Quang Tri aims for new energy transition and green growth.

Implementing the National Strategy and National Action Plan on Green Growth for the period 2021-2030, Quang Tri province has integrated green growth objectives into its five-year and annual socio-economic development plans. The focus is on restructuring the economy in conjunction with innovating the growth model, reducing greenhouse gas emission intensity through the exploitation and use of energy resources, with particular priority given to the renewable energy sector.

By the end of 2024, the province had 20 wind power plants, 3 solar power plants, 10 hydropower plants, and 151 rooftop solar power systems with a total commercial generating capacity of 1,119.5 MW, an increase of more than 2.5 times compared to 2020, with renewable energy projects accounting for the majority of the province's total generating capacity.

In addition, there are 11 wind power projects with a capacity of 424 MW, 7 hydropower projects with a total capacity of 93 MW, 1 coal-fired thermal power project of 1,320 MW, and 2 gas-fired power projects with a total capacity of 1,840 MW that have had their planning approved, investment policies granted, and are currently under construction.

These results show that Quang Tri province is focusing on developing the renewable energy sector, contributing to achieving the goal of net zero emissions by 2050 with the main objectives of developing a harmonious energy sector with synchronized infrastructure and development goals, ensuring equity in energy transition, and national energy security.

Developing renewable energy industries, storing and utilizing CO2, promoting the production of green hydrogen, green ammonia, etc. Strengthening the implementation of energy-saving and efficient energy use solutions and promoting the transition to clean energy in the industrial, agricultural , service, commercial, and residential sectors.

Encourage the development of biomass power generation, electricity produced from waste and solid waste to utilize agricultural and forestry by-products, wood processing, promote reforestation and environmental remediation, combined with the development of a renewable energy credit market. Encourage the use of electricity produced from clean energy sources; develop unlimited rooftop solar power on office buildings and residential houses in a self-sufficient, self-consumption manner.

According to Ha Sy Dong, Acting Chairman of the Quang Tri Provincial People's Committee, the hydrogen industry and market (green fuel) are projected to develop rapidly after 2025. To capitalize on this development, the Quang Tri Provincial People's Committee has directed the inclusion of green fuel development orientations into the provincial planning for the period 2021-2030, with a vision to 2050; and is conducting research, identifying investment locations, and implementing projects to produce hydrogen and ammonia from renewable energy sources with a capacity exceeding 120,000 tons per year.

Currently, Quang Tri province has received a proposal from O-Door Engineering and Construction Co., Ltd. and its joint venture partner regarding the establishment of a High-Tech Research and Training Center for Renewable Energy (including green hydrogen) in the locality.

Based on the results of field surveys and site selection for investment, O-Door Engineering and Construction Co., Ltd. and its joint venture partner propose that Quang Tri province approve the principle of allowing the company to develop an investment proposal for an energy conversion project on a suitable plot of land within the Southeast Quang Tri Economic Zone.

Regarding the idea of ​​establishing a High-Tech Research and Training Center for Renewable Energy, as well as the plan to train high-quality human resources to manage, operate, maintain, and service energy projects within and outside the province, this is a new direction, suitable for the current stage of renewable energy development. Therefore, Quang Tri province will create the best possible conditions for the project to be implemented soon, in accordance with the potential, conditions, planning, and scientific and practical basis of the coastal area of ​​Quang Tri province.

It must be acknowledged that the development of renewable energy sources in recent years has created jobs for people, improved livelihoods, and made a significant contribution to local budgets. However, the rapid development of renewable energy projects, along with the very large capacity of renewable energy power plants connected to the regional grid, leads to the risk of increased transmission capacity on the grid, causing overload of the regional power grid system and potential transmission grid failures. This poses significant challenges in ensuring the safe and stable operation of the power system for the electricity sector.

Therefore, upgrading and building infrastructure for electricity production, transmission, storage, distribution, and operation capable of integrating large-scale renewable energy sources is an urgent requirement. Thus, the Quang Tri 500 kV Substation Project and the Quang Tri - Vung Ang - Da Nang connecting road are crucial and urgent projects, enhancing the capacity evacuation of renewable energy sources in Quang Tri province in particular and other localities in general, transmitting an additional capacity of approximately 900 MVA to the national power grid.

Therefore, after the Quang Tri 500 kV Substation comes into operation, it will contribute to reducing power losses, ensuring electricity supply for the region in the coming period, and will also have significant importance in the commercial operation of the national power system. In addition, Quang Tri province has approved the investment policy and the investor for the Lao Bao (Huong Hoa) 500 kV Substation and connecting 220 kV transmission line projects; and the Quang Tri 2 500 kV Switching Station and connecting 500 kV transmission lines.

Currently, geological and topographical surveys have been completed. EVN is decisively directing consulting units to prepare feasibility studies and specialized reports and agreements so that the projects can be implemented soon to alleviate the burden of renewable energy in the province and make a positive contribution to the new energy transition and green growth of Quang Tri province.
