Located in a mountainous area 20km west of Cam Khe district center, Phuong Vy commune has many advantages for developing agricultural and forestry economies . Over the years, along with effectively planting, protecting, and caring for forests, and transforming forests into large timber forests, the commune has directed the implementation of production support mechanisms, introducing many plant and animal varieties, especially high-yield hybrid rice and high-quality purebred rice, into production and developing commercial services, small-scale industries, and improving people's income.

Organizations, associations, and residents of Phuong Vy mobilized to plant trees, creating a green, clean, and beautiful environment.

For areas with low rice yields, farmers have converted them to aquaculture or linked production along the value chain. From 2021 to the present, the commune has successfully converted and directed people to plant over 15 hectares of AP1 green ramie, invested by An Phuoc Group, and simultaneously implemented a 1.3-hectare medicinal plant model by women's association members in Mo Se area, bringing economic value many times higher than rice or corn cultivation. On average, the commune plants 40 hectares of new forest each year, maintaining an area of ​​over 692 hectares of annual crops, including over 331 hectares of rice, 70% of which is high-yield hybrid rice varieties.

From primarily small-scale production, in recent years, the commune has oriented its production towards a concentrated, commodity-oriented approach linked to processing and product consumption. It encourages the expansion and development of production models that leverage local land and labor advantages, such as raising buffaloes, cows, pigs, free-range chickens, bees for honey, and snails on a medium to large scale, yielding high value. The commune's Phuoc Duyen fermented pork sausage has been recognized as a 3-star OCOP product and is focusing on developing and expanding its market.

Leveraging the advantages offered by inter-district and inter-regional transportation routes that are being invested in, renovated, upgraded, or newly constructed through the area, the commune focuses on developing small-scale industries, services, and trade; encouraging and creating favorable conditions for organizations, individuals, and households to invest in industries such as: mechanics, carpentry, wood peeling, garment making, etc. Currently, along with 3 garment companies located in the area, Phuong Vy has developed dozens of family-run garment businesses, creating jobs for nearly 500 workers with stable incomes ranging from 8 to 12 million VND per person per month.

By integrating funding from the National Target Program for New Rural Development, the Sustainable Poverty Reduction Program, and with the support of the people, from 2020 to the present, the commune has invested nearly 30 billion VND in building additional classrooms and auxiliary facilities for Phuong Vy 1 and Phuong Vy 2 Kindergarten and Primary Schools, and Phuong Vy Secondary School, meeting the needs of educational program reform and teaching and learning in the schools.

Recognizing that "transportation leads the way" as a prerequisite for local socio-economic development, along with effective propaganda and mobilization efforts to clear land for the renovation and upgrading of inter-commune and inter-district roads passing through the area, from 2020 to the present, the commune has prioritized resources and allocated over 40 billion VND to concrete key inter-district and inter-hamlet roads, contributing to bringing the percentage of solidified roads in the area to 84.1%.

Most recently, the Phuong Vy bridge across the Gianh stream has been rebuilt, not only breaking the "isolated" situation but also opening up more space and conditions for trade, economic development, and improving the income and living standards of people in the residential areas on the right bank of the Gianh stream.

Along with infrastructure development and support for production development, vocational training, job placement, and employment opportunities for the people have received special attention. Over the past three years, the commune's People's Committee and various organizations have coordinated to open 5 vocational training classes for 175 rural workers and 9 training courses for hundreds of workers in various fields. This has contributed to creating nearly 600 new jobs for the commune's workers, including 31 who have gone to work abroad.

On average, the number of poor households decreased by 1.8% each year, and the number of near-poor households decreased by 0.65%. By mid-2024, the poverty rate according to the multidimensional standard was 11%, and the near-poverty rate was 4.5%. People's incomes increased, reaching 43 million VND/person/year by the end of 2023, approaching the income target in the new rural development program.

Currently, Phuong Vy is urgently reassessing all indicators and criteria; preparing supporting documents for the 16 criteria already met and urgently completing the remaining 3 criteria, striving to complete all 19/19 criteria by the end of 2024.
