Poverty reduction is practical for promoting human rights

Solving social problems and taking care of people's lives is a priority for the Party and State, and it also pays attention to human rights in the most practical way.

In 1993, poor households in our country accounted for 58,1%, by 2015 it was 9,88% and by 2023 poor households according to the multidimensional poverty standard were only 2,93%. Vietnam has become one of the world's models for achievements in hunger eradication and poverty reduction.

The United Nations Development Program (UNDP) Representative Office in Vietnam assesses that Vietnam is in the top group of three groups of countries in the world with the fastest progress in implementing sustainable development goals and is one of the countries with the best progress in implementing global goals in Asia.

Currently, Vietnam is one of the first 30 countries in the world and the first country in Asia to apply a multidimensional poverty standard.

According to the global Multidimensional Poverty Index (MPI) report published by the United Nations Development Program (UNDP) and the Poverty Eradication and Human Development Initiative (OPHI) at Oxford University on July 15, 7 , Vietnam is one of 2023 countries that has reduced the MPI index by half within 25 years.

Multidimensional poverty is a condition in which people do not have the basic needs of life met at a minimum level. Multidimensional poverty is a new approach to limit the omission of people who are not poor in income but are poor in other aspects.

The multidimensional poverty line includes 2 criteria: Income criteria and Basic social service deficiency criteria (6 dimensions) which are employment - health - education - housing - running water and sanitation. birth – information.

2022 is the first time Vietnam fully and comprehensively applies the multidimensional poverty standard.

According to Mr. To Duc, Chief of the National Poverty Reduction Office (Ministry of Labor, War Invalids and Social Affairs), this is also the first time our country has determined the income standard as the minimum living standard of people calculated on average. water: rural areas are 1,5 million VND/month and urban areas are 2 million VND/month.

There are not many countries in the world that can apply income standards according to minimum living standards. This is a step that the Vietnamese Government has made great efforts to implement in developing poverty reduction policies.

In the period 2021 - 2025, the policy mechanisms on poverty reduction will change greatly compared to the previous period, that is, poverty reduction must first be substantive.

Multidimensional poverty reduction focuses on addressing the dimensions of poverty of the poor, including income deficit and 6 dimensions of basic social services as prescribed by Decree 07/2021/ND-CP of the Government.

The Resolution of the 1th Party Congress set the goal: "Reduce the number of multidimensional poor households from 1,5 to XNUMX% annually".

Supporting vulnerable people is also protecting human rights

Ethnic minorities and households living in mountainous areas are weaker subjects in society due to factors such as natural conditions, customs, production level... Therefore, the Party, Our state has had many specific policies to improve people's lives and bring the upstream region to gradually catch up with the lowlands.

According to the report of the Committee for Ethnic Minorities, currently in our country there are 188 policies in ethnic minority and mountainous areas, including the Sedentary Cultivation Program, Programs 134, 135, and programs under Resolution 30a… Notably, the Government has implemented the National Target Program for sustainable poverty reduction (period 2012 - 2015 and period 2016 - 2020) with the aim of increasing income, reducing poverty rate and increasing access to Access to basic services for ethnic minority groups.

In 2023, the number of poor households among ethnic minorities will be about 17,82%, down 3,2% compared to 2022.

Localities with many ethnic minorities achieving a rapid reduction in poverty rate in 2023 are An Giang down 11,3%, Quang Nam down 10,4%, Quang Tri down 6,73%, Ha Giang down 5,96%, 5,25%, Yen Bai decreased 5,2%, Lao Cai decreased 4,21%, Gia Lai decreased 4,04%, Kon Tum decreased 4%, Cao Bang decreased more than XNUMX%...

Some ethnic minority localities have high GRDP growth rates: Bac Giang reached 13,45%, Hau Giang 12,27%, Ninh Thuan 9,4%, Phu Yen 9,16%, Binh Phuoc 8,34, 8,25%, Tra Vinh 7%. The provinces of Tuyen Quang, Kon Tum, Nghe An, Quang Binh, Phu Tho, and Dien Bien all achieved an increase of over XNUMX%, higher than the national average.

Aiming to reduce poverty quickly and sustainably in the most difficult areas, the Prime Minister has approved the National Target Program for socio-economic development in ethnic minority and mountainous areas for the period of 2021. – 2030, phase I from 2021 – 2025.

In phase I, the Government strives to reduce the rate of poor households among ethnic minorities by over 3% each year; Strive to get 50% of communes and villages out of extremely difficult areas.

Supporting disadvantaged groups and shortening the difference in life between people in ethnic minority and mountainous areas and the national average is also a way to substantively protect human rights.
