The National Assembly in the hearts of the people.

The Vietnamese National Assembly, having undergone eight decades of formation and development, is not only present in the Constitution, in the parliamentary chamber, in laws and resolutions, but, more importantly, in the hearts of the people. The 80th anniversary of the Vietnamese National Assembly is not only an opportunity to look back on the glorious history of the highest state power organ, but more profoundly, it is an opportunity to affirm a proven truth: all state power originates from the people, is for the people, and serves the people.

In that context, the National Assembly is the most concentrated and clearest embodiment of the Vietnamese people's right to self-governance.

80 years of companionship with the people.

The Constitution of the Socialist Republic of Vietnam affirms a fundamental truth: all state power belongs to the people . Based on the will and trust of the people, the National Assembly is elected, becoming the highest representative body of the people, the highest organ of state power, undertaking the mission of constitutional and legislative drafting, deciding on crucial national issues, and exercising supreme oversight over all activities of the state apparatus.

The 80th anniversary of the National Assembly is not only an occasion to recall the constitutional provisions enshrined in the nation's fundamental laws, but more profoundly, to affirm the nature of that power: not a one-time transfer, but a strong, ongoing, and responsible relationship between the National Assembly and the people. The power of the National Assembly is only truly valuable when exercised with a spirit of service, by listening to the voices of the electorate, and by concrete, consistent actions for the benefit of the people and the sustainable development of the country.

Having been involved in the activities of elected bodies for many years, Mr. Nguyen Tien Dung - a voter from Bac Hong Linh ward, Ha Tinh province - believes that each National Assembly session is not only an important political event for the country, but also a close dialogue between the people and their representatives. He rarely misses a session that is broadcast live, following every discussion and debate among delegates on issues directly related to people's lives.

“Listening to the delegates debate until the end for the benefit of the people, I feel that the National Assembly is not far away; it is in my heart. The National Assembly is speaking on my behalf,” Mr. Dung shared. This simple feeling, at a time when the whole country is celebrating the 80th anniversary of the Vietnamese National Assembly, becomes the most vivid and profound evidence of the enduring significance of the highest state power organ over the past eight decades: the National Assembly was born from the people, listens to the people, and continuously makes decisions on important issues for the prosperity and happiness of the people.

From the first general election in 1946 – amidst the countless difficulties of a newly independent nation – the Vietnamese National Assembly was born and has been intimately connected with every step of the nation's journey: from resistance and nation-building; national reunification; reform; to integration and development. The 80th anniversary of the National Assembly is an opportunity to look back at the historically significant decisions made under the roof of the parliamentary chamber: decisions concerning the nation's destiny, sovereignty, territorial integrity, the path of development, and the lives of every citizen. Through each term, the National Assembly has continuously reformed its working methods and improved the quality of its representatives, to live up to the trust placed in it by the voters.

In practice, the National Assembly has always stood by the country during its most difficult times. During the Covid-19 pandemic, when the livelihoods of millions were affected, the National Assembly promptly issued historic resolutions. These included Resolution No. 30/2021/QH15 dated July 28, 2021, which outlined eight urgent solutions to respond promptly and effectively to the complex developments of the Covid-19 pandemic, stabilize and control the disease, and bring the country back to a "new normal"; and Resolution No. 43 on fiscal and monetary policies to support the socio-economic recovery and development program. These decisions, born in exceptional circumstances, clearly demonstrate the National Assembly's courage, wisdom, and the spirit of "adapting to changing circumstances while maintaining core principles," with the ultimate goal of stabilizing the people's lives.

“The resolution was successful because the National Assembly listened to and understood the people's sentiments and acted promptly for the people,” shared voter Le Van Huan, a former teacher from Ea Kao ward, Dak Lak province. It is this listening that has given the National Assembly its profound meaning in the hearts of the people – something that the 80th anniversary celebration aims to affirm and spread.

Confidence in the new journey

The significance of the 80th anniversary of the National Assembly lies not only in honoring a glorious historical journey, but more profoundly, as an opportunity for the National Assembly to reflect on itself, to remind itself of its role and responsibility in the face of the country's new development demands. It is a time for each National Assembly representative and each National Assembly body to pause, to become more aware of their responsibility to the voters – those who have entrusted their faith and representation to the National Assembly through their votes of trust and expectation.

Recent years have shown that the National Assembly is not only focused on enacting laws and resolutions, but is increasingly paying more attention to "putting laws into practice." From organizing national conferences to implement laws and resolutions, to monitoring policies from the very beginning of their implementation, the National Assembly has clearly demonstrated its commitment to working alongside the Government and local authorities, promptly identifying bottlenecks and obstacles for adjustment. These developments show an active National Assembly, one that is not detached from reality but is actively involved in the lives of the people.

From the voters' perspective, these aspirations are expressed frankly and sincerely. Voter Le Van (Quy Nhon ward, Gia Lai province) shared: "No matter how good or effective a law is, if its implementation is not thorough, the people cannot feel secure." This simple yet powerful opinion is also a measure of the value of all policies, and it gives true meaning to the 80th anniversary of the National Assembly: not only to look back on the past with pride, but more importantly, to look forward with a strong spirit of innovation and more decisive action for the benefit of the people. The 80 years of formation and development show one consistent thing: power is only truly meaningful when it is linked to responsibility; representation is only valuable when it knows how to listen; and the law only truly "enters life" when it accurately reflects the "pulse" of people's lives. The closer the National Assembly is to the people and the more it acts for the people, the more firmly and sustainably the people's trust will be strengthened and built.

From the voters' perspective, this attachment is felt sincerely and simply. Voter Tran Van Hoa, from Le Chan ward, Hai Phong city, expressed: "We don't expect anything grand; we only hope that the National Assembly will always remember the people, speak the truth about what the people need, and fulfill its promises. The 80th anniversary of the National Assembly is therefore not only an opportunity to reaffirm the trust built over time, but also a reminder to continue strengthening and nurturing that trust for the new stage of national development – ​​where the National Assembly is always present in the lives of the people, through responsibility, action, and an unwavering spirit of service." It is these simple aspirations that have nurtured and preserved the people's trust in the highest organ of state power.

Entering a new era of national development, linked to the process of building and perfecting the socialist rule of law, and achieving rapid and sustainable development, the National Assembly faces increasingly high demands from the realities of reform and from the people themselves. Overcoming all challenges, what remains enduring in the hearts of voters is a profound belief: the National Assembly will continue to innovate, self-improve, and be worthy of being the embodiment of the nation's wisdom, courage, and aspirations; a National Assembly of the People, by the People, and for the People – a National Assembly that will forever remain in the hearts of the People.
