing advertising signs that encroach on sidewalks and roads; holding makeshift markets, and illegally using traffic safety corridors for business and goods storage on many key roads in the commune.
The campaign was launched on May 18th on routes such as Provincial Road 419, Provincial Road 429, the Day River dike crossing, the Tuy Lai - Dong Tam route, the Phuc Lam - Ha Duc route, etc., with the participation of police, military forces, specialized departments, mass organizations, urban environmental companies, and road management units.


The Steering Committee 197 of Phuc Son commune has prioritized propaganda and mobilization efforts. Since May 13th, the commune has continuously disseminated information through its public address system, mobile vehicles, and directly to each household to encourage voluntary dismantling of illegal structures, restoring unobstructed traffic lanes.
Observations along many roads in the commune show that, after a period of public awareness campaigns and persuasion, many households have proactively dismantled awnings, canopies, advertising signs, and other structures encroaching on sidewalks. For cases of deliberate non-compliance, the authorities are carrying out forced dismantling in accordance with regulations.

In the Thuong Lam area, authorities mobilized machinery and equipment to dismantle numerous illegal corrugated iron roofs and awnings that had existed for many years, restoring a clear and unobstructed road surface. At several locations where scrap and waste were being dumped and encroaching on the road, authorities organized the collection and transportation of waste and cleaned up the environment immediately after clearing them.
According to statistics from the Steering Committee 197 of Phuc Son commune, as of May 25th, the entire commune had dismantled 126 illegal advertising signs; dealt with 69 awnings and canopies; and cleared 103 illegal locations with a total area of over 1,236 square meters.
The leaders of Phuc Son commune affirmed that the removal of violations is not only aimed at re-establishing urban order and ensuring traffic safety, but also at gradually improving the efficiency of land management, building a civilized urban landscape, and creating a change in people's awareness of law compliance. The commune will maintain regular inspections and strictly handle cases of re-encroachment and new violations, preventing unsustainable handling and the recurrence of violations.
