It is a locality with a particularly important strategic position in terms of national defense and security, serving as a border region both on land and at sea, and also as a border economic and trade center. Therefore, this area also has the potential for complex security and order issues, as well as social vices.
Recognizing the specific characteristics of the locality and aiming to maintain political security, order, and social safety in the area, the Party Committee and government of Mong Cai 2 ward have focused on leading and directing the widespread implementation of the "All People Protect National Security" movement, mobilizing the active participation of a large number of people. The movement is closely linked to socio-economic development programs, the construction of a civilized urban area, sustainable poverty reduction, and the preservation of local cultural identity.
Activities to disseminate and educate the public on legal matters, and to encourage public participation in reporting crimes and maintaining security and order at the grassroots level have been actively implemented. In particular, localities have focused on coordinating with functional forces to strengthen propaganda on drug prevention and control, and to warn about some methods and tactics used by individuals to illegally buy, sell, and transport drugs; to disseminate the content of the Vietnam Border Guard Law, the National Border Law, and related sub-laws; and to publicize legal regulations on handling administrative and criminal violations, as well as the economic, environmental, and health impacts of smuggling and illegal transportation of goods and drugs across the border.
At the same time, the nationwide movement to protect national security is closely linked with socio-economic development programs, the construction of civilized urban areas, sustainable poverty reduction, and the preservation of cultural identity. This contributes to raising awareness and a sense of responsibility among the people in preventing and combating crime and social evils, and building a strong people's security posture.
Along with that, the Party Committee and the ward government have always focused on building and replicating good models and effective methods in the "All People Protect National Security" movement. Typical examples include: self-defense and self-management groups for maintaining security and order; mediation groups in all 18/18 neighborhoods; neighborhood solidarity groups; the Ka Long Secondary School model of saying "no" to allowing unqualified individuals to drive vehicles; and skillfully disseminating information and mobilizing people in the area to equip and use fire extinguishers at home...
Villages and residential areas also coordinated with the police force to organize propaganda on the Law on Drug Prevention and Control, the Law on Residence, the Law on Road Traffic Safety and Order, the Law on Fire Prevention and Control, the Law on Cybersecurity, the Law on Immigration, etc. In early September, the People's Committee of Mong Cai 2 Ward coordinated with the Fire Prevention and Rescue Police Department (Provincial Police) to organize a conference to disseminate information and provide training on fire prevention and rescue; encouraged the dismantling of iron cages and "tiger cages"; and implemented the creation of a second escape route for residential buildings in the area.
Earlier, in early August, the Mong Cai 2 Ward Police, in coordination with the Ward People's Committee, launched a high-intensity campaign to combat crime and ensure security and order, creating favorable conditions for the operation of the two-tiered local government model, ensuring absolute safety for the Party congresses at all levels leading up to the 14th National Congress of the Party, and activities commemorating the 80th anniversary of the August Revolution, National Day on September 2nd, and the 80th anniversary of the Traditional Day of the People's Public Security Force; they also successfully organized a conference for the police to listen to the opinions of the people in coordination with the Ward Fatherland Front; and collaborated with the Bac Son Border Guard Station to launch the model "Peaceful Ward/Commune - No Illegal Entry/Exit"...
The Mong Cai 2 Ward Police also intensified their efforts in gathering information, patrolling, controlling, and conducting administrative inspections in the area, especially regarding drug-related crimes. In the period immediately following the merger, the Mong Cai 2 Ward Police arrested and processed 12 cases involving 22 individuals for illegal drug trafficking, illegal possession, and organizing the illegal use of drugs; the case files and individuals have been handed over to higher authorities for processing according to regulations.
