Strict management and improvement of the quality of basic construction.

From the beginning of 2026, investment and construction activities in Gia Lai province have been vibrant, with management being implemented decisively, gradually tightening discipline and improving the effectiveness of supervision. Each project and construction is evaluated according to criteria regarding the efficiency of capital use, benefits to the people, and responsibility to future generations.

In addition, the province always focuses on enhancing the role of leaders in taking responsibility for the efficient use of capital and the quality of projects; strengthening inspection, examination, and supervision to ensure that every dollar of public investment is used for the right purpose, on schedule, and with quality, yielding tangible results.

Establishing a foundation of discipline

The picture of infrastructure investment in Gia Lai province shows many positive aspects: Thousands of bidding packages with a total value of over 91 trillion VND have been implemented in accordance with regulations; bidding, capital allocation, and disbursement activities continue to improve in the direction of increasing transparency, reducing budget expenditures, and achieving savings rates of over 9.15% in contractor selection and 9.63% for designated bidding packages. The phasing of investment, decentralization, and delegation of authority have helped hundreds of component projects to be put into operation in a timely manner.

Notably, the application of technology and modernization of management is increasingly being promoted. Accordingly, 72 projects at the departmental and agency level and 251 projects at the commune and ward People's Committees have installed construction surveillance camera systems; hundreds of projects have increased warranty periods from 24 to 36 months, even up to 48 to 60 months, strengthening commitments to quality. Nguyen Truong Son, Director of the Gia Lai Provincial Department of Construction, shared: “Previously, when the warranty period was only according to regulations, the contractor's responsibility was vague. Now, with a warranty period of 36 to 48 months, contractors are forced to meticulously plan each stage of construction from the beginning, no longer accepting the idea that 'responsibility ends once the work is completed'."

The issues of land clearance and preparation of construction materials, which were the "bottlenecks," have been fundamentally resolved. The Provincial Department of Agriculture and Environment, in coordination with local authorities, has proactively granted licenses and increased the capacity of mines. For projects serving the North-South Expressway alone, 17 soil mines and 7 sand mines have been confirmed, ensuring a supply of tens of millions of cubic meters of materials. This work has been highly appreciated by the Prime Minister and central ministries and agencies.

However, in reality, the implementation of basic construction projects still faces many "bottlenecks" that need to be resolved definitively. As of March, the province's public investment disbursement only reached 8.76% of the 2026 plan. Hundreds of projects are still behind schedule, with shortcomings in documentation, acceptance procedures, and final settlement, causing delays and waste, especially in the context of increasingly tight national and public investment resources.

Comrade Nguyen Truong Son stated: "Many projects at the commune level, when preparing investment reports, still mention the necessity and forecast the effectiveness in a general way, without clarifying the funding sources, creating a risk of waste right from the start. This then makes subsequent steps reactive, prolonged, and prone to unexpected costs."

Proactive prevention, optimizing investment efficiency.

The Vice Chairman of the Gia Lai Provincial People's Committee, Nguyen Tu Cong Hoang, emphasized that preventing waste in construction investment is no longer solely the responsibility of the construction industry or the investor, but the responsibility of the entire political system and every relevant organization and individual. With the spirit of "correctly identifying, genuinely addressing, decisively handling, without forbidden zones, without exceptions, and without favoritism," Gia Lai is gradually building a comprehensive and integrated set of solutions.

Before approval, each project must clearly state its necessity, funding sources, objectives, and effectiveness. If these conditions are not met, the project will not be submitted for approval. The survey and design phase requires the selection of consultants with genuine capabilities, and a contract clearly outlining responsibilities with strong penalties. Any errors in data or documentation must be thoroughly reviewed and verified.

In 2026, Gia Lai province's total public investment plan reached 13,182 billion VND, presented transparently and clearly phased according to each project and item. The province requires departments, agencies, and localities to develop strict capital allocation plans for each item, closely monitoring disbursement progress on a quarterly and monthly basis. For any packages showing signs of delays, the responsibility of the investor and contractor must be determined, avoiding the situation of accumulating payments and final settlements at the end of the year, which puts pressure on management and risks superficial acceptance and handover.

The Provincial People's Committee and the Department of Agriculture and Environment have proactively reviewed and confirmed the material supply capacity for each project at each stage, preventing situations where material shortages are only discovered after construction has begun. Recently, 36 permits for soil exploitation with a reserve of 11.3 million of material have been granted to serve key projects and works using provincial budget funds.

Furthermore, the province requires the entire political system, investors, and officials to prioritize transparency, accountability, and efficiency as the foundation for development. Any investor who completely outsources project documentation, any supervisory unit that lacks responsibility, or any contractor that is behind schedule or produces substandard work will be severely punished. The province has tightened monitoring mechanisms, publicly disclosing the list of contractors and units that violate regulations, and using performance results as the basis for evaluating and rewarding achievements.

Director of the Department of Agriculture and Environment, Cao Thanh Thuong, shared that although proactive measures have been taken to remove many bottlenecks related to materials and land clearance, illegal material exploitation, violations of environmental protection regulations by contractors, and transportation issues still persist. Notably, the province is promoting the application of science and technology such as surveillance cameras, GIS data, and remote sensing imagery to monitor resources and reduce losses. At the same time, to ensure the quality and long-term efficiency of exploitation, the province is strengthening the assessment of the current state, inspection, maintenance, and regular upkeep, avoiding the situation where repairs are only made after deterioration occurs. Warranty responsibilities are being tightened, linked to contractual sanctions and secured by assets.

The Standing Vice Chairman of the Gia Lai Provincial People's Committee, Nguyen Tuan Thanh, emphasized: “The entire province has reviewed the list of projects, compiled a list of projects at risk of waste, and thoroughly rectified and addressed them. Any acts causing losses or negligence must be dealt with decisively. In addition, we will continue to promote innovation and digital transformation, standardize management processes, and provide in-depth training for commune-level officials... so that each investment and construction project is truly a quality and effective project, implemented correctly and worth every penny of the State and the people's capital.”
