Over the past period, the 12th Army Corps has digitized and archived administrative procedure records and results under its authority according to plan; it has chaired and coordinated with relevant agencies to guide and direct the 312th Division and Military Medical Institute 5 in developing electronic medical records and electronic health records; it has implemented the Document Management and Operation System for 100% of its second-level units; and the rate of sending and receiving electronic documents using personal digital signatures has reached over 98%.

Regularly review the positions and titles of staff at all levels; organize the selection and approval of technical and professional staff for training annually, achieving 100% of the target, ensuring strict adherence to regulations and high quality.

In addition, the 12th Army Corps effectively implemented common software applications; organized the pilot installation of the Command and Control Information System software version 2.0; and built and maintained the effective operation of the 12th Army Corps' electronic information portal.

Actively coordinate with the 86th Command to implement comprehensive and effective solutions to ensure information security on military computer networks; establish incident response teams, organize 24/7 monitoring and troubleshooting of network information security and cybersecurity incidents; strictly maintain a state of vigilance to closely monitor the situation in cyberspace.

Deploying network infrastructure at 100% of first- and second-level units; expanding the internal computer network, with connection to the military data transmission network; maintaining a secure television broadcasting system.

Concluding the inspection, Lieutenant General Le Huy Vinh commended and acknowledged the serious preparation of the 12th Army Corps, and also highly appreciated the members of the inspection team for working with a sense of responsibility and promptly conducting the inspection according to the set schedule.

Lieutenant General Le Huy Vinh assessed that the Party Committee and Command of the 12th Army Corps, as well as the Party committees and commanders of agencies and units, have led, directed, and comprehensively implemented all aspects of administrative reform and modernization; effectively promoted the role and effectiveness of the Steering Committees at all levels; the awareness and responsibility of leaders, commanders, officers, and staff of agencies and units have been significantly enhanced; and they have successfully completed the assigned targets and tasks, as well as the set goals and requirements, contributing to improving the effectiveness and efficiency of management, command, and operation at all levels within the entire Army Corps.

The Deputy Minister of National Defense requested that, building on the achievements already made, the 12th Army Corps should continue to pay more attention to administrative reform and modernization in accordance with Resolution No. 57-NQ/TW of the Politburo, considering this as one of the key political tasks to build a comprehensively strong, exemplary, and outstanding unit, thereby making the Army Corps a model unit and a pioneering unit in administrative reform and modernization within the Ministry of National Defense.

In addition, the 12th Army Corps needs to proactively review the tasks and targets regarding administrative reform and digital transformation in 2025 to include them in the implementation plan; actively and widely implement the "Digital Literacy Movement" according to practical conditions; and focus on ensuring information security and cybersecurity. At the same time, it should closely coordinate with relevant agencies of the Ministry of National Defense to continue implementing administrative reform and digital transformation.
