Strictly manage and control the quality of E10 bioethanol fuel.

On the afternoon of June 3rd, in Hanoi, the Government Office held its regular press conference, chaired by Minister and Head of the Government Office Dang Xuan Phong. At the press conference, leaders of ministries and agencies answered questions from journalists regarding issues of great public interest.

Efforts to control the quality of E10 gasoline.

Regarding the issue of E10 gasoline quality control, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan stated that there are two issues that need special attention concerning the quality control of biofuel gasoline.

Firstly , there is the issue of product quality. Biofuels must fully comply with the standards and regulations issued by the Ministry of Science and Technology . This is a mandatory requirement, and it is necessary to prevent improper blending according to technical standards and regulations.

Secondly , inspection and control are crucial. This is done at all stages, from production, mixing, transportation, distribution, and circulation to the retail system. All stages before the product reaches the consumer must be strictly inspected and monitored. Consumers should also provide feedback and evaluations to support inspection and control efforts.

For businesses directly involved in the production, blending, transportation, trading, and retail of biofuels, the responsibility for quality control and inspection is clearly stipulated in the laws on petroleum trading as well as laws related to standards, measurement, and product quality.

From the perspective of state management agencies, the responsibility for inspection and supervision is carried out regularly through functional forces. For the Ministry of Industry and Trade , the core force is the Market Management Department. At the local level, there are local market management forces, along with coordination from the police, the Department of Science and Technology, the Department of Industry and Trade, and other relevant functional forces to conduct inspections, controls, and supervision of the quality of biofuels.

The Deputy Minister emphasized that inspections are carried out in various forms, including planned and unscheduled inspections. The Ministry of Industry and Trade is currently developing an inspection plan as directed by the Minister at briefing meetings. The list of inspection targets has not been published to ensure the element of surprise and effectiveness of the inspections. This inspection and control is not a new practice. Since 2018, when E5 bioethanol was introduced to the market, inspections have been conducted regularly and continuously, and will continue to be maintained to ensure the quality of bioethanol meets standards.

Regarding violations, current laws clearly stipulate the authority, scope, extent, and forms of handling, including administrative penalties, suspension of operations, and other measures depending on the specific severity of the violation.

Regarding consumer protection, the National Assembly has enacted the Law on Consumer Protection, which clearly stipulates the rights, obligations, and responsibilities of relevant parties to best protect consumers. The Ministry of Industry and Trade adheres to the principle that the transition to using biofuels must aim for the greatest benefit to the people and consumers. Consumer rights are always placed at the center of the policy development and implementation process.

To protect consumers, one of the key solutions is to receive feedback and complaints related to the production and business of biofuels.

First, ministries, government agencies, petroleum businesses, and manufacturers of vehicles, engines, and equipment using biofuels need to strengthen the provision of information, respond to feedback and suggestions, and provide technical advice to consumers, because not everyone is familiar with the relevant technical issues.

The Ministry of Industry and Trade is also developing handbooks and Q&A sets to explain, guide, and answer people's questions. The Ministry acknowledges the active support of press and media agencies in disseminating information about biofuels. The Q&A sets are still being finalized based on continued feedback and input from relevant parties. In addition, information channels will be diversified, including the establishment of an automated hotline to receive, answer questions, and provide objective information to the public.

The Ministry of Industry and Trade has also requested car manufacturers and engine producers to review and reassess the compatibility of their vehicles with biofuels. Several car manufacturers have already published the results of this assessment. Simultaneously, businesses need to continue guiding users, preparing maintenance and repair facilities, and anticipating potential technical issues. To date, no significant technical incidents related to the use of biofuels have been recorded.

Coordinating with independent experts to advise, guide, and address professional issues has also been identified as an important task. The Ministry of Industry and Trade has and will continue to invite scientists to participate in order to ensure that the information provided to the public is objective and accurate.

According to consumer protection laws, regulatory agencies must have channels for receiving feedback and suggestions from the public. The Ministry of Industry and Trade and the Ministry of Natural Resources and Environment have maintained these channels for a long time. Regarding new issues related to E5 and E10 bioethanol, the procedures for receiving and processing feedback are being continuously improved in accordance with legal regulations.

The Ministry of Industry and Trade also requested that localities actively participate, leveraging the role of consumer rights protection associations, technical associations, and scientific organizations related to internal combustion engines to receive information, answer questions, and provide advice to the public. Another important aspect is ensuring sufficient supply of biofuels to the market. This is a shared responsibility of the Ministry of Industry and Trade, other ministries, sectors, localities, and relevant businesses. The Ministry of Industry and Trade affirmed that it will ensure a sufficient supply of E5 and E10 gasoline to meet consumer demand.

With the above-mentioned comprehensive solutions, the Ministry of Industry and Trade, along with relevant ministries and agencies, will continue to strengthen quality control and protect consumer rights at the highest level throughout the entire process of production, blending, distribution, and consumption of biofuels.

The Ministry of Industry and Trade also acknowledges and thanks the press and media agencies for their cooperation in disseminating the Party and State's policies and guidelines, contributing to resolving issues related to citizens and consumers. The Ministry hopes to continue receiving their cooperation in the future to effectively implement the policy of developing E5 and E10 bioethanol fuels, as well as promoting the energy transition towards a green direction and protecting the environment.

Actively combat, prevent, and handle acts of infringement of intellectual property rights.

Regarding the Prime Minister's Directive 38/CD-TTg on focusing on decisively implementing solutions to combat, prevent, and handle acts of intellectual property infringement, Major General Nguyen Quoc Toan, Chief of Office and Spokesperson of the Ministry of Public Security, stated that detecting, combating, and handling violations of intellectual property rights is a regular task of the police force.

In conjunction with Prime Minister's Directive No. 38, the Minister of Public Security also issued Directive No. 38, ordering a nationwide intensive campaign to focus on combating, detecting, and strictly handling violations and infringements of intellectual property rights. This campaign is scheduled to last for three months, and nearly a month has passed since its implementation. Results focused on three key tasks, as evidenced by the achievements after one month of the campaign:

Firstly, police forces at all three levels have been working to improve legislation to strengthen the fight against intellectual property rights violations. We consider this a fundamental and strategic solution, improving the law in two directions: Firstly, reviewing and anticipating violations, with a predictive approach. Secondly, strengthening penalties to increase deterrence. In this regard, the Ministry of Public Security is coordinating with the Ministry of Justice to develop two documents related to the Law on Handling Administrative Violations and amendments to the Criminal Code, based on this principle.

Secondly, implement measures to detect and strictly handle violations in the field of intellectual property, and identify this as a comprehensive and long-term solution. Focus on related acts, especially those related to copyright and violations of industrial property rights.

The past month-long intensive campaign has yielded three major results: Firstly, a coordinated review of telecommunications service providers to block websites infringing intellectual property rights. Over the past month, investigations have targeted 194 such websites, including 8 movie streaming sites, 27 online stores selling goods that violate industrial property rights, and 159 online live football streaming sites that infringe intellectual property rights. Secondly, coordinated efforts by various forces in inspecting, detecting, and combating violations have resulted in the prosecution of 56 cases involving 98 defendants for crimes related to copyright infringement, industrial property infringement, and the production and sale of counterfeit goods. Thirdly, increased administrative penalties have been imposed on violators. As a result of the recent nearly one-month crackdown, approximately 216 individuals have been fined, with a total fine amount exceeding 850 million VND.

Thirdly, we will coordinate and improve public awareness campaigns, and we consider this a regular task. These campaigns will focus on identifying signs of counterfeit goods and intellectual property infringement; and encouraging citizens to report signs of crime and violations of the law through ongoing investigations and enforcement efforts.

Regarding this matter, the Ministry of Public Security also requests that businesses and citizens comply with legal regulations and participate in combating violations. This not only protects their own rights but also contributes to establishing a disciplined and orderly social environment, a transparent and healthy business environment, and a safe cyberspace.

Regarding the use of AI to create fake images and voices for fraudulent purposes, Major General Nguyen Quoc Toan stated that technology is developing incredibly rapidly, bringing unprecedented opportunities and benefits. However, this also comes with challenges. This is a global issue because cyberspace is borderless. This behavior is a recurring problem; wherever there is active cyberspace, there will be exploitation to violate the law. Cyberspace is becoming an environment and a means for illegal activities. The Ministry of Public Security has proactively identified this issue early on and has implemented decisive prevention and combat measures through four groups of solutions.

Firstly, attention should be paid to perfecting the legal system. Mr. Toan considers this a very important factor, including regulations for handling behaviors occurring in the digital space and digital environment. “Recently, we have developed the Law on Personal Data Protection and the amended Law on Cybersecurity. Along with that, there is a draft Decree on Administrative Sanctions for Violations in the field of cybersecurity and personal data protection. This includes many regulations for handling acts of exploiting AI and deepfake technology to create false information,” according to Major General Nguyen Quoc Toan. The Ministry of Public Security is also coordinating with relevant agencies to develop and advise on the implementation of the Law on Artificial Intelligence. This law has been passed by the National Assembly. It clearly prohibits activities that exploit AI to deceive or manipulate human perception; and prohibits the collection and use of data in violation of the law. This content will need to be addressed regularly.

Secondly, we need to strengthen AI governance solutions. This includes controlling algorithms and labeling AI content. This requires close coordination between state management agencies and technology companies. Along with that, we need to specifically identify users on social media to prevent and trace violations; and we must implement governance measures to build a safe and healthy online environment.

Thirdly, the Ministry of Public Security will focus on measures to vigorously combat and handle cybercrime and high-tech crime. This includes strictly punishing the buying, selling, and leakage of information. Currently, relevant agencies are working diligently on this matter.

Fourth, strengthen international cooperation in the fields of cybersecurity, combating cybercrime, and protecting data. In particular, promote the Hanoi Convention.

The Ministry of Public Security will strengthen bilateral and multilateral cooperation, especially with neighboring countries, in detecting, combating, and thoroughly addressing all types of cybercrime. The mentality that committing crimes abroad is safe must be eliminated. Recently, the Ministry of Public Security's coordinated operations and investigations with neighboring countries have enhanced deterrence.

The Chief of Staff and Spokesperson of the Ministry of Public Security stated that two conditions are necessary to carry out these acts. The necessary condition is that the perpetrators have access to the online environment, using technology to carry out their crimes, conceal their identities, and manipulate the victim's psychology. The sufficient condition is that the perpetrators must target the victim with three psychological manipulations: fear, emotions, and greed. Every citizen needs to equip themselves with skills and be vigilant when participating in online spaces. When noticing unusual signs, they should investigate and contact the police.
