The National Assembly matures alongside the nation.

According to former National Assembly Chairman Nguyen Sinh Hung, the past 80 years have been a glorious historical journey for the highest state power organ, from the story of establishing the "legitimacy" of the regime in the early days of nation-building to the milestones of development and growth alongside the nation.

Establishing the legitimacy of independence.

On October 18, 2025, Dr. Ngo Duc Manh, former Vice Chairman of the National Assembly 's Foreign Affairs Committee and former Vietnamese Ambassador to the Russian Federation, held a book launch ceremony for " 80 Years of Parliamentary Foreign Affairs - From Theory to Practice ." The ceremony was attended by former National Assembly Chairman Nguyen Sinh Hung, who encouraged and motivated Dr. Ngo Duc Manh to write this special book, coinciding with the 80th anniversary of the first general election to elect the Vietnamese National Assembly (January 6, 1946 - January 6, 2026). At the ceremony, former National Assembly Chairman Nguyen Sinh Hung shared profound insights, reflecting on the glorious history of the highest state power body.

Looking back over the past 80 years, former National Assembly Chairman Nguyen Sinh Hung affirmed that the history of the National Assembly is closely linked to the history of the first people's democratic state - the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam. He emphasized the crucial role of the first general election in the context of the country's precarious situation at that time: immediately after President Ho Chi Minh read the Declaration of Independence, one of the first tasks he set was to hold a general election. "The general election was to elect the National Assembly. Electing the National Assembly was to establish the legitimacy of the Democratic Republic of Vietnam. That legitimacy is extremely important."

Analyzing the legal significance of the first general election to elect the Vietnamese National Assembly, former National Assembly Chairman Nguyen Sinh Hung stated that it was thanks to the National Assembly that the first official government was formed – the legitimate government of the Vietnamese nation before the whole world.

“After the National Assembly is established, that government becomes a legitimate government globally, capable of establishing diplomatic relations with other countries with full legitimacy. The entire population elects the National Assembly, and the National Assembly, upon its formation, establishes the government. Our revolution has progressed step by step, achieving one victory after another. Our National Assembly has fulfilled its historical mission in all periods in this way,” former National Assembly Chairman Nguyen Sinh Hung emphasized.

Throughout the history of the National Assembly, we cannot forget the contributions of generations of leaders and National Assembly representatives, especially in the early period. Among them, the sacrifice of the Head of the Standing Committee of the National Assembly, Nguyen Van To, in 1947 was the first and greatest loss to the National Assembly and our country at that time. Subsequently, the Vietnamese National Assembly gradually grew, developed, and matured alongside the nation under the leadership of the Party.

“Eighty years have passed, and the functions, tasks, and powers of the National Assembly have become increasingly transparent, clear, and complete. The National Assembly is the body representing the will of the entire people, the highest state power organ of Vietnam, and the constitutional and legislative body. The importance of the National Assembly is becoming increasingly clear,” former National Assembly Chairman Nguyen Sinh Hung emphasized.

The mark of wisdom and the people's will.

One of the significant achievements under the leadership of National Assembly Chairman Nguyen Sinh Hung (13th term, from 2011-2016) was the promulgation of the 2013 Constitution, inheriting from previous Constitutions, including the 1946 Constitution. From the beginning of the 13th term, the National Assembly discussed plans to amend the Constitution to implement the Party's policies, guidelines, and platform. The National Assembly spent two years (2011 and 2012) preparing and seeking public opinion. The new Constitution was finally adopted at the end of 2013. According to former National Assembly Chairman Nguyen Sinh Hung, the 2013 Constitution is a tremendous achievement, a "work built on the basis of the collective wisdom of all strata of the people," serving the long-term renewal and development cycle of the country.

A key feature of the 2013 Constitution is its strict regulation of the relationship between the Party and the People: the Party and its members must maintain close ties with the People, be subject to the People's supervision, and serve the People. Party members must operate within the framework of the Constitution and the law.

The 2013 Constitution clearly defines the model of a socialist rule of law state with the division of labor, coordination, and control among the legislative, executive, and judicial branches. In particular, it emphasizes the State's responsibility to respect, guarantee, and protect human rights and civil rights.

Former National Assembly Chairman Nguyen Sinh Hung commented: "Although the 2013 Constitution is more concise than previous Constitutions, it is very comprehensive, scientific; rigorous and complete; and adheres more closely to the spirit of the 1946 Constitution, which President Ho Chi Minh chaired the drafting committee."

The spirit of inheritance, development, and innovation of the National Assembly has been consistently demonstrated throughout its 80 years and 15 terms of operation. According to former National Assembly Chairman Nguyen Sinh Hung, if each National Assembly representative actively strives, and the National Assembly continuously improves its quality and implements stronger and more comprehensive reforms, then the effectiveness of the National Assembly's operations will certainly be higher, better meeting the expectations of voters. This is also a continuation of the glorious 80-year history of the Vietnamese National Assembly - the highest representative body of the will and aspirations of the people.
