After merging the three communes of Dinh Hoa, Thoi Quan, Thuy Lieu, Dinh Hoa commune has become a locality with a large number of ethnic minorities, with over 51% of households. Up to now, the rural appearance of the commune has been increasingly renewed, the quality of life of ethnic minorities has improved, children are cared for, have conditions to study, play, entertain, and ensure basic rights.

In order to practically care for children in areas with a large number of ethnic minorities, Dinh Hoa commune has effectively implemented the Party's guidelines and the State's policies and laws on children. At the same time, the commune has effectively built and maintained activities and models related to child protection, care and education. Propaganda work combined with equipping knowledge and skills on child protection has been identified by the commune as a key solution in implementing child protection work to raise awareness and responsibility of departments, branches, organizations and communities to join hands in protecting, caring for and educating children. The content and form of propaganda are diversified and integrated into people's meetings and activities of branches and associations.

Every year, the commune issues directive documents on strengthening child care and protection; preventing abuse and violence; preventing drowning in children; implementing action plans for each stage and each event such as the month of action for children, International Children's Day, and Mid-Autumn Festival. The effective implementation of policies, programs, and activities contributes to bringing policies and laws on children into life, promptly resolving issues related to children in the area, and enhancing the role of local Party committees and authorities in implementing children's work. Children's rights in general and children's participation rights in particular are seriously and effectively implemented by the commune.

Children's rights are well implemented by all levels and sectors. 100% of children of the prescribed age are granted free health insurance cards, fully vaccinated, and health care consultation contributes to reducing the rate of malnourished children every year.

Up to now, the child protection network in the commune has been basically formed and is increasingly developing. Associations and unions have implemented many models of child protection, care and education. Typical examples include the "Godmother" model of the Commune Women's Union, which maintains support and helps children in special circumstances; the Commune Union organizes many useful activities and playgrounds to educate life skills for children, promptly supports children in difficult circumstances, and helps them go to school. In recent years, the commune has maintained the implementation of the model of a club to prevent and combat child marriage and incestuous marriage to raise awareness of the harmful effects and consequences of child marriage and incestuous marriage, contributing positively to child protection work.

Every year, the commune gives many gifts and scholarships on holidays, International Children's Day, and Mid-Autumn Festival to children in difficult circumstances. Danh Yen Nhi, 12 years old, living in Dinh Hoa commune, shared: "Over the years, I have received scholarships, bicycles, and books from my aunts and uncles so that I can go to school. The care and attention of the local government is the motivation for me to constantly strive to study, practice ethics, become a good citizen in the future, and contribute to building a more beautiful homeland."

The quality of education and training in the commune has been constantly improved, the work of universalizing primary education at the right age, combating illiteracy, universalizing lower secondary education, and universalizing preschool education for 5-year-old children has been maintained. The scale and network of schools and classes continue to be invested in and built quite synchronously, teaching and learning equipment has been enhanced, creating good learning conditions for children. Every year, the commune mobilizes children from 3 to 5 years old to kindergarten, reaching over 74%. Along with imparting cultural knowledge, schools in the area pay attention to training and guiding skills in handling situations, how to recognize dangers to protect oneself, prevent social evils, child abuse, fire prevention, fire fighting, and drowning prevention.

According to Chairman of the People's Committee of Dinh Hoa Commune, Ngo Thanh Hung, thanks to the synchronous implementation of solutions, children's work has achieved positive results, children are cared for and cared for through many practical activities, living in a safe and healthy environment. From 2019 to now, there have been no cases of children being abused, abused, or homeless in the commune.
