According to the latest information, after the reorganization, from the current 8 wards, Cau Giay district is expected to have 3 administrative units: Cau Giay, Nghia Do, and Yen Hoa.
Notably, the entire natural area and population of Mai Dich ward, currently in Cau Giay district, have been transferred to the Tu Liem and Phu Dien administrative units. A portion of Nghia Do ward's natural area and population has been transferred to the Tay Ho and Ngoc Ha administrative units; a portion of Trung Hoa ward's natural area and population has been transferred to the Thanh Xuan administrative unit; and a portion of Trung Hoa ward's natural area and population has been transferred to the Dai Mo administrative unit.
In Cau Giay ward , the majority of its natural area and population belong to the following wards: Dich Vong and Dich Vong Hau (Cau Giay); a portion of its natural area and population belongs to the following wards: Quan Hoa and Yen Hoa (Cau Giay); and My Dinh 1 and My Dinh 2 (Nam Tu Liem).
Administrative boundaries: To the East, it borders the Lang administrative unit (boundary follows the To Lich River); to the West, it borders the Tu Liem and Phu Dien administrative units (boundary follows Pham Hung Street and Pham Van Dong Street); to the South, it borders the Yen Hoa administrative unit (boundary follows the planned road - Duong Dinh Nghe Street); to the North, it borders the Nghia Do administrative unit (boundary follows Tran Quoc Hoan Street - Nguyen Phong Sac Street - Tran Dang Ninh Street - Chua Ha Street - Nguyen Van Huyen Street - Nguyen Khanh Toan Street).

Nghia Do Ward has most of the natural area and population of the following wards: Co Nhue 1 (Bac Tu Liem); Nghia Do, Nghia Tan, Quan Hoa (Cau Giay); and a portion of the natural area and population of the following wards: Xuan Tao (Bac Tu Liem); Xuan La (Tay Ho); Dich Vong, Dich Vong Hau, Mai Dich (Cau Giay).
The administrative boundaries are as follows: To the East, it borders the administrative units of Tay Ho, Ngoc Ha, and Giang Vo (the boundary follows the To Lich River - Vo Chi Cong Street); to the West, it borders the administrative unit of Phu Dien (the boundary follows Pham Van Dong Street); to the South, it borders the administrative unit of Cau Giay (the boundary follows Tran Quoc Hoan Street - Nguyen Phong Sac Street - Tran Dang Ninh Street - Chua Ha Street - Nguyen Van Huyen Street - Nguyen Khanh Toan Street); to the North, it borders the administrative unit of Xuan Dinh (the boundary follows the planned road - the Star Lake urban area ring road).
Yen Hoa Ward has most of the natural area and population of Yen Hoa and Trung Hoa wards (Cau Giay district); and a portion of the natural area and population of Nhan Chinh ward (Thanh Xuan district) and Me Tri ward (Nam Tu Liem district).
Administrative boundaries: To the east, it borders the Lang administrative unit (boundary runs along the To Lich River); to the west, it borders the Tu Liem and Dai Mo administrative units (boundary follows Pham Hung - Khuat Duy Tien road); to the south, it borders the Thanh Xuan administrative unit (boundary follows Le Van Luong road - Hoang Minh Giam road - Hoang Ngan street); to the north, it borders the Cau Giay administrative unit (boundary follows Duong Dinh Nghe road - planned traffic).
Flexibility in deployment
According to a reporter from Hanoi Moi Newspaper, in Quan Hoa, Mai Dich, Nghia Tan, and Nghia Do wards today (April 19), all information related to the city's administrative unit rearrangement plan has been disseminated in accordance with regulations to promptly spread the policies of the Central Government and the city, creating high consensus among the people.
Similarly, in Yen Hoa and Trung Hoa wards, representatives from the ward People's Committees explained the reasons for the new names of the wards; they also provided information on the plan for rearranging commune-level administrative units in Hanoi , and the administrative boundary map of the new wards after the rearrangement… so that the delegates could understand and widely disseminate this information to the people in the area.
During the implementation process, creative and flexible approaches emerged, while still ensuring accuracy. Leveraging the power of social media, the wards of Dich Vong and Yen Hoa quickly disseminated timely information about the city's policy in general, and Cau Giay district's policy in particular, regarding the reorganization of commune-level administrative units to residential areas through the Zalo channels of neighborhood groups and Party branches.
Mr. Tran Quang Dao, Head of the vote counting team for the public opinion survey at E2 apartment building, Yen Hoa ward, Cau Giay district, said that immediately after attending the conference to implement the public opinion survey on the rearrangement of commune-level administrative units in Cau Giay district this afternoon, the Management Board and the Management Committee of E2 apartment building received all the ballots and related documents. At 3:35 PM on the same day, they announced this information via Zalo so that residents could understand and promptly comply.
Mr. Tran Quang Dao further explained that, unlike other residential groups where the ballot distribution and counting process involves the group leader being the Party branch secretary or the head of the residential group, and group members being representatives of political and social organizations and reputable residents in the residential group, the E2 apartment building, the 30T1-30T2 apartment building, and the E block building are areas where the structure of residential group leaders, deputy leaders, and the Front Committee has not yet been established. Therefore, the implementation is different. The head of the building's management board and representatives of residents residing in the apartment building will undertake the task of gathering residents' opinions. The implementation process under this model has not encountered any difficulties or obstacles.
“Tonight, the E2 apartment building will distribute questionnaires to each household to solicit opinions on two matters: the proposed arrangement and the expected names of the new administrative units. The results of the public consultation will be finalized no later than 5 PM on April 21st,” Mr. Tran Quang Dao affirmed.
According to the plan, by April 19th at the latest, all wards in Cau Giay district must complete the establishment of public opinion gathering teams based on residential areas. By April 22nd at the latest, the People's Committees of the wards must compile and report the results of the public opinion gathering.
