According to information from the Department of Agriculture and Rural Development, despite the efforts of relevant levels, sectors, and units, the number of fishing vessels with "three no's" (no registration, no inspection, and no fishing license) in the province remains high. As of July 2024, the province still has 378 fishing vessels with three no's, ranging in length from 6 meters to less than 15 meters.

It is known that there are currently 2,280 fishing vessels in the province with a total capacity of 137,915.6 horsepower. To effectively manage the number of fishing vessels, relevant levels, sectors, and units have implemented many solutions in recent times. The Provincial People's Committee has directed the People's Committees of coastal districts and Con Co island district to strengthen the management of fishing vessels in their localities, preventing the emergence of newly built, modified, or purchased fishing vessels from other provinces without the approval of the Department of Agriculture and Rural Development.

The number of unregistered and uninspected fishing vessels in the area has been specifically compiled and published. The Provincial People's Committee directs relevant departments, localities, and units to guide owners of unregistered fishing vessels to prepare the necessary documents and complete the registration procedures in accordance with regulations. However, observations indicate that the number of fishing vessels lacking proper registration, inspection, and fishing licenses remains high in the area. According to statistics, the province has 21 fishing vessels with a length of 12 meters or more, and 357 fishing vessels with a length from 6 meters to less than 12 meters that are not registered, inspected, or licensed for fishing.

These fishing vessels are concentrated in the districts of Gio Linh (162), Trieu Phong (93), Vinh Linh (63), Hai Lang (31), and Con Co island district (8). The majority of these "three-no" vessels (no fishing nets, no traps, no fishing gear) engage in gillnet fishing, squid trawling, snail trawling, and other similar fishing methods.

In addition to the above situation, there are still two fishing vessels in the area that have not yet installed vessel tracking devices as required. The situation where fishing vessels have installed vessel tracking devices but experience prolonged periods of connection loss still occurs.

Some fishing vessels with a maximum length of 15 meters or more did not dock at designated fishing ports to unload seafood. In some cases, fishing vessels failed to comply with inspections and controls by competent authorities.

Reportedly, from October 2023 to July 2024, inspectors from the Department of Agriculture and Rural Development coordinated with other forces to conduct 27 patrol and inspection trips. Through inspecting 102 vessels, the team issued fines for 38 violations totaling over 325 million VND.
