Dear fellow citizens, officers and soldiers of the armed forces, voters and people throughout the country,
In the joyful atmosphere of these historic days, as the entire Party, people, and army have successfully organized activities commemorating the 50th anniversary of the Liberation of the South and the reunification of the country, and looking forward to the 135th anniversary of the birth of our beloved President Ho Chi Minh, today, the 15th National Assembly solemnly opens its 9th session, a session of special significance for our people and our country.
On behalf of the Standing Committee of the National Assembly, I warmly welcome the leaders and former leaders of the Party, State, and Vietnam Fatherland Front, the National Assembly deputies, distinguished guests, representatives of diplomatic delegations, and international organizations who have come to attend the opening session of the National Assembly.
I would like to extend my best wishes for good health and happiness to all delegates, fellow citizens, officers, soldiers of the armed forces, and our compatriots abroad.
Distinguished members of the National Assembly,
The laws and resolutions passed at the 9th Extraordinary Session of the 15th National Assembly have effectively served the revolution in restructuring and streamlining the organizational apparatus of the political system, promptly resolving institutional difficulties and obstacles, creating breakthroughs for development, maximizing all resources, and creating new development spaces for localities and the whole country in accordance with the Party's guidelines.
Agencies within the political system, from the central level to the provincial, district, and commune levels, including agencies of the Party, the National Assembly, the Government, the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, and various ministries, departments, agencies, units, and localities, have demonstrated a very high level of determination, implemented policies very decisively, and achieved very important initial results.
Many officials and Party members have voluntarily sacrificed personal interests for the common development of their agencies and units, and for the development of the country.
Based on the consensus reached at this morning's preparatory session, the National Assembly will work for 37 days, divided into two phases, to consider, discuss, and decide on the largest volume of work ever undertaken by a National Assembly session, with many particularly important issues across all fields: constitutional and legislative drafting, supreme oversight, and decisions on crucial national matters.
Firstly, regarding constitutional and legislative work.
The 9th session will consider and adopt a Resolution amending and supplementing a number of articles of the 2013 Constitution. This is a strategic task, both politically and legally, aimed at promptly institutionalizing the Party's major policies, especially regarding the restructuring of the state apparatus towards a "streamlined, efficient, effective, and people-oriented" structure that is close to the people and relevant to reality.
To implement this task, the National Assembly will establish a Committee to Draft Amendments and Additions to the 2013 Constitution, with many innovations in methodology and procedures.
In particular, a broad public consultation will be organized to serve as the basis for the Committee for Drafting Amendments and Supplements to the 2013 Constitution to research, incorporate, and revise the draft Resolution amending and supplementing certain articles of the 2013 Constitution, and submit it to the National Assembly for consideration and approval before June 30, 2025, so that it can be promptly promulgated and take effect from July 1, 2025.
With 54 draft laws and resolutions under the constitutional and legislative work, the National Assembly will consider and approve 34 draft laws and 14 draft resolutions, and provide opinions on 6 other draft laws, covering key areas such as: state apparatus organization, national defense and security, justice, finance and budget, education and training, science and technology, innovation, and digital transformation...
Secondly, in terms of socio-economics, the State budget.
At this session, the National Assembly will consider, discuss, and decide on many issues of strategic importance to socio-economic development, national defense and security, and international integration.
The National Assembly will dedicate time to reviewing important government reports on: approving the 2023 State budget settlement; supplementing the assessment of the results of implementing the socio-economic development plan and the State budget for 2024; the situation of implementing the socio-economic development plan and the State budget in the first months of 2025; and adjusting the 2025 State budget estimates to allocate at least 3% of the budget to science and technology development, innovation, and digital transformation, striving for 8% growth in 2025 and double-digit growth in subsequent years.
The National Assembly will also consider and approve resolutions on the merger of provincial-level administrative units; the establishment of the National Election Council; a decision to shorten the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; and a decision on the election date for deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term.
During the session, the Standing Committee of the National Assembly will consider and approve resolutions on the rearrangement and reorganization of commune-level administrative units and many other important tasks.
Thirdly, regarding supreme oversight.
The National Assembly will consider the Report of the Central Committee of the Vietnam Fatherland Front summarizing the opinions and recommendations of voters and the people submitted to the 9th Session of the 15th National Assembly, and the Report of the Standing Committee of the National Assembly on the results of monitoring the resolution of voter recommendations submitted to the 8th Session of the 15th National Assembly.
The National Assembly will dedicate 1.5 days to question-and-answer sessions, focusing on areas closely related to people's lives and state management.
In addition, the National Assembly will consider the Report on the results of the implementation of the monitoring program in 2025 and adopt a Resolution on the National Assembly's monitoring program for 2026.
Distinguished members of the National Assembly,
With the above contents, the 9th Session is a historically significant session, achieving institutional breakthroughs to usher in an era of modernization, digitalization, greening, and sustainable development.
I propose that National Assembly delegates focus intensely, continue to leverage their intellect and courage, uphold a high sense of responsibility, innovate, engage in in-depth discussions, and make wise decisions; and together with relevant agencies and organizations, strictly implement Resolution No. 66 dated April 30, 2025, of the Politburo on reforming the work of lawmaking and enforcement to meet the requirements of national development in the new era. Yesterday, General Secretary To Lam published an important article specifically outlining the implementation of this Resolution.
With that spirit, I declare the 9th Session of the 15th National Assembly open.
We wish General Secretary To Lam, the leaders and former leaders of the Party, State, and Vietnam Fatherland Front, the National Assembly delegates, distinguished guests, cadres and soldiers of the armed forces, voters and people nationwide, and our compatriots abroad good health, happiness, and success.
